SAN DIEGO (KGTV) - There’s now a bombshell update about the standoff from earlier this summer at a condo complex near SDSU.Two officers were shot and dozens of neighbors were terrorized. 10News Investigative Reporter Jennifer Kastner has confirmed that officers wanted to search the suspect’s home for weapons days before the shooting.However, the Office of the San Diego County District Attorney did not attempt to get a search warrant. It was a horrifying night that ended with one person dead and two San Diego Police officers wounded by gunfire. Suspect Joseph Darwish died in the massive standoff.He had numerous hand guns and rifles, according to police. In the days after the shooting, 10News was tipped off by a law enforcement source that the FBI’s Joint Terrorism Task Force had wanted to search Darwish's home because they thought he had a weapon and was buying parts to make more weapons.Darwish wasn't supposed to own any weapons because of his criminal history. Our source says the FBI asked the District Attorney's Office to sign off on having a judge issue a search warrant, but the DA’s Office did not do so.For the past 7 weeks, 10News has been trying to confirm this with the DA’s Office.After our 10News attorneys got involved, the DA’s Office sent us a letter reading in part, “On June 13, 2018, the San Diego County District Attorney's Office received a request by law enforcement to review a draft of an affidavit in support of a search warrant to conduct a search of Mr. Darwish's person, property and residence. The District Attorney's Office determined that the warrant was legally deficient and so advised law enforcement.”June 13th was 10 days before the big shooting. 10News asked law enforcement expert and former police officer Kevin LaChapelle what "legally deficient" means. “It means that the District Attorney's Office felt that there was insufficient evidence or insufficient information that a judge would not grant a search warrant,” he explained.10News asked the DA’s Office why it turned down the FBI’s request to do a search warrant, but the DA’s Office will not answer that question, stating it's "exempt from disclosure".LaChapelle said this may have been a lesson learned the hard way, for the DA’s Office. He explained that the DA’s Office may reevaluate when it’s appropriate to seek a warrant. “It may help them start saying [a warrant] didn't meet [certain] criteria but it met this.It didn't meet a [level] 10 but it was at like a 7 and gosh, maybe [the DA’s Office needs] to start looking at this more so we can prevent these kinds of things,” he added. The FBI declined to comment about Monday’s story. San Diego Police have taken the lead on investigating the shootout. As of Monday morning, a lieutenant with the Homicide division said the investigation is still open and active and will probably take another couple of months to finish. 2913

SAN DIEGO (KGTV) — The world's only two platypuses to live outside of Australia now call the San Diego Zoo Safari Park home.The zoo recently received the two platypuses — a male named Birrarung that hatched in 2011 and female named Eve that hatched in 2004 — from Taronga Zoo Sydney. The animals were flown to San Diego in crates specially designed for platypuses, according to San Diego Zoo Global.Here the two animals will live in the Safari Park's Walkabout Australia habitat, where a special home has been constructed for them.RELATED: San Diego Zoo's endangered tree kangaroo joey emerges from mother's pouchPlatypuses are semi-aquatic animals that live in freshwater habitats. In San Diego, the zoo says they will be ambassadors for the species outside of their native Australia and advocate the "importance of freshwater for both humans and wildlife."Australian conservationists have been working to determine the status of the animal in the wild using environmental DNA, or trace DNA found in their habitats.“Overall, platypuses were detected at 38 percent of sites sampled in Victoria and 32 percent of those in New South Wales,” said Josh Griffiths, a senior wildlife ecologist. “Although it is still too early to draw many conclusions from this raw data, some trends are emerging. For instance, higher platypus occurrence is associated with native vegetation cover, high in-stream complexity (providing good habitat for macroinvertebrates) and suitable burrowing habitat.”RELATED: Historic in vitro southern white rhino birth is first for San Diego Zoo, in the U.S.Part of the challenge for researchers is investigating dry conditions found throughout the country. The "eDNA" method is helping scientists determine the presence of the generally shy, nocturnal species.The International Union for Conservation of Nature’s Red List of Threatened Species recently changed the status of the platypus from a "species of least concern" to "near threatened."Australian researchers say the eDNA study helps them determine the impacts of environmental threats like land use, altered water flow, and habitat degradation where platypus populations are detected. They hope that data allows them to effectively protect the species from becoming more endangered in the future. 2281

  

SAN DIEGO (KGTV) - This record hot summer was the first that San Diegans had to pay the state's new high-usage charge on their electric bills. It led to bills as high as 0, and complaints pouring into San Diego Gas and Electric. Now, the utility says the charge - meant to discourage high use - isn't working and should be eliminated."We want to move forward to eliminate this charge and help our customers," said SDG&E spokesman Wes Jones.Jones said the utility understands the frustration over summertime bills. Nearly 81,000 households were hit with the high-usage charge in August, a month with record heat.RELATED: Making It in San Diego: Families stunned by high electric bills"We heard from folks that they needed that much energy to run their A/C and tried to stay cool," Jones sadi. "We think that's very important. We want to make sure they are comfortable."SGG&E now plans to ask the state Public Utilities Commission to eliminate the charge altogether."You hopefully will see a reduced shock and awe bill," Jones said.But questions remain about the proposal. The high-usage tier is just 7 cents more per kilowatt hour than the next lower tier. And by the time someone passes the high-usage threshold, they're already paying an 80 percent premium on electricity, at a price of 43 cents per kilowatt hour.RELATED: San Diego Gas and Electric addresses high power billsSDG&E would have to adjust those lower tiers if the state adopted its plan. "To me, it feels like you're on the street in New York and someone's moving a cup around with the ball in it. You don't know where it is and what's going on," said Jeff Tarzia, a Poway resident.Tarzia began driving for Uber after his family got hit with a 0 electric bill in August."As it stands right now I think they need to go to a more simplistic layout for the billing cycle," Tarzia said,.But Jones said the plan is not cosmetic. SDG&E also wants to expand options, like qualifying customers with plans that have lower rates - like the ones for those with electric cars. SDG&E also proposes to change its scheduled cash credits to all hit in August to help with the year's most expensive months.The utility will also ask the Public Utilities Commission to review its baseline rates - which sets tiers from the coast to the mountains. SDG&E also hopes to combine summer and winter prices for a lower year round rate. SDG&E plans to submit the proposal to the commission in the coming months. A spokeswoman for the commission said the agency would evaluate how to consider the options through a public process.  2665
