SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant. SAN DIEGO (KGTV) – An inmate who left a San Diego re-entry facility on Wednesday was apprehended in the North County..California Department of Corrections and Rehabilitation officials said 51-year-old Larry Johnson “walked away from the Male Community Re-entry Program (MCRP) facility” on Boston Avenue in Barrio Logan Wednesday night.Staff at the facility learned Johnson’s GPS device “had been tampered with” at around 10:30 p.m. Johnson was last seen in the afternoon on an “approved pass to attend work.”Local law enforcement agencies were notified of Johnson’s disappearance, and CDCR agents fanned out to find him.At around 10:30 a.m. Thursday, CDCR officials said Johnson was taken into custody at a hotel in Carlsbad without incident. He will be transported and rehoused at Richard J Donovan Correctional Facility, officials said.CDCR officials said Johnson was in the midst of a 4-year sentence for one count of attempt to use an ID of another to obtain information, which was his second-strike offense.Johnson had been scheduled to be released to probation in May 2021. 1087

SAN DIEGO (KGTV) -- An investigation is underway to find the driver in a hit-and-run crash that injured two passengers in City Heights.Police say the female driver crashed into multiple parked cars on Fairmount Avenue just after midnight on Wednesday.Witnesses told police they heard the crash, and then saw the driver jump out of the car and run, leaving the two female passengers behind.Both women managed to crawl out of the mangled car with the help of nearby neighbors. One of the passengers was seriously injured, but neighbors say they kept her calm and stable until paramedics arrived.Police are investigating what led up to the crash.This is a developing story stay with ABC 10news for updates. 711

SAN DIEGO (KGTV) - A San Diego Superior Court jury is deliberating the murder case against a 44-year-old man who admits killing his wife.Armando Perez was grilled about his relationship with his estranged wife; 19-year-old Diana Gonzalez.She was murdered seven years ago in a men's restroom at San Diego City College.He'd stalked her that day, climbing a tree to peer into a second-floor classroom to see if she were there.  After class he confronted her.  "I remember just losing it and I guess I stabbed her." "You killed her." "Yes."Perez testified that he was jealous and that she told him he'd never see their baby daughter again.Time and again he admitted guilt but denied clear memories of strangling her then mutilating her body; finally carving an obscenity into her back.The prosecutor continued,  "After you stabbed Diana  in her neck, in her chest, on her face; you knew she was dead, didn't you?" "I don't know. It was me but I don't remember doing it."Perez appeared to be fighting back tears at one point, as he was repeatedly asked about specifics of the attack. "I just became a monster. I don't remember doing none of that."If convicted, Perez faces life in prison without the possibility of parole. 1255

SAN DIEGO (KGTV) - An autopsy report released Friday by the San Diego County Medical Examiner indicated a young woman who died after being arrested by San Diego Police had PCP, THC, morphine, and meth in her system. The Medical Examiner determined Aleah Jenkins, 24, died of hypoxic-ischemic encephalopathy, due to resuscitated cardiopulmonary arrest while in custody and acute methamphetamine and fentanyl toxicity. Jenkins was arrested during a traffic stop in University City on Nov. 27. Officers determined she was wanted on an outstanding warrant for meth possession and arrested her. They also found a bag of methamphetamine in the car, according to the autopsy report. During the traffic stop, police called paramedics because Jenkins vomited. She said it was due to an upset stomach, and officers said they canceled the ambulance call. RELATED: San Diego woman dies in the hospital after arrestJenkins was taken to SDPD headquarters, where police went to get water for her, the autopsy indicated. When the officers returned, they found Jenkins unresponsive. There was a bag of white powder on the ground near her, and a glass vial and another bag of white powder in her clothing, the autopsy report said. The Medical Examiner’s report indicated the officers administered CPR, and she had a pulse when paramedics arrived to take her to the hospital Jenkins died at UC San Diego Medical Center on Dec. 6. The Medical Examiner’s autopsy summary indicated Jenkins had no injuries which would have contributed to her death.
