CHULA VISTA (CNS) - A Tijuana police officer who allegedly took part in a plot to steal more than million from a Chula Vista home, which he and other defendants believed was a stash house containing drug money, was ordered Monday to stand trial on two conspiracy charges.Jesus Estrada Torres, 35, is accused of planning with five other men to rob the home in late January, after an undercover FBI agent told them a shipment of money would be delivered to the residence, according to testimony at the defendant's preliminary hearing.A fellow officer, Marco Quijas-Castillo, 27, pleaded guilty earlier this year to conspiracy to commit robbery and faces two years in state prison. Four others are also facing various charges in connection with the attempted theft.RELATED: 2 Tijuana police officers among group charged in Chula Vista home burglaryTestimony at Torres' preliminary hearing indicated the defendants were told two unarmed individuals would be inside the three-bedroom home, which was actually being rented by the FBI for the operation.The criminal complaint alleges Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 33, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 29, who traveled to Chula Vista from San Bernardino County.Castillo and Torres allegedly "provided counter-surveillance" at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance at the Chula Vista residence while Shaw walked up to the house, and "entered a code into a lockbox containing a key to enter the house," the complaint alleges.The men had allegedly planned to tie up the two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home, according to testimony.The defendants are due back in court June 30 for a readiness conference. 2022

CHULA VISTA (KGTV)-- It was back to school--virtually--for the Sweetwater Union High School District. They are the first school district in the county to start the year.Some parents said the one issue they ran into was technical problems. Gina Chavez, a mother of three and an elementary school teacher, said two of her three kids dealt with issues getting started. She said day one was "crazy."“My daughter started the day without an advisory class and no code for her science class,” Chavez said.Her other daughter couldn’t log onto her iPad, issued by the school district. “We had to scramble. I got my work computer, was able to log her on that way. [I] had to do a trouble ticket.”Two of her children have special needs and are on IEPs, individualized education programs. There still some question about how that will be handled in a remote environment.“I still haven’t heard anything as far as how they are going to specifically address his goals. I’m still waiting and if I don’t hear by the end of the week, I will be reaching out to figure that out,” Chavez said.A district spokesperson said roughly 9,400 devices were distributed last week. The majority of students were able to hold on to their devices from last year.Regarding technical problems, spokesperson Manny Rubio acknowledged the issues, but said the “issues are being resolve fairly quickly.”“It seems as though the great majority of students were logged in and had access to their classes,” Rubio wrote in an email to ABC 10News. “We do have our IT staff as well as school site staff available to answer questions and resolve issues.”Under the distance learning model, students are block schedules with three classes per day. There will be 30 to 45 minutes of virtual face time with the student’s teacher. The remaining time will be independent study, according to the plan released by the district.“I feel like I was torn in three different directions this morning trying to help every child get where they needed to be,” Chavez said. “If I had work today… I think I would have been in tears.”Chavez said she hopes the glitches get resolved by the end of the week.The Sweetwater Union High School District is facing many challenges, including a roughly million budget shortfall.An audit of the district conducted by the independent state agency Fiscal Crisis Management Assistance Team (FCMAT) showed there was enough evidence that fraud or misappropriation of funds may have occurred within the district. 2491

(KGTV) - A South Bay mom says the dinner she ordered using a food delivery app never arrived, and the driver couldn't be tracked down."It was my second time using the app," said Melissa Stone.Last Sunday, when Stone's kids had a craving for burgers and fries, she signed into her Grubhub app and ordered an early dinner from Bull Chicks in Chula Vista. An hour passed, but there was no food."Went onto the app, checked the delivery status, and it said it was delivered," said Stone.Confused, she checked her front door but didn't see any deliveries. She called the restaurant. An employee told her her food had been picked up by the driver 15 minutes earlier. She asked for the driver's information and got a woman's name and number. Stone says she tried to contact the driver, but the number was disconnected."I'm upset and hangry at this point," said Stone.She says when complained to Grubhub, they didn't have any answers but gave her a refund."I think somebody was hungry, took my food and ate it," said Stone.Melissa posted the incident on Facebook and got several responses from local Grubhub customers with similar stories, including one involving a male driver who reportedly picked up the food but didn't deliver it."They never received their food," said Stone.And they may not be alone. According to a 2019 survey by US Foods, nearly 30% of drivers with food delivery apps, admit to snacking or stealing the food they're responsible for delivering. A Gruhhub spokesperson issued the following statement:"Our mission is to connect hungry diners with great, local restaurants. We always want our diners to have the best experience possible, and the vast majority of our 450,000 orders each day are completed without incident or complaints. But when things don’t go as planned, we appreciate hearing feedback and work hard to make it right.We looked into the two orders brought to our attention and found they are separate, isolated incidents. Both diners were helped by our customer care team and received refunds for the affected orders and promo codes for future orders. We did not find any evidence of misconduct by our drivers during either of the deliveries.Overall, we have zero tolerance for misconduct from our delivery partners, and we work to immediately resolve incidents. Our drivers sign a contract before partnering with us that makes it clear that misconduct is not permitted. (KGTV) -- The City of Chula Vista is teaming up with local high schools to help beautify one of its most important corridors.Students from High Tech High began painting a mural Tuesday on a business near Broadway and E Street, the first of five new student-painted murals planned along the Broadway corridor this year.Broadway is the highest revenue-producing corridor in the city, said Chula Vista councilmember Jill Galvez, but a 2019 survey by the Institute for Public Strategies highlighted community concerns with graffiti and vandalism. In the survey of 160 businesses along Broadway, more than 70 percent said graffiti and vandalism were a top concern.Galvez challenged high schools to paint city utility boxes last year and says it’s been successful at deterring graffiti.“Artists respect other artists’ work,” she said.“We’ve already seen the delight of people driving by to see beautiful artwork. It brightens your day. This is going to be the first of many projects along Broadway,” she added.In addition to High Tech High, she said Castle Park High School, Chula Vista High School, Hilltop High School and MAAC Community Charter School are working on murals.Two classes of seniors led by art teacher Chelsea Smith. She said students came up with designs then voted on their favorites as a class. Local businesses then voted on the finalists.High Tech High students are covering two sides of Wild Woolly's Saloon, a frequent target for taggers. One side will depict a floral scene, the other will feature beach imagery and a classic car."I think it's great. I hope it puts a stop to the graffiti," said Autumn Hammer, the bar's manager. Among the student painters is Conner Boggan.“I live in this side of Chula Vista, so it’s definitely really exciting to see this happening in my community,” he said. “A lot of what people think of Chula Vista, especially this side, is that it’s dirty.
