BEIJING, Oct. 8 (Xinhua) -- China launched a large-scale tree-planting program against soil-erosion along the Three-Gorge Dam section of the country's largest Yangtze River Friday, with two launching ceremonies held in Beijing and Chongqing, simultaneously.The program is aimed to raise funds from individual and institutional donors for planting trees on 3.8 million mu (253,333 hectares) on the banks of the Yangtze River in Chongqing.Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), is the honorary chairman of the organizational committee of the program.Vice Premier Hui Liangyu and Chongqing Party chief Bo Xilai attended and addressed the ceremony in Beijing.Hui spoke highly of the tree-planting program, saying that it would be new probe for the bio-environmental protection of major rivers in the country as well as a new, great contribution to the afforestation and protection of the Yangtze River.The vice premier recognized that the Yangtze River is still facing severe bio-environmental deterioration and soil erosion, though notable achievements have been made in the afforestation efforts along the river in the past decades.In his speech, Bo pledged that Chongqing will take three to five years to increase the forest coverage in the dam area to 65 percent, from the present 22.2 percent. Currently, soil-erosion has covered over 20,000 square kilometers, about 50 percent of the total area, he noted.According to previous reports, Chongqing plans to raise over 10 billion yuan (1.5 billion U.S. dollars) from institutional and individual donors for the tree-planting program.

BEIJING, Oct. 30 (Xinhua) -- China's primary energy consumption will be kept to between 4 to 4.2 billion tonnes of standard coal by 2015, Jiang Bing, director of the development and planning department of the National Energy Administration (NEA), said on Saturday.Jiang made the remarks at a forum held by the energy research institute of the State Grid Corporation of China.Primary energy refers to existing natural energy which does not need processing, such as fossil fuels, nuclear fuels, biomass energy, hydropower, wind power, solar power and others.As China has adopted a low-carbon development strategy, the country plans to raise the non-fossil energies ratio in its total primary energy consumption to 15 percent by 2020, and carbon dioxide emissions per GDP would be reduced by 40 to 45 percent by 2020 from 2005 levels, Jiang said.Thus, primary energy consumption must be kept to below 4.2 billion tonnes in the next five-year plan (2011-2015) to achieve the two targets, Jiang said.China's per capita energy consumption now stands at 2.5 tonnes standard coal per capita and, if left uncontrolled, China might see its energy consumption top 7 billion tonnes of standard coal in 2030, Jiang said.However, he explained that despite the huge total amounts, the per capita energy consumption would only be equivalent to current levels in Japan.Thus, the nation's economic growth mode transformation is quite necessary and it would be a strategic choice for China to control its total energy consumption in the 15 years, Jiang said.China's primary energy consumption topped 3.07 billion tonnes of standard coal in 2009, up 30 percent from 2005, according to the NEA.

BRUSSELS, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao urged Tuesday the European Union (EU) to objectively and fairly treat the RMB exchange rate issue as that would benefit the EU, China, and the world economy.Wen made the remarks while meeting the Euro Group troika, including Euro Group President and Luxembourg Prime Minister Jean-Claude Juncker, European Central Bank President Jean-Claude Trichet and EU Economic and Monetary Affairs Commissioner Olli Rehn.The meeting took place on the sidelines of the two-day eighth Asia-Europe Meeting (ASEM) Summit in Brussels as China is under external pressure to appreciate its currency.Wen said China would further reform its formation mechanism of the yuan exchange rate to increase the currency's flexibility.China's central bank has announced on June 19 a series of steps of reforms.
