SAN DIEGO (KGTV) — Thousands of SDG&E customers were left in the dark in Central San Diego, as an power outage hit late Wednesday.The outage affected about 5,800 customers in the Sorrento Valley, Mira Mesa, and Scripps Ranch areas just after 5 p.m., according to SDG&E's outage map. Those still without power dropped to about 1,900 customers by about 6 p.m.It's unclear what caused the outage. Crews were assessing the issue and estimated power would be restored by 8 p.m. up to 9:30 p.m. in some areas.Other outages were also reported in the Oceanside and Poway areas around the same time as well. SAN DIEGO (KGTV) -- The San Diego Humane Society and District Attorney’s office are teaming up to encourage people to report suspected animal cruelty. According to the Humane Society, animal cruelty is one of the earliest and most dramatic indicators that someone may be developing a pattern of seeking power and control by abusing others. The Humane Society says when animals in the home are abused or neglected, it is a warning sign that others in the home may be in danger. “Often times when animals are being abused, people are being abused too,” said Dr. Gary Weitzman, President and CEO of San Diego Humane Society. “That’s why it’s so important to report animal cruelty and neglect when you see it.”Anyone who wants to report animal cruelty is asked to call the Humane Society at 619-299-7012. SAN DIEGO (KGTV) - The San Diego City Council approved dozens of regulation changes Tuesday that Mayor Kevin Faulconer says will increase the supply of housing while lowering development cost.The plan aims to create more homes, lower development costs and promote smart growth.The approval includes changes to the Affordable Housing Density Bonus program, which means developers will be able to build more units in the allotted space.The council also approved Faulconer’s 46 recommended updates to the land development code including easing zoning regulations to create more live/work developments, implementing parking exemptions for designated historic structures and changing ground floor height limits to allow for three-story buildings in 30-feet high limits.Some proposed changes to the Density Bonus Program include: 841
