A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. A trip to Detroit has landed a Texas couple in hot water with the law. The couple, John Guerrero and Virginia Yearnd, traveled to Detroit to attend a concert. They are facing charges child endangerment charges for allegedly leaving their 11-year-old daughter at home alone while they were in Michigan.Police say it took them hours to get ahold of the parents, and by the time they called back, they said they were in Louisiana.It appears that the couple expected the mother's sister to be checking on the girl, but investigators say that didn't happen.One of their neighbors, who did not want to be identified, said after living next door for more than a year, she didn't think of the couple as bad parents."I know them as good parents, very hardworking," she said. "He travels and his job is to set up concerts. I'm sure he was working and not just going to a rock concert."Part of the problem for investigators was that there were no notes or contact information for the sister who was allegedly supposed to be looking after the daughter.Right now, the 11-year-old is staying with a neighbor while the parents sort out legal troubles.Texas law states that child endangerment occurs when a person intentionally engages in conduct that places a child younger than 15 in danger 1294

A Milwaukee woman applied for a job only to be told by the company that they don't hire people with "ghetto" names.Quinntellia Fields says she received the email response on Monday after applying for a receptionist job at Mantality Health through a third-party site.Mantality Health has multiple locations in the Midwest. Fields said she was applying for a job at their Brookfield, Wisconsin location."First, I thought it was a joke," she said.The quick response looked legit, until she got to the line that said, "Unfortunately we do not consider candidates that have suggestive 'ghetto' names.""That’s pretty offensive," Fields said. "I was pretty shocked and then I was hurt."She contacted the company who told her the outside job board was hacked.In a statement posted on the company's website, Mantality says it's working with law enforcement and considering appropriate legal action."We share the anger and frustration of those who received these bogus emails," the company's statement read in part."Seems like the typical response," Fields said. "If someone’s in trouble on the internet, 'Oh it’s just a hack.'"Fields isn't the only job seeker who received this reply. A portion of Interstate 95, one of the main shipping thoroughfare on the east coast, was shut down for hours on on Friday after two tractor trailers overturned on a Maryland bridge.The accident occurred on the Tydings Memorial Bridge, which spans the Susquehanna River in northwest Maryland in between Baltimore and Philadelphia.In addition to the closure of the bridge the Maryland Transportation Authority also put a hold on all traffic because of Friday's high winds.MDTA also temporarily closed the Hatem Bridge — which carries traffic on US 40 and runs parallel to the Tydings — because of the wind. Northbound I-95 detoured at MD 155 (Ex89) and southbound I-95 traffic detoured at MD 222 (Ex93). A small plane gave drivers a big fright Wednesday night as it made an emergency landing in the middle of a busy highway.The single-engine plane’s landing on I-35 in Minneapolis was caught on traffic cameras around 9:30 p.m. CT.The plane reportedly hit a vehicle as it came down, officials say no one onboard and no one on the ground were hurt in the crash landing.The pilot was identified as a 52-year-old Minneapolis man by local media outlets.
