SAN DIEGO (KGTV) -- The San Diego County District Attorney announced Monday that criminal charges have been filed against a former San Diego Sheriff’s deputy accused of fatally shooting a detainee.Former deputy Aaron Russell, 23, is being charged with murder in the second degree after being accused of shooting and killing Nicholas Bils, 36, who escaped from a California State Park Officer’s car outside San Diego Central Jail on May 1. Bils was allegedly running away from officers unarmed when he was shot. These decisions must be made solely in the interest of justice and not based on favoritism nor public opinion. SAN DIEGO (KGTV) -- The San Diego Police Lieutenant serving as the department's LGBT liaison has announced he is stepping down from the role. In an open letter posted to LGBTQ San Diego County News, Lt. Daniel Meyer explained why and how he made the decision to leave his position as the liaison. Lt. Meyer has been the liaison for 10 years. The news comes after San Diego Pride organizers sent a letter to the mayor announcing no law enforcement contingents would be allowed in the parade or festival, until policing changes are made, to show support for the Black LGBTQ community.The LGBT Community Center announced it would no longer allow armed, uniformed officers at its facilities and events. In his letter, Lt. Meyer says he found himself at a cross roads, proud of the work he's done to make SDPD a more inclusive and understanding agency. Meyer says he recognizes a need for change on a national level within community relations with law enforcement. Meyer continues, explaining that he cannot support the decisions because it "simply negates the amazing work done over decades."To read Lt. SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline.The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption.  "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site. SAN DIEGO (KGTV) — The Port of San Diego will begin its first over water testing of lighting on the San Diego-Coronado Bay Bridge, as the Port continues efforts to install lighting across a portion of the bridge.The testing will start on Sunday, Nov. 8, and continue to Saturday, Nov. 14, from 6:15 p.m. to midnight.The testing will include 170 computer-programmed LED lights and controllers temporarily installed on three of the bridge's tallest columns near the center of the structure. Each night, a live technical test will be conducted in different colors, combinations, sequencing, and arrangements."This bridge lighting test provides San Diego a unique opportunity to see what’s possible and how the infusion of technology and art can make people feel connected to, and inspired by, our beautiful waterfront," said Commissioner Marshall Merrifield, Port of San Diego Board of Port Commissioners. "Our goal is to ignite the imaginations of every person in the San Diego region, and after years of dedicated time to the project, bring forward a viable, beautiful addition to the nighttime skyline."The testing will see periods of darkness as other aspects are being tested, so the lighting won't be constant illuminated.The upcoming testing is the second test of the project. The first took place in April 2019, when lighting was tested on two columns over land on the San Diego side of the bridge.Following the over water testing, the Port will reach out to community members for input about the lighting and design. 1530
