A bipartisan group of lawmakers introduced legislation Wednesday that aims to overhaul the way sexual harassment is treated on Capitol Hill, as fresh stories of misconduct involving sitting members of Congress have rocked Washington this week.Rep. Kirsten Gillibrand of New York, both Democrats, unveiled companion bills in the House and Senate to reform the sexual harassment complaint process on the Hill and boost transparency around the sensitive issue. A 17-year-old is recovering in the hospital after being shot in the head by a rubber bullet. Caprice Wade said her son Lazerick Wade, 17, went several blocks away from their home in Milwaukee to check in on a gathering of people outside a home. Minutes later, she had to rush him to a nearby hospital.“My heart sunk to the bottom of my feet,” Caprice Wade said. “I didn’t know what to do.”Cell phone video shows Lazerick in a blue hoodie moments before the shot was fired just feet away from officers. Caprice said her son was asked to move out of the street before the shot was fired.“When he turned around to look at me, his head was split wide open,” she recalled after picking up her son.A spokesperson with Milwaukee Police did confirm rubber bullets were used as part of non-lethal munitions to disperse crowds at the location.A police spokesperson said the department is investigating Caprice’s claims but are still investigating the alleged incident.“He’s in intensive care. A 9-year-old boy retrieved a gun from his parents' bedroom and shot his 13-year-old sister to death, authorities said, after the two got into an argument over a video game controller.The incident occurred over the weekend in rural Monroe County, Mississippi, as the children's mother was preparing lunch in the kitchen, the country sheriff said."He wanted the controller, and I guess he knew where to find the gun," Sheriff Cecil Cantrell told CNN.The boy grabbed a handgun, which was kept in a nightstand next to the bed, and shot the sister in the back of the head, the sheriff said."This is the first time I've ever dealt with any child that was shot like that," Cantrell said.
