SAN FRANCISCO (AP) — California fire authorities say Pacific Gas & Electric Co. power lines sparked the deadliest and most destructive wildfire in state history.Cal Fire said Wednesday the lines in the Pulga area ignited the Nov. 8 fire that killed 85 people in Paradise. The investigation also identified a second nearby ignition site involving vegetation and electrical distribution lines, also owned and operated by the San Francisco-based utility. The second fire was quickly consumed by the initial fire.Lynsey Paulo, a spokeswoman for PG&E, did not immediately comment. The fire in Butte County destroyed nearly 15,000 homes. The nation's largest utility filed for Chapter 11 bankruptcy in January as it faced tens of billions of dollars in potential liability costs related to wildfires in 2017 and 2018. 823

SAN DIEGO (KGTV/CNS) - A San Diego mom is hoping the county's new plan to provide more affordable housing will help keep her off the street. Leticia Rodriguez, her mom, and two kids have been living in Rodriguez's van the last several months, but right now the van is in the shop. They're hoping to get into the San Diego Rescue Mission. It would be their first time sleeping at a shelter."You have to come back at  5 ' o'clock and line up and you know, wait to get in, every day, until you get a bed," said Rodriguez. Rodriguez makes  an hour as a team leader at Jack N' The Box. She's been looking for a place she can afford for more than a year. "You can get a studio for 0 then you're lucky, but then they say how many are you? Then they say, that's too many," said Rodriguez. Tuesday the San Diego County Board of Supervisors voted unanimously to set up a million dollar trust fund for the county to use to invest in affordable housing. The vote followed a brief presentation by staff detailing the housing-related hurdles in the San Diego region, including that more than 3,500 affordable units have been lost in the last 20 years.Staff said there are now more than 9,000 homeless people on any given night, a 5 percent 1309

SAN DIEGO, Calif (KGTV) -- Saint Paul's Episcopal Cathedral opened their doors, on Wednesday night, to people of any faith to honor the victims of the New Zealand terror attack. The church's leaders invited Muslims to join them so both faiths could learn about each other and the way that they worship. The night started with a moment of silence, then dinner followed by prayer and a question and answer session. Muslims who attended the ceremony say the amount of support their community has received has been overwhelming, but not surprising.Fifty people were killed March 15th when a gunman entered a mosque in New Zealand and opened fire. 651

SAN FRANCISCO (AP) — A federal count shows the number of homeless people increased by double-digit percentages in three San Francisco Bay Area counties over two years as the region struggled to tackle the growing problem, including 17% in San Francisco and 43% in the county that includes Oakland.More than 25,000 people were counted as homeless during an overnight tally conducted in San Francisco, Alameda and Silicon Valley's Santa Clara counties in January. Detailed reports are expected later this year."The initial results of this count show we have more to do to provide more shelter, more exits from homelessness, and to prevent people from becoming homeless in the first place," said San Francisco Mayor London Breed. The San Francisco Bay Area is grappling with a homelessness crisis driven in part by too little housing stock and a raring tech economy that has widened the inequity gap. In San Francisco, the median price of a two-bedroom home is .3 million and a family of four earning 7,400 a year is considered low income. The homelessness point-in-time count is conducted every two years and is required by the U.S. Department of Housing and Urban Development. Los Angeles is expected to release its figures on May 31.Homelessness is an issue that has riven the Bay Area for years, with elected leaders pledging to do more to address it. However, controversies continually erupt over where to build homeless shelters. Residents of a wealthy San Francisco neighborhood, for example, are fighting the city's plans to erect a shelter along the waterfront Embarcadero area that is popular with tourists. In San Francisco, the number of people who were not sheltered surged 20% to nearly 5,200, driven largely by people who are living in cars. In Santa Clara County, which includes the city of San Jose, the homeless population increased 31% to about 9,700 this year. Alameda and San Francisco counties each counted more than 8,000 homeless.California Gov. Gavin Newsom has proposed giving cities and counties up to 0 million to build and expand emergency homeless shelters. He's also proposing million to help public colleges and universities house homeless students and million for legal aid for people facing eviction. 2252

SAN DIEGO (KTGV)— A homeless man and convicted rapist accused of sexually assaulting a woman at an East Village bar in November faced his accuser in San Diego Superior Court. Gary Cushinberry, who's accused of multiple counts of sexual assault and attempted rape, pleaded not guilty. The judge ordered all media to conceal the victim’s identity, and to refer to her as Jane Doe. Jane Doe took the stand and recalled what happened on the evening of November 5th. She said she was at Amplified Kitchen and Beer Garden in East Village, celebrating with some colleagues. After having a few drinks, she headed to her car. She admitted she was drunk at the time, and her memory was hazy. But she did remember the moment her bottom touch the ground.“He was touching underneath the blanket, and I just remember being shocked. Uh, next he further proceeded to put his hand in my pants,” Doe said. While he attacked her on the ground underneath a dirty blanket, he tried to drug her with what she thought was a meth pipe, Doe continued. Detective Carlos Munoz of the San Diego Police Department also spoke in open court. After the case was assigned to him, he monitored surveillance cameras in the area. The detective found footage of a homeless man fitting Gary Cushinberry’s description, pulling Jane Doe into a bush next to her car. The two were not in frame for the next 25 minutes, until video captured Jane Doe speeding away from the parking lot, back into Amplified, where she later reported the assault.“It’s like you imagine a fight or flight. And I didn’t really fight and I didn’t flight. I just froze,” Doe said. Cushinberry, who is already a convicted rapist in Indiana, returned to the frame, just two minutes later. “When he walks up toward the intersection, or the corner, he is adjusting his belt, he is adjusting his waist,” Detective Munoz said. The next day, Jane Doe provided information for a suspect sketch.Officers also took her to Palomar Hospital to run a rape kit. DNA Criminalist Adam Dutra of the San Diego Police Department Crime Lab tested the DNA swab taken from the front button and zipper of Jane Doe’s shorts.“There was strong support for the inclusion of Mr. Cushinberry as the 98% contributor,” Dutra said. Cushinberry’s past convictions include rape in 1995, sexual battery in 1997, and recently, felony robbery in San Diego. His next court appearance is on December 19th. 2407
