EL CAJON, Calif. (KGTV) -- A woman was arrested Sunday after an El Cajon officer was seriously injured after being dragged by a vehicle earlier in December.According to police, Keani Flores, 28, was a passenger in the vehicle involved in the assault on the officer, Nick Cirello.The driver of the vehicle, David Pangilinan was seen in the Oakhurst area by officers,When police tried to conduct a traffic stop, Pangilinan fled the scene and “evaded apprehension,” police said. Flores was reportedly located at a motel nearby. Authorities are still searching for Pangilinan.Officer Cirello was hit by the vehicle on December 14 on the 100 block of West Washington Street after officers responded to a call regarding a vehicle blocking the roadway with the driver and passenger asleep inside the vehicle.When officers tried to wake the pair up, the driver provided identification for someone else before starting the vehicle.When Cirello tried to stop him, he was dragged before being struck by another vehicle traveling past the scene.Cirello was taken to the hospital before being released on December 18. (KGTV) -- A rally was held Monday afternoon in El Cajon to not only celebrate the holiday season, but to also call on local leaders to fully reopen businesses and schools.The “All I Want for Christmas is Freedom” rally took place at the El Cajon Centennial Plaza, located on 200 Civic Center Way.The event was organized by the group Re-Open San Diego and was a “free and safe family event to save the spirit of Christmas, enjoy food, shopping, listening to the Mayor of El Cajon [Bill Wells] play live music, and to advocate for fully reopening San Diego businesses and schools.”State Sen. Brian Jones, Rep. Darrell Issa, and Peggy Hall with TheHealthyAmerican.org will be among those speaking at the rally. Many say they believed businesses can reopen safely."Let these people get back to work and be safe, take care of their employees, take care of their customers and open up in a safe manner," Jones said. Monday’s rally comes nearly a week after a San Diego judge ruled two local strip clubs and all county restaurants could remain open despite California’s stay-at-home order for the Southern California region.The judge’s ruling, however, was blocked two days later by an appellate court until the ruling can be heard in court -- forcing restaurants to once again focus on take-out service. 1323

(KGTV) - An El Cajon man says a new spinal procedure changed his life, but the Army veteran is now locked in a battle with his military health insurance plan which refuses to cover it.Ronald Maddern says he can't understand why TRICARE, his secondary insurance, would deny coverage of the procedure after his primary insurance, Medicare, agreed to cover 80 percent of the cost. Both insurance plans are run by the federal government."Makes me feel like a second-rate citizen after I served in the military for so many years," he said.The denial by TRICARE left him with a bill of ,756.Maddern had the Vertiflex procedure in 2017 to treat spinal stenosis, which had largely confined him to a wheelchair for 17 years. Maddern is now able to walk with help from a cane for balance."It was a drastic success," said the 71-year-old. "My quality of life now is very, very good."The procedure, developed by a Carlsbad company, was approved by the FDA in 2015. It has been performed thousands of times across the country, said Maddern's surgeon Dr. Michael Verdolin."It is extremely frustrating that one arm of the government says yes and the other portion, really the pinky, says no," he said.In a letter of denial, TRICARE argued Vertiflex is an "unproven procedure," despite its FDA approval."There have been 15,000 cases across the US. It's been cleared for use," Verdolin said. "There is no question to be asked about its efficacy."TRICARE did not immediately respond to requests for comment by 10News.Ronald Maddern's insurance case is now before an administrative law judge. He's hoping the judge's ruling will convince TRICARE to conform its benefits with other federal agencies, so more veterans can get the procedure. 1746

  

Dozens of trucks and thousands of volunteers delivered more than 260,000 Christmas wreaths to Arlington National Cemetery to honor fallen heroes.The rain Saturday didn't stop the day of service, which was made possible by the Wreaths Across America organization.  "If you look across this field of stones, it's massive, but we want to make sure that every individual receives a wreath and their name is spoken out loud,” says Karen Worcester, executive director of Wreaths Across America.Larry Landon, a Boy Scout troop leader, donated his time, unboxing and placing wreaths with 14 of his Boy Scouts.“Our troop unloaded trucks,” he says. “Over 36,000 wreaths were laid here at Arlington, with the help of these boys.”It’s a tradition in its 27th year, spanning all 50 states and into 26 countries. Nearly 2 million wreaths in total were placed.The goal is to give heroes across the world a gift this holiday season. 929

  

EDINBURG, Texas - A bizarre incident during a high school playoff game in Texas on Thursday left a referee with injuries after being attacked by a player he had just ejected.Edinburg High School defensive end Emmanuel Duron was penalized for shoving another player to the ground and attempting to tackle the opposing team's quarterback after a play was over The Monitor reports.Referee Fred Garcia ejected Duron from the game for the two unsportsmanlike penalties.After Garcia announced the ejection, Duron charged back onto the field and slammed into the referee, causing him to fly back into the artificial turf.Duron's teammates and coaches held the player back while crews attended to Garcia. Four off-duty police officers escorted Duron out of the stadium and away from the premises.Garcia was able to walk off the field on his own and was evaluated in an ambulance outside the stadium. He was reported to have suffered a concussion and a shoulder injury.After the delay, the game resumed and Edinburg ended up defeating Pharr-San Juan-Alamo 35-21 to advance to the playoffs, The Associated Press reported. But on Friday, the team was removed from the playoffs by the school district, the district announced in a statement."The district has decided to remove the Edinburg High School football team from the playoffs after an unexpected incident involving a student that occurred during a football game on December 3, 2020," the district said. "We extend a sincere apology to the referee and his family. On behalf of the Edinburg CISD Board of Trustees and administration, we apologize to the athletes, staff, and our school community. We will take the appropriate disciplinary action once we understand the facts and circumstances underlining this incident. The district takes these matters very seriously; however, we cannot comment further on a pending investigation."Duron was charged Friday with assault and is being held in jail on a ,000 bond.The Monitor reports Duron was suspended from the school's soccer team for a similar incident last season.This story was first reported by Jeff Tavss at KSTU in Salt Lake City, Utah. 2146
