SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183

SAN DIEGO (KGTV) — Customs and Border Protection officers seized more than .4 million over three months across San Diego County's ports of entry, according to the agency.CBP says the undeclared money bound for Mexico was seized between April and June at ports of entry including Calexico, Otay Mesa, Cross Border Xpress, San Ysidro, and Tecate, CBP says.One of the largest stops occurred in May when a vehicle was stopped in Otay Mesa and discovered money hidden in boxes with other items in the cargo area of the vehicle."These various interdictions by our vigilant officers are just a fraction of the regular attempts we see during the year," said Pete Flores, Director of Field Operations for CBP in San Diego. "This is a demonstration of our officers’ efforts in stopping the illegal movement between our borders." 828

SAN DIEGO (KGTV) - Attention is now turning to the southern border after Wednesday's border closure with Canada.On Thursday, the walkway into Tijuana was nearly empty but the San Ysidro Port of Entry remains open, for the time being. “It's going to have major implications for us, particularly for us here in Southern California, if we see a closing of the U.S.-Mexico border,” says Dr. David Shirk with the University of San Diego, where he works as a professor with an area of expertise in U.S.-Mexico relations. Mexican President Andrés Manuel López Obrador has been criticized in recent days for not taking enough containment measures. CBP continues to process cargo as there has been no identified threat as it relates to cargo shipments.CBP officers use a combination of traveler history records, questioning, observation, and self-declarations to further identify individuals requiring enhanced health screening by the Centers for Disease Control and Prevention (CDC). Currently, all CBP ports of entry are following the same operational guidance as issued by Presidential Proclamations and the Department of Homeland Security. If CBP observes a traveler with symptoms of COVID-19, we will refer them to the (CDC) and or DHS medical contractors for enhanced health screening. CDC personnel are responsible for the enhanced health screening of travelers in all locations nationwide.CBP has issued guidance to all employees that outlines the current comprehensive use of Personal Protective Equipment including guidance regarding wearing masks in the appropriate circumstances. SAN DIEGO (KGTV) — Bystanders captured video of a truck involved in a crash near San Diego International Airport on Saturday speeding away from the scene.The video begins moments after a three-car crash on N. Harbor Drive at Lee Court around 9:30 a.m. A white truck reportedly slammed into the back of a Ford F-350 and sideswiped a sedan, according to the driver of the sedan, Kathleen Gleason. The driver of the white truck is then seen speeding away, creating a cloud of white smoke, with the driver-side front tire bent sideways. The driver first heads eastbound before turning around at McCain Road and heading westbound. A police vehicle is seen seconds later turning around and pursuing the truck.Gleason, a Lyft driver who was struck by the truck, told ABC 10News the suspect was determined to get out of the area quickly. She said she was in the middle of dropping off a passenger to the airport when she was struck. Thankfully, Good Samaritans gave the passenger a lift the rest of the way, she said.Gleason said police caught up with the driver and arrested the person. ABC 10News reached out to San Diego Police about what charges the driver faces, but have not heard back. 1192
