SAN DIEGO (KGTV) — More than a million California voters have signed up for a new statewide tool that can track a mail-in ballot through its journey from the post office to the mailbox to the final election tally, said California Secretary of State Alex Padilla.“Where’s My Ballot?” can send voters texts, emails or recorded voice calls updating them on their ballot’s status, including when the ballot has been mailed to a voter, when the elections office has received it, and when the ballot has been counted. Voters must sign up for the service.The system can also alert the voter if election officials have rejected their ballot due to a discrepancy, like if the ballot has been flagged for a missing or mismatched signature.“Vote-by-mail has been popular in California for many, many years. But with a further increase in vote-by-mail participation, the transparency and accountability of those mail-in ballots is even more paramount,” Secretary of State Alex Padilla said in an interview.Because of the pandemic, election officials are sending mail ballots to every active, registered voter in California for the first time in state history. Monday is the deadline for election administrators in California’s 58 counties to get ballots for the more than 21 million registered voters into the mail stream.Where's My Ballot? debuted in 25 California counties in the March presidential primary before election officials decided to expand it statewide.In addition to the features of voters, Where’s My Ballot? offers election administrators the ability to monitor the U.S. Postal Service in real-time to see if there are any delays, Padilla said.California and several other states sued the USPS, seeking to undo changes by the Trump Administration that the plaintiffs claimed were slowing down mail delivery. A judge sided with California, granting a preliminary injunction Sept. 17.“If we identify any bottlenecks or delays, then we can work with regional and local Postal Service representatives to address those and ensure the timely delivery of ballots, both to the voter and back to the county,” Padilla said.Where’s My Ballot? was created by BallotTrax, a Colorado-based software company that originally developed the technology for elections officials in Denver in 2009.Each time an employee scans a barcode on the ballot or envelope, BallotTrax collects the data. The company’s president, Steve Olsen, said the technology can be used to send voters reminders about upcoming deadlines.“We know which voters haven’t returned their ballot yet, so we can carve out that subset of voters and send them a message that says, you need to act on your ballot, you have 10 days to do so,” he said.The system is now in 400 counties in 14 states, Olsen said. 2764

SAN DIEGO (KGTV) -- Police are investigating a shooting in San Diego’s Corridor area that was reported following a vehicle crash early Tuesday morning.A DoorDash driver told ABC 10News he was on his way to make a delivery when he was involved in a collision with a car on 37th Street and El Cajon Boulevard at around 4 a.m.The other car drove off, and the DoorDash driver followed it to 37th Street and Meade Avenue until the car came to a stop.According to the delivery driver, two men got out of the car and fired shots towards him. The delivery driver said he was not struck by the gunfire and was able to drive away to call 911.A short time later, at an apartment complex in the 4600 block of 35th Street, police spotted the car that matched the delivery driver’s description.A woman believed to be the car’s driver and two others were detained for questioning by officers.There is no word on if any arrests were made. 930

SAN DIEGO (KGTV) — One of the deadliest, most destructive and most enormous fires ever to hit California struck 15 years ago Thursday just south of Ramona.The Cedar Fire was started by a lost hunter setting a signal fire. At the time, at least 11 other wildfires were burning in the region.What followed in the hours and days ahead would change San Diego County forever.The fire was reported at 5:37 p.m. on October 25, 2003. Within hours, Santa Ana winds raged from the Cuyamaca Mountains, flames hurled southwest at speeds of up to 6,000 acres an hour.Overnight, it consumed parts of northern Lakeside, killing 12 people and injuring others. Blinded by the swirling embers and thick brown haze, Allyson Roach and her family tried to drive out from the Paradise Fire.The car she was in crashed into a neighbor’s car and careened into a blazing tree. Burned over 86 percent of her body, she climbed out screaming for her sister Ashley to follow.Allyson would learn from the hospital bed that her sister never made it out. The origin of the Paradise Fire was later determined to be arson, though the person responsible has never been found.The 2003 firestorms ultimately claimed 15 lives, including a firefighter, and burned almost 2,400 homes.A state fire commission released a scathing report on the overall response. SAN DIEGO (KGTV) -- Neighborhoods near the Miramar Landfill are reporting a resurgence of awful odors they believe are coming from the landfill. "You come out the door in the morning and it just hits you," said Matty Wuest of University City. About a mile away, fellow resident Janis Deady concurs. "Like last night at in the morning," she says, "the smell woke me up out of a dead sleep." So, exactly what does it smell like? The distant neighbors are at no loss for words. "If you take the natural gas smell," said Matty, "Mix that with dog poop and vomit. That's what it smell like." Janis said she'd lived near the landfill for more than 20 years without an issue, but that changed about three years ago. "All of the sudden in the 2016 we started smelling putrid, disgusting, horrid smells."The distant neighbors say complaints in 2016 lead to hearings with the San Diego County Air Pollution Control District; resulting in fines for the City of San Diego and mitigation measures that appeared to solve the problem. But in recent weeks they say the smell is back."You shouldn't have to live like that," said Janis, "Not when we pay these taxes." A public information officer for San Diego said by phone the short story is the rain. That as soon as the Miramar Landfill has a chance to dry out from all the recent rains, the odors will dry up as well. But residents say that's not sufficient. "I hope the city would mitigate this and not blame it on the rain or other excuses." Said Matty. "Bottom line," said Janis, "It's got to stop. This is from 2016 to now. We shouldn't still have these odors."Along with a phone interview, the city's public information office provided the below email to 10News:New measures currently in place or will be in place shortly as noted:Using special covering machine that applies plastic to working face each night. 2. SAN DIEGO (KGTV) -- Police arrested a man Monday suspected of hitting a good Samaritan with his car at Ocean Beach in April before leaving the scene.According to police, Jaron Hillyer, 27, was arrested for felony hit-and-run, driving with a suspended license and no valid insurance.Police say Hillyer struck Julio Vazquez on the 2900 block of Sunset Cliffs Boulevard April 9 after Vazquez pulled over to help a couple stranded in their broken-down vehicle.RELATED: Good Samaritan recovering after hit and run accident in Ocean Beach  Following the crash, Vazquez was hospitalized with a broken leg and bruised lung.After police released a description of Hillyer’s vehicle, police were able to identify and arrest the suspect.Anyone with information is asked to call the San Diego Police Department at 619-531-2000 or Crime Stoppers at 888-580-8477.RELATED: Man helping stranded couple on Ocean Beach road struck by vehicle   942
