SAN DIEGO (CNS) - San Diego County Treasurer-Tax Collector Dan McAllister announced his office is accepting penalty cancellation requests for homeowners and small business owners who were impacted by COVID-19 and missed the Dec. 10 property tax deadline.Property taxes unpaid after Dec. 10 incurred a 10% penalty. To qualify for penalty cancellation, the property must either be residential and occupied by the homeowner or owned and operated by a taxpayer that qualifies as a small business."COVID-19 has affected many in San Diego -- especially our small businesses, so we want to do what we can to help those who did not have the funds to pay their taxes on time," McAllister said. "We want to be as lenient as we can and show compassion for those who need it."To complete a penalty cancellation request, a taxpayer must:-- complete the request form, print it and sign it-- include copies of printed evidence proving how the taxpayer was impacted by the coronavirus pandemic and unable to pay the property taxes by the delinquent date-- include a check for the base amount of the property taxes owed. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer and City Councilman Chris Ward announced the start of construction Friday on dedicated infrastructure for cyclists and scooter riders in downtown San Diego.Faulconer and Ward's news conference marked the beginning of phase one of the Downtown Mobility Plan, roughly two and a half years after the City Council unanimously approved it. Once complete, the plan calls for the addition of about nine miles of cycle track through downtown -- bike lanes with a barrier to protect cyclists from vehicle traffic."As we encourage people to get out of their cars more, we need to build transportation networks that provide safe paths of travel for everyone," Faulconer said. "Connecting the popular destinations in downtown to surrounding neighborhoods is an important step in that direction and will give San Diegans more opportunities to embrace the surge in mobility options over the past year."The council approved the plan in June 2016. Faulconer originally suggested that the entire plan could be finished by June 2019, but delays and higher-than-expected costs pushed the project back. In March 2018, city officials told the city's Bicycle Advisory Committee that project costs had jumped from roughly million to million.Due to the setbacks, city officials now hope to complete the first phase at some point in 2020. SAN DIEGO (CNS) - Police Thursday were searching for a suspect who carjacked a 56-year-old man while he was listening to music in a City Heights parking lot.It happened around 9:35 p.m. Wednesday in a parking lot near the intersection of Euclid and University avenues, San Diego police Officer Robert Heims said.The victim was listening to music in his red 2013 Nissan Versa sedan when a man walked up to the car, lifted his shirt up and showed that he had a gun in his waistband, Heims said. The suspect then told the 56-year-old man to get out of the car, and the victim complied.The suspect got into the Nissan, which had California license plate 7EKT818, and drove off southbound on Euclid Avenue, the officer said.The suspect was described as a 5-foot-11 Hispanic man in his early 20s who weighed between 150 and 180 pounds. SAN DIEGO (CNS) - The North County Transit District will temporarily reduce service for its Coaster commuter trains starting Monday until further notice amid a drop in ridership tied to the coronavirus outbreak.Weekday train service will be reduced by about 50%, particularly around the noon hour, when several northbound and southbound trains will be suspended.
