SAN DIEGO (KGTV) -- San Diego police officials have announced the arrest of two suspects in the murder of a security guard who was gunned down outside of an East Village homeless shelter last month.In a release sent Tuesday night, San Diego Police Department Acting Capt. Martha Sainz said homicide investigators were led to two suspects in the case through witness accounts and collected video footage from the area including from Smart Streetlights.The high-quality images obtained from the Smart Streetlights allowed investigators to identify 47-year-old Floyd Garrett and 40-year-old Johnny Hill as the suspects, according to Sainz."On January 4, 2020, investigators tracked Garrett to Phoenix, Arizona where he was arrested with the assistance of the Phoenix Police Department. Garrett will remain in custody in Phoenix, pending extradition hearings," said Sainz.Hill was located in San Diego and arrested by San Diego Police officers Tuesday without incident. He was booked into county jail for the murder.Both men are from San Diego, according to Sainz.Ernest Lee Buchanan, 44, was killed on Dec. 28 outside the Alpha Project shelter on Imperial Avenue. Buchanan was returning from taking a meal break when someone approached him and opened fire. Buchanan was taken to the hospital but died from his injuries a short time later. 1344

SAN DIEGO (KGTV) - San Diego County service men and women have a new incentive to carpool: free rides with Waze.The SANDAG iCommute program is collaborating with Waze Carpool and military bases for the deal.Troops can download the Waze Carpool app and search for a ride to and from work. Military base commuters can choose their carpool companion by searching through profiles to find travelers who live near them and work on base. Those who want to drive can use the app to offer rides and receive $.54 per mile for gas.“The San Diego region is home to one of the largest military populations in the nation. SAN DIEGO (KGTV) -- San Diegans could see a bit of relief from rising housing prices, according to a Zillow housing report.The report claims that 20 percent of listings in June saw a price cut, compared to only 12 percent of homes that had their prices cut a year ago. Similarly, the increase in home values has slowed, and is expected to see even slower growth over the next year.While the rise in home values has seen a slight decrease, they’re still on the rise. The median price in the county is now 3,700, up 6.6 percent from a year earlier."Now with prices being so high, we decided to move to Arizona where prices are more affordable," said Eric Oster, who rents an apartment in the Kearny Mesa area.Zillow expects that rate of appreciation to decline to 4.7 percent by next year. Still, the cooling home price growth is being offset by higher interest rates, which increases monthly payments. "The key is, if you're going to buy a home, the biggest question is - can I afford the payments, and if you're stretching yourself too thin it doesn't matter what the market's doing," said Bridget Potterton, a San Diego Real Estate Broker.The median home value in the US is currently 7,300. SAN DIEGO (KGTV) -- Regis Philbin, the long-time talk show host who holds the Guiness Book world record for most hours on television, returned to his roots Wednesday with a visit to 10News."This was the beginning of it all," Philbin said upon beginning his tour. "It really was."Philbin was briefly a news anchor in San Diego when Channel 10, then known as KOGO, approached him about taking over as anchor of the 6pm and 11pm news.READ: Remembering Regis Philbin's ties to San Diego television history"I said 'Well you know, I'll do anything for you, but I want to do a show on Saturday night.' So that's how it all started.""The Regis Philbin Show" aired live from 11:30pm-1:00am every Saturday night. It was filmed in the same studio 10News still uses for its newscasts today.Philbin acted as his own booker, writer, and producer. "It was only one person. Regis had no one," he joked."You think he had four guys like you? He had to do it himself!"The format of "The Regis Philbin Show" included an opening chat, interviews with celebrities, and interaction with the audience, all elements which would become hallmarks of his future network shows.Philbin lured many of the top celebrities to San Diego to make appearances, including Jerry Lewis, Ronald Reagan, Danny Thomas, and Liberace. SAN DIEGO (KGTV) - San Diego cyber security expert Ted Harrington with Independent Security Evaluators invited us to his Downtown office to see how quickly and easily he and his colleagues demonstrate successful hacks of modern medical devices. Medical devices like pacemakers and patient monitors are some of the newest vulnerabilities to cyber attack in the healthcare industry.  The threat hits home. According to the California Life Sciences Association, the state has more medical device jobs that anywhere in the nation, with 74,000 employees. A total of 7,700 of them are based in San Diego.  San Diego is a city that's no stranger to malicious software or "malware" assaults on the medical sector. Last year, the 306-bed Alvarado Medical Center had its computer system affected by what it called a "malware disruption". The hospital briefly considered doing an on-camera interview with us about the security changes that have been implemented since the incident, but then it backed out.The hospital spokesperson cited in part, "A careless slip during an interview can reveal possible [vulnerabilities] in our 'armor' that a hacker can take advantage of." Also last year, nearby Hollywood Presbyterian Medical Center made headlines when it paid a ,000 ransom to the hacker who froze its computer system for several days."Healthcare is attacked more than any other industry because that's where the money is," writes prominent cybersecurity company Sophos in its SophosLabs 2018 Malware Forecast report. A records check on the U.S. Department of Health and Human Services' Office of Civil Rights website shows a total of thirteen California healthcare facilities that are currently under investigation for reported hacks.  Now, the threat to patient privacy could be challenged by a threat to patient safety. Harrington and his team connected my finger to a sensor that was attached to a patient monitor. My healthy vitals were displayed on the patient monitor screen and on the screen representing a nurse's computer. In a real-world setting, that nurse's computer would be in a different room from the patient and his or her monitor. 10News Reporter Jennifer Kastner was asked to remove my finger from the sensor, to make it look like she was flat-lining, but Harrington and his team hacked the nurse's computer in seconds to make the nurse's computer show that she was still healthy.He and his team also showed us they could hack a patient's displayed blood type."If the physician thinks the patient is a certain blood type and orders a transfusion of a different blood type, that directly hurts the patient. It would most likely result in a fatality," says Harrington. In October, the FBI put out a warning about the growing concern over cyber criminals targeting unsecured "Internet of Things (IoT)" devices, including medical devices like wireless heart monitors and insulin dispensers. Years ago, it was reported that former Vice President Dick Cheney had his pacemaker altered to prevent an assassination attempt. "We can't bury our heads in the sand anymore. These types of medical cybersecurity vulnerabilities are going to become commonplace," says Dr. Christian Dameff with UC San Diego Emergency Medicine. Dameff is also a self-described hacker. Despite the FDA's claim that there aren't any known cases of patients' devices getting hacked, Dameff believes attacks have happened and they were likely accidental, but never got reported."These devices in our systems are not well equipped to even discover these types of attacks," he said. "It's essentially like asking a toaster to figure out if your house has been hacked. They're just not designed to find out."The experts we spoke to want to make it clear that while there's a threat of cyber attacks on medical devices, the likelihood of it happening to the average patient is low. They urge people to stay mindful of the risks and talk to their healthcare providers about solutions.   4453
