The death toll in a series of wildfires in California, Oregon and Washington rose to 36 as officials warn that an already-historic fire season is "far from over."As of Tuesday morning, wildfires have killed 25 people in California, 10 people in Oregon and one person in Washington dating back to mid-August.Fifteen people alone have died in California's North Complex Fire, which is currently burning in the Sierra Nevada mountains north of Sacramento. According to Cal Fire, the fire which has been burning for nearly a month, is currently 39% contained.In Oregon, the Beachie Creek fire and the Alameda Fire have each killed four people in recent days. The Beachie Creek fire, currently burning in the northern part of the state since Aug. 16, is 15% contained. The Alameda Fire is 100% contained, according to the Oregon wildfire dashboard.Though 2020 has already marked a record-setting year for wildfires in the western U.S., officials are bracing for more damage in the coming weeks. Wildfire season typically lasts through the end of October on the West Coast."We've had major destruction and, even sadly, two dozen fatalities already and we still have several months to go in our fire season here. Unfortunately, this record-setting year is far from over," Cal Fire spokesperson Daniel Berlant told Fox News on Monday night.The wildfires garnered the focus of both President Donald Trump and his political rival, Democratic presidential nominee Joe Biden on Monday. After receiving a briefing from officials in California, Trump placed the blame for the fires on "forest management," and seemed to downplay the effect of climate change during a conversation with California Gov. Gavin Newsome. In a speech from Delaware, Biden promised to address climate change should be elected president, and slammed Trump for ignoring the facts on the changing climate. 1872

The city attorney is cracking down on independent living facilities that are posing a danger to their residents - and potentially neighbors.City Attorney Mara Elliott's office is investigating about two-dozen of these facilities and prosecuting the operators of six, the office announced Wednesday. The facilities, often inside single-family homes, are unregulated and unlicensed. They provide physically and mentally disabled persons a last chance to avoid homelessness. But Elliott said the operators often take advantage of residents. She said this came onto her radar after investigating a home last year. "It was a horrible situation where 11 individuals were essentially being held captive in this home and didn't have sanitary facilities," she said. "The shower facilities were covered in feces, they didn't have food they didn't have ventilation, they didn't have access to telephones."On Wednesday, Elliott's office announced charges against two more facilities, one on Parkbrook Lane in Skyline and another on Brandywood Street in North Bay Terraces. Operators and owners are charged with violations including vermin infestations, blocked exists, improper plumbing, and fire hazards. People who live near the Parkbrook Lane home described shouting in the middle of the night, verbal harassment, physical fighting and graffiti. "We moved because of it," said one neighbor, whose first name was Tammy. The home had trash and old mattresses on the property. The owner, Evelyn Louise Peters, said the issues identified were only one-time instances and the trash accumulated after the home was vacated. Sherry Lynn Bennett, who manages the home in North Bay Terraces, said the issues are being dealt with."The owners have been doing all the repairs, everything is done, everything's back to normal, we've done everything the city's said," Bennett said. Bennett and Peters are charged with 22 misdemeanor violations of the health, safety and municipal codes.There is no telling how many of these facilities exist in the county. In December, a man living in an El Cajon independent living home was beaten to death with a frying pan. El Cajon police had responded to calls at the home 78 times in the year leading up to the event. 2241

The China tariffs are back on.On Tuesday, the White House said the administration would proceed with its proposal to impose 25 percent tariffs on billion worth of goods from China, and place new limits on Chinese investments in US high-tech industries.The decision comes after top administration officials have tried to dampen fears of a trade war.Treasury Secretary Steven Mnuchin said a trade war with China was "on hold" less than 10 days ago. And Commerce Secretary Wilbur Ross is expected in Beijing on Saturday to help ease trade tensions between the two major trading partners.Beijing has previously pledged to retaliate against the 25 percent tariffs.In a brief statement, the White House said the president plans to take "multiple steps" to protect domestic technology and intellectual property from certain "discriminatory and burdensome trade practices by China."The latest step follows a March report by the US Trade Representative Office, which undertook a seven-month investigation of China's handling of technology transfers and intellectual property, according to the White House's statement."The United States will implement specific investment restrictions and enhanced export controls for Chinese persons and entities related to the acquisition of industrially significant technology, the White House said in a statement.The final list of covered imports subject to tariffs will be announced by June 15. The City of Glendale plans to vote on adding a permanent American flag to the top of Thunderbird Mountain. The Glendale Chamber Military and Veterans Affairs Committee sent a proposal to the city council asking to erect a flag. The committee will also manage it. Thunderbird Mountain falls within a conservation park, which means it is to be left as is. The picnic tables, garbage cans, and signage are all a part of the city's master plan, which is why they are allowed in the park. "We want people to enjoy it but not to disturb the wildlife the plants and not erect any structures in the park either, at least if they're not part of the master plan," said Vice-Mayor Lauren Tolmachoff. She is one of the council members voting to hold off on the change. "Not everybody on the council felt there was a conservation national park because there are signs and roads, and I disagree with that," she said. "You know there are roads in national parks, but they are still to be preserved and protected."No word on when the council will take an official vote, but it will likely be before the end of June.  1153

In the meantime, the victims' families wait anxiously for justice.Arnulfo Ochoa cannot control his tears as he looks at a picture of his late daughter Marlen Ochoa-Lopez, who would have celebrated her 21st birthday this month.The suspects, Clarissa Figueroa, and her daughter, Desiree, lured the victim to a house with the promise of free baby clothes. They then allegedly strangled Marlen, before taking the baby from her womb.The Figueroas face first-degree murder charges.Ochoa says he is frustrated because COVID-19 has forced the courts to reschedule the hearings over and over.The National District Attorneys Association says there are backlogs of criminal cases in every state, and daily court dockets have fewer cases because of the social-distancing restrictions.
