DAR ES SALAAM, Feb. 14 (Xinhua) -- Chinese President Hu Jintao arrived in the Tanzanian capital of Dar es Salaam Saturday night for a state visit to the eastern African nation.     Hu was greeted by Tanzanian President Jakaya Mrisho Kikwete and a local performance at the airport.     In a statement released upon arrival, Hu said the bilateral relationship has been developing in a sound and smooth way since 45 years ago when the diplomatic ties were established.     "It can be viewed as an exemplary relationship of sincerity, solidarity and cooperation between China and an African country and between two developing countries," Hu said.     The president said his visit is aimed at enhancing mutual trust, expanding cooperation, planning for the future and lifting the friendly and cooperative relations to a new high.     Hu said he is expecting an in-depth exchange of views with President Kikwete and other Tanzanian leaders on the bilateral relations and regional and international issues of mutual interest.     During his stay here, Hu will also meet with Zanzibar President Amani Abeid Karume, attend the completion ceremony of Tanzania's state stadium, visit a cemetery for Chinese experts, and deliver a key-note speech at a welcoming meeting on Monday. BEIJING, March 24 (Xinhua) -- China said it would raise benchmark retail prices of gasoline and diesel by 290 yuan (42.46 U.S. dollars) per tonne and 180 yuan per tonne, respectively, as of midnight Tuesday.     It is the second oil price adjustment this year. The National Development and Reform Commission (NDRC), China's top economic planner, cut benchmark pump prices of gasoline and diesel by 140 yuan and 160 yuan per tonne, or 2 percent and 3.2 percent, respectively, on Jan. 14.     Experts said more frequent price adjustments show China can respond more quickly to international oil price changes after a new pricing mechanism took effect Jan. 1, 2009. On the previous trading day, it settled at 53.80 U.S. dollars a barrel, the highest price since Dec. 1.     Under the new mechanism, China's domestic prices are to be "indirectly linked" to global crude prices "in a controlled manner."     "The 'indirect link' would be based upon average global crude prices, while taking into account domestic production costs, taxation, and 'appropriate profits' of oil producers," deputy director of the pricing department of the NDRC, Xu Kuning, said.     Government-set fuel prices were previously changed infrequently.     As a result, either Chinese drivers ended up paying more than those in other countries when crude prices dropped, or domestic refineries suffered huge losses when crude prices surged.     Last Dec. 18, when the international crude price dropped from a record 147 U.S. dollars a barrel to less than 40 U.S. dollars, the NDRC announced a move to cut pump prices by 900 yuan and 1,100 yuan per tonne for gasoline and diesel, respectively.     The new pricing mechanism was announced the following day and took effect at the beginning of this year.     In Tuesday's notice to raise pump prices, the NDRC urged the two state-owned oil producers, PetroChina and Sinopec, to increase oil production to meet demands.     It also urged local pricing regulators to strengthen supervision over oil prices and crack down on any price violations.     China's crude oil output reached 190 million tonnes in 2008, up2.3 percent year-on-year, the highest growth in three years, according to the China Petroleum and Chemical Association.     Imports of crude oil rose 9.6 percent year-on-year to 179 million tonnes last year, which accounted for 48 percent of total crude oil demand.

BEIJING, March 3 (Xinhua) -- A Taipei court has rejected here Tuesday former Taiwan leader Chen Shui-bian's appeal against his detention and ordered that he be held in custody for a further two months, starting on March 26.     According to the island's law, a defendant whose maximum, basic, potential sentence is below ten years should not be held for more than three months during trial. If necessary, courts can prolong the detention for no more than two months every time. The detaining period can be prolonged for at most three times.     However, Chen Shui-bian was accused of many corruption charges and his most severe basic sentence could be life, which made the court consider prolonging his detention more than three times.     Chen was first detained on Dec. 30, 2008.     According to the resolution made Tuesday by the Taipei court, the charges against Chen were very severe, and he had repeatedly disturbed the judicial procedure to protect himself and delay the litigation.     "Under the current circumstances, it will be very hard to hold more trials if Chen Shui-bian is not detained," the court said in the resolution.     It added that since Chen was likely to destroy or change evidence and collude with witnesses, it wouldn't be effective enough to confine his living compared to detention. "Thus Chen's appeal for repealing the detention was rejected," it said.     Chen and his wife are accused of taking bribes worth 100 million New Taiwan dollars (29 million U.S. dollars) and 6 million U.S. dollars in a corporate land procurement, and the couple are also allegedly involved in deceivingly pocketing over 104 million New Taiwan dollars of special funds. Chen and his collaborators are also accused of laundering the illegal income.

It will contribute to the efforts to build consensus, strengthen confidence, deepen cooperation and overcome the crisis.     Wen introduced the steps China has taken to cope with the severe impact of the global financial crisis, saying the country's package plan is already "paying off", and positive changes have taken place in the economy.     China has decided to set up a 10-billion-U.S.-dollar "China-ASEAN Fund on Investment Cooperation" to support infrastructure development in the region, Wen announced.     The BFA annual conference was the eighth of its kind.     BFA was established in 2001 as a platform for high-level interaction between political and business leaders from Asia and around the world.
