SAN DIEGO (KGTV)-- It's been more than a year since the first legal cannabis transaction took place in the City of San Diego. Marijuana industry professionals gave members of the City Council an update on revenue, but also pushed for updated laws.The City if San Diego found out that going green generated green. Since San Diego voters approved of Measure N or the Cannabis Business Tax in 2016, the City’s general fund has increased by .3 million. It's the culmination of a 5% tax from the 14 legal pot shops within the city in 2018.Dallin Young with the Association of Cannabis professionals also updated Council members that crime numbers around marijuana establishments are close to none. However, Young also expressed the industry's hopes for updated city rules. He said the permits are a massive hurdle for pot shop operators. As it stands now, both public retailers and harvesting facilities are only permitted in areas one thousand feet from parks, schools, and churches, 100 feet away from residential areas, and they must be in industrial zones. “Those properties are a little more expensive, they’re off the beaten path, and there are not many available," Young said. Because of these strict rules, Young said future operators struggle to open. More people are applying for permits than what the city has made available. He said the supply and demand for marijuana facilities in the city of San Diego do not align. “We’re just asking for this business and industry to be treated like any other business when it comes to commercial sales," Young said.The industry is also asking the city to consider a place for customers to use their products. Now, people can only smoke pot products if they own their home, or if their lease allows for pot smoking. That is why Young is suggesting the city to approve the opening of a pot version of a hookah bar.“[We are asking for] Consumption at these retail locations or a separate use like a cigar bar or more like a tasting room for a brewery,” Young said.Lastly, Young is hoping the city extends the operating hours for pot shops to match the State's. Currently, the city only allows pot shops to operate between 7 am and 9 pm. The State of California allows for sales between 6 am and 9 pm.“We want to make sure that this industry is thriving and it does well. So if it’s one extra hour, that’d be great," Young said. Young understands that changing rules for a new industry is not easy. SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It appears you have documents that are not final and should not be treated as such."In an emailed response to questions, the spokesperson said, "The letter sent to Elif Cetin was a proposal, and anything within it should be considered draft and negotiable, including the fees, scope of work, etc. That is a proposed figure from the consultant and is still subject to negotiation."When asked about what type of consultations the city looking for and if Is there’s an approved dollar amount the city is looking to spend a city spokesperson also noted, "The City is pursuing all legal and financial options to protect taxpayers, recoup costs, hold accountable the contractors who worsened the building's condition, and implement new levels of accountability. "The amount of jobs up there or jobs that are very close to a fit for me are just non-existent, and I have come to realize that there are tons of other wonderful qualified people applying for the exact same jobs I am," said Schmidt.She was working as an executive assistant for three vice presidents at Navis, a company that specializes in technology for the hospitality industry. Some of their biggest clients include hotels and resorts."It was literally my dream job. It was the best company culture I had ever been a part of, just some of the most brilliant people that were just so down to earth. I loved going to work every single day," said Schmidt. Schmidt thought working from home would be temporary, just during COVID-19, until the day managers called an all-team meeting."And it was very tough for them to tell us we no longer had jobs, that they were doing everything they could to make the company survive," said Schmidt.After months of searching, she finally found an opportunity that made her hopeful, only to learn it was a scam. When it came time for the virtual interview, the scammer instead wanted to have a text conversation over Google Hangouts. "All they want is personal information; they did not want to know anything about my experience or background," said Schmidt. The FBI says hiring scams have spiked during the pandemic.Now, Schmidt is considering moving out of the small town of Bend to go back home to California, where there are more jobs available. SAN DIEGO — Football icon Drew Brees gave a Temecula, California teenager the gift of a lifetime this week.The New Orleans Saints QB surprised Alex Ruiz at a Del Mar flag football event with a prosthetic leg."Surprise," Brees yelled into a microphone.Ruiz suffered a severe leg injury while playing football in October 2017. The quarterback at Linfield Christian School in Temecula was rolling out of the pocket when he was tackled and injured. The injury forced an amputation of Ruiz's foot.Brees presented the teen with a walking prosthetic Friday."If there's anything above cloud nine that's where I'm at right now," Ruiz said, all smiles after Brees asked him what he planned to do first with his new prosthetic.Brees added that once Ruiz gets the hang of it, he'll receive an athletic prosthetic as well with which to begin athletic training. SAN DIEGO (KGTV)-- Some Mission Beach residents say they are fed up after their streets are piling up with trash. They say designated parking spots for e-scooters have remained uncleaned for months, causing concern for flooding. It's all fun and games until it's not. "When the rainy season does happen, you will see Mission Beach flooding," Mission Beach resident and Town Council VP, Greg Knight said. First, the problem was unsupervised parking. E-scooters were piling up all over the neighborhood. Now, they are giving Mission Beach residents a new headache - their corralled parking spots."This [Corral] gets filled a lot of times with leaves, sand, debris," Knight said. "We have a lot of party rentals that go on here, which means excess trash."All of the debris should be swept up twice a week on Mission Boulevard. But since the City of San Diego put in the e-scooter parking corrals in July, Knight says these areas have remained untouched. "When this washes down, that's the stuff that goes into the storm drain and will actually block it up," Knight said. Knight saw a City street sweeper driving around the corrals, even after he says the Mayor's office promised street sweeping would not be affected.
