Fears of a trade war between the United States and China just escalated again.The Trump administration on Tuesday published a list of about 1,300 Chinese exports that could be targeted for tariffs.The United States plans to apply the tariffs to about billion worth of goods to punish China for its theft of trade secrets, including software, patents and other technology. (KGTV) — New undercover video appears to show signature gatherers pitching falsehoods to voters get them to sign petitions that would force the massive Newland Sierra development to a public vote.The County Board of Supervisors approved the project last month. It calls for more than 2,000 new homes on nearly 2,000 acres north of Deer Springs Road in Escondido. Opponents, backed by the exclusive Golden Door Spa, launched a signature drive to collect about 68,000 signatures from registered voters before Oct. 26. It would delay the project so the public can weigh in at the polls. On Friday, Newland released undercover video purportedly showing the signature gatherers making claims that the development would raise taxes, force people out of their homes, and encompass 430,000 acres. "What they're doing is basically putting in a bunch of homes, stores, casinos, hotels," one petitioner says in the video (the plan does not call for casinos or hotels).Steve Inscoe, who lives in Escondido, said signature gatherers told him that plans called for one million square feet of commercial space (it calls for 81,000), and that there was no plan to mitigate traffic (Newland Sierra says it will spend million on traffic improvements)."We are at a time when we need a whole lot of housing," said Inscoe, who supports the project.But the committee behind the petition says the real story is what's not in the video. Newland Sierra has deployed so-called truth teams that are allegedly the aggressors - an attorney for the committee says they even surround signature gatherers to block them from doing their jobs. It has led to confrontations, plus restraining orders and cease and desist letters from Vons/Albertsons. Rita Brandin, a vice president at Newland Sierra, said the signature gatherers are the ones who get confrontational."When a signature gatherer who is being paid says 'this project will raise taxes,' our truth teams can say 'that's inaccurate.' So because the signature gatherer is the one that signature by signature is making his paycheck, they get aggressive," she said.Newland Sierra sent the committee a cease and desist letter, reserving its right to litigate.In a response, Sean Welch, the attorney for the committee, warned Newland Sierra against any legal action. He noted that the signature gatherers are trained and that the First Amendment provides wide latitude for political expression. "It is beyond dispute that the Newland Sierra Project is extremely controversial, and that a large number of voters throughout San Diego County has long been opposed," Welch wrote. FALLBROOK (CNS) - The San Diego County Sheriff's Department Saturday released the name of the man who was shot after he allegedly attacked a deputy with a baseball bat early Friday morning.The Sheriff's Department says a deputy was investigating reports of unprovoked assaults with a bat when he found himself under the same kind of attack from 30-year-old Jesus Cirilo Rodriguez.The deputy was sitting in an unmarked car around 4:30 a.m. Friday in the area of Reche and Ranger roads in Fallbrook when the attack happened, sheriff's Lt. Rich Williams said. Deputies had received three reports of unprovoked baseball bat attacks near the area in the last two days -- one on Wednesday evening and two on Thursday evening -- and were conducting surveillance, Williams said.RELATED: Bat-wielding man shot by sheriff's deputyDuring the surveillance, a man -- suspected to be Rodriguez -- walked up and smashed the window of the deputy's vehicle, shattering glass over the interior and prompting the deputy to open fire in self-defense, Williams said.The deputy shot the suspect multiple times, though the suspect was expected to survive.Rodriguez was being held under guard at a local hospital on suspicion of assault of a peace officer with a deadly weapon while his wounds were being treated, and his bail was set at 0,000. ENCINITAS, Calif. (KGTV) - A dog owner is sharing her story after she says a neutering procedure turned into a month-long nightmare.On the morning of February 21st, Brigitte Yvon dropped off 2-year-old Yellow Lab Davie at her veterinarian in Encinitas to be neutered. Hours later, she got a call saying everything went well and she picked up her dog early that afternoon. For the next nine days, Yvon tended to him. Davie kept whimpering and trying to get at his back, but Yvon thought it was part of the recovery from the neutering. Yvon then noticed something on Davie's back."Fur was matted. Skin was raw and bleeding in places," said Yvon.She used a clipper and found more of the same under the fur. She took him to another vet, who shaved his back to reveal third-degree burns across his back. "They told me to prepare for what I was about to see. I was horrified and devastated," said Yvon.Yvon brought photos to the original veterinarian."He did apologize and admit responsibility," said Yvon. She says he didn't go into detail, but pointed to saline bags used to warm up and regulate body temperature during and after the procedure. Yvon says he agreed to pay for treatment. Yvon says the veterinarian has since filed a claim with his insurer.For Davie, the treatment has included surgery and several rounds of antibiotics. For Yvon, there have been plenty of sleepless nights. She has this message for other pet owners: Ask questions and educate yourself on the most basic of procedures.Yvon asked us not use the name of the vet, because her only goal is to increase awareness of the risks. Experts suggest asking your veterinarian how they warm up animals when anesthesia is used. Devices like warming blankets with temperature alarms are considered safer.The veterinarian who performed the procedure issued the following statement: "While I would like to respond with an accurate account of what transpired, it is my professional responsibility to respect client confidentiality. When this client called with a concern I responded immediately. I worked with her to identify how to move forward with his healing. We provided treatment for the wound and care for the pet and consulted with specialists and offered the best options, and the client was not charged. We understand that pets are part of the family. We want to make sure that our clients receive the highest level of care available. We are truly glad to hear that Davie is doing well and expected to have a full recovery and hope he has a long and happy life." 2539

ENCINITAS, Calif. (KGTV) - An Encinitas restaurant is closed for deep cleaning after an employee tested positive for the coronavirus.Kris Buchanan owns GOODONYA on S. Coast Highway 101. She closed the restaurant Sunday afternoon as soon as she found out her employee tested positive."Ironically, one of my best employees with the mask, like she never took that mask down," Kris Buchanan.Buchanan arranged for her staff of roughly 40 people to get tested for the virus antibodies Monday afternoon. If they test positive for antibodies, she'll pay for them to get the coronavirus test.The organic restaurant will reopen July 3, but only for pick up and delivery. Buchanan says the harassment her staff faced from some customers refusing to wear a mask isn't worth it."People take serious offense to that, I think, because of the health issue or maybe some sort of politically charged feeling about it, I don't know, " said Buchanan.She says fellow restaurant owners are dealing with similar issues."I'm friends with a few restaurant owners in Encinitas, and it's the same thing, coming in with that fake Facebook card that went around," said Buchanan.She said while most have been supportive, some customers have also made social distancing even more difficult by complaining about where they were seated."It's just a whole bunch of rigmarole here you're just trying to get their order and figure out if they want gluten-free or regular bread and you have this added layer of nonsense on top of it," said Buchanan.Since the pandemic hit, business is down roughly 50%, but Buchanan said her employees are her priority."More than the money, it's just worth me keeping my staff happy and safe," said Buchanan.GOODONYA will reopen Friday July 3, at 7 a.m. 1757
