Supporters say the higher threshold made it too difficult for local communities to raise money for schools, libraries and other projects.But opponents say the two-thirds threshold is a necessary protection for taxpayers.It failed to pass the Assembly despite Democrats holding a supermajority. But the target of the fourth was the affluent Sacramento, California suburb of El Dorado Hills.Authorities have not explained how and why that neighborhood was chosen when other cities that had seen property destruction and street clashes — like Los Angeles, Oakland and Long Beach — were not. El Dorado Hills only saw peaceful protest during the summer unrest.The Times says that state records show that the El Dorado County Sheriff's Office requested the use of the plane, and the National Guard also sent a Lakota helicopter to the area.The Times reports that Maj. Gen. David S. Baldwin, the head of the California National Guard, lives in El Dorado Hills. Baldwin told the Times that the agency's decision to send a plane had "nothing to do" with the fact that he lived in the area.“The use of the RC-26 to meet the sheriff’s request for aerial support to provide situational awareness for law enforcement is concerning and should not have happened,” a spokesperson for California Gov. (AP) — California wildlife officials say residents cannot keep an invasive beagle-sized rodent as a pet.The Sacramento Bee reports that the California Fish and Game Commission are taking preventive action to avoid the South American nutria from spreading.The commission says they will discuss adding nutria to a legal list of prohibited pets in December.Officials say California could see about 250,000 rodents in five years.Scientists say they captured hundreds in multiple counties already as part of a million plan to eradicate the rodent.Experts say their burrowing is damaging to waterways and flood protection infrastructure.Nutrias have also been reported in Oregon, Louisiana and Maryland. 727

(AP) — The U.S. government says California must change how it issues identification cards that comply with stricter federal requirements.The so-called Real ID cards will be needed to board airplanes or enter federal buildings by October 2020 under security enhancements following 9/11. California already has issued 2.3 million cards.Department of Motor Vehicles spokesman Marty Greenstein said Friday that those IDs will remain valid and changes will apply going forward.The DMV had required one document proving residency and counted on delivery by the post office as secondary proof of someone's address.Emails show the Department of Homeland Security approved that process last year. SACRAMENTO, Calif. (KGTV) -- A new California bill would require some retailers to have gender neutral floor space inside their stores, Politico reports. The bill, called Assembly Bill 2826, was introduced by Assemblymember Evan Low, a Democrat from Campbell. According to Politico, retailers would be able to sell the same products, as long as they dedicate space where customers can find clothes and toys regardless of whether the items have been marketed to boys or girls. “Keeping similar items that are traditionally marketed either for girls or for boys separated makes it more difficult for the consumer to compare the products and incorrectly implies that their use by one gender is inappropriate,” the bill states.
