Former Chicago Police Superintendent Garry McCarthy, who was previously fired by Chicago Mayor Rahm Emanuel, announced on Wednesday that he intends to run against Emanuel to be the city's mayor.The election will be held in February 2019. McCarthy was fired in December 2015 after it took the department 14 months to release video of the death of Laquan McDonald, who was an unarmed black 17-year-old shot and killed by Chicago Officer Jason Van Dyke. It was determined that Van Dyke had shot McDonald 16 times, leading to protests in Chicago. The case led the City of Chicago to offer a million settlement to the McDonald family, the Chicago Tribune reported. Van Dyke, who has since been charged with homicide, is still awaiting trial. McCarthy told the Tribune that he is running as a "conservative Democrat." “Between the taxes, our economy, the schools and the crime rate here, we’re a laughingstock in America,” McCarthy told the Tribune. “The prevailing thought about Chicago is we’re on our way down in all those areas, and they all infect each other, and nobody seems to get that. It’s almost like a ‘Wake up, Chicago’ moment.”McCarthy is going up against a relatively popular mayor. According to a poll by Anzalone Liszt Grove Research, Emanuel's approval rating as of January was 51 percent, compared to 40 percent who disapproved. Emanuel is seeking his third term after being President Barack Obama's first Chief of Staff in the White House. While McCarthy has made it clear that he is not running as revenge against Emanuel, he contends his firing was unjust."While I am very emotional, that’s not my motivation here,” he told the Tribune. “Why would I possibly take on turning around one of the largest American cities in the right direction? Because I’m annoyed? No. I’m doing it out of a sense of obligation as a public servant and that’s what motivates me.”He added that homicide levels dropped to their lowest levels since the 1960s while he was superintendent, but Emanuel's treatment toward police has played a factor in the city's rising homicide count.  2151

Four Americans and a Costa Rican tour guide died Saturday after their recreational rafts overturned on the Naranjo River in Costa Rica.Luis Guzman, a Costan Rican official of the Red Cross, told CNN en Espanol that three rafts carrying 18 people overturned. Thirteen people survived by holding on to the overturned rafts but five were pulled further down the river.Costa Rican officials identified the deceased Americans as Ernesto Sierra, Jorge Caso, Sergio Lorenzo and Andres Dennis. FLINT, Mich. – The City of Flint will no longer auction off illegal guns seized by its police department. Instead, the weapons will be destroyed.Mayor Sheldon Neeley and Police Chief Phil Hart made the announcement during a press conference last week, saying they hope to keep guns off the streets.Officials say they will start by immediately disposing of 250 guns that previously had been on Flint streets.According to a press release from the city, the previous administration began auctioning off seized firearms in 2017, selling hundreds of guns to the highest bidder. That included semi-automatic rifles as well as handguns, pistols, and shotguns, the city says.Last year, the city says it auctioned off more than 1,200 guns, which brought in more than 0,000 to the city’s general fund.While gun auctions are legal and serve lawful gun buyers, the current mayor says his administration will not permit the auctioning of firearms to ensure none of weapons fall into the wrong hands again.“From Day 1, we put a priority on leading this city with a strong social conscience. Human life is always more valuable than dollars,” Mayor Neeley said. “Under this administration, we will never again line our pockets by selling guns. It is unconscionable that after seizing these illegal weapons that anyone would gamble by putting them back on the streets where they could again fall into the wrong hands.”Chief Hart says the profit from selling the firearms is not worth the risk of them being used in future violent events.“If we want to look at dollars and cents, we also have to look at the cost of gun violence in our community,” said Hart. “It does not make sense for law enforcement to be in the business of selling weapons.”The city cited a 2019 report from the Congressional Joint Economic Committee, which said gun violence costs the U.S. 9 billion annually and in Michigan, gun violence costs .9 billion — 6 for every resident.“Based on that average, the cost of gun violence in the city of Flint is at least triple the revenues the gun auctions,” the city wrote.Instead of auctioning off the guns, the weapons will be turned over to the Michigan State Police for proper disposal. 2205
