The production company behind the American version of the Russian state-funded network RT has officially filed as a foreign agent with the Department of Justice.T&R Productions LLC formally registered on November 10 as an agent of ANO TV-Novosti, described in the forms as a non-governmental organization "under Russian Federation law," which has principal "responsibility for creating a TV network that will be competitive with other TV networks operating around the world." The DOJ identified ANO TV-Novosti as the "Russian government entity responsible for the worldwide broadcasts of the RT Network"In its announcement, the DOJ said T&R Productions LLC "has operated studios for RT, hired and paid all U.S.-based RT employees, and produced English-language programming for RT, which is both shown on cable networks across the United States and available on RT's website."The DOJ announced the registration and published the forms on Monday. The National Security Division's FARA Registration Unit is reviewing T&R's filings for sufficiency, the DOJ said."Americans have a right to know who is acting in the United States to influence the U.S. government or public on behalf of foreign principals," Acting Assistant Attorney General for National Security Dana J. Boente said in a statement on Monday. "The Department of Justice is committed to enforcing FARA and expects compliance with the law by all entities engaged in specified activities on behalf of any foreign principal, regardless of its nationality."The filing comes after weeks of public pronouncements and increasing tension between Russia and the U.S. over media outlets in the two countries. RT said after initially skipping its October deadline to register under FARA, they were forced to file or their employees could face imprisonment and have their assets seized. While this is technically true under the law, harsh enforcements under Foreign Agents Registration Act are rare, experts say.The DOJ's registration request has prompted Russian officials to retaliate by threatening to enforce harsher restrictions against American news organizations operating in Russia, especially government-funded outlets such as Radio Free Europe and its television sister network Current Time.The filing was made under news director Mikhail Solodovnikov, a former reporter for a Russian TV outlet who said in the forms that he is a U.S. citizen by marriage. He is the sole member and owner over the LLC and produces the various shows for ANO TV-Novosti, according to the filing.Solodovnikov disputed the need for the FARA registration in the filing."The production of shows remains under the independent editorial control of registrant," he wrote. "Registrant respectfully disagrees that FARA should apply."T&R confirms in the paperwork that ANO TV-Novosti is financed by a foreign entity, but the production company also said on the forms that it was not "sufficiently aware" of who controls or funds the NGO.In the filing, Solodovnikov wrote that he does not see RT as political actors, saying that the "primary purpose of T&R Productions LLC is to produce news, talk show, and entertainment programs that are designed merely to inform, not influence. Programs produced cover a broad range of news and talk show topics, reflect balance regarding commentary, and are not aimed to primarily benefit any foreign government or political party."RT was singled out in a January intelligence community report for the impact it may have had on the 2016 U.S. election. The report said RT "conducts strategic messaging for [the] Russian government" and "seeks to influence politics, [and] fuel discontent in the U.S." The report also mentioned a separate Russian-government-controlled website Sputnik as "another government-funded outlet producing pro-Kremlin radio and online content."Federal investigators are also reportedly looking into whether Russian government-funded outlets such as RT and Sputnik were part of Russia's influence campaign aimed at the 2016 presidential election. Yahoo News has separately reported that the FBI interviewed a former Sputnik correspondent about his work at the website.Russian government officials, including President Vladimir Putin said they'd take a "tit for tat" measure against American outlets in Russia in retaliation for the pressure on RT. The pandemic has resulted in a major increase in donated items, so the selection at stores like Goodwill is better than ever before.Families that are trying to make ends meet are benefiting a lot from this surge in donations."It’s not just a little bit. It’s carloads of donations," said Goodwill store manager Sarah Guthrie. "It’s just been crazy. Donation after donation. The first weekend I was here, we did over 1,000 donations between Saturday and Sunday. It's about a car for every 12 seconds."Guthrie has been store manager at the Castle Rock, Colorado, Goodwill location for about a month and a half. She's seen the same thing just about every day since."Right now, our donation center starts at 10 a.m., but starting around 9:15 or so, we start getting cars in our line and a lot of times it’ll wrap all the way around the building and into the street," said Guthrie.They see car after car of people dropping off bags of things they no longer need."Spring cleaning has taken on a whole new meaning this year," said Goodwill Industries International CEO Steve Preston.He says this isn’t just unique to this one store. Donations are up across the country where stores are open, which means now is the time to go shopping for a bargain."That is the logical connection. So, when we get a lot of great donations coming in, it is a super time to hit the store because our category is called “Treasure Hunting”, category in retail, and there are just a ton of treasures in there because so many people have been bringing in those donations," said Preston.Some stores are seeing an increase of up to 50% in donations, and they’re having a hard time storing it in their stores."Many of our local stores are renting additional warehouse space. They’re finding trucks to be able to hold those donations," said Preston.Which is the case back at Guthrie’s store."We store what we can here in the store. We process what we can here in the store. The growing list of sexual harassment allegations against well-known powerful men has Congress taking steps to protect against misconduct in its own offices.Both the House and Senate have now agreed to require anti-harassment training for lawmakers and staff. That’s in addition to legislation just introduced that aims to provide more protections and resources for congressional staff members who file complaints."I think we're at a tipping point culturally in this country," said Rep. Jackie Speier, D-Calif. "I want to make sure Congress turns over a new leaf."The new effort to combat sexual abuse on Capitol Hill responds to staffers who say Congress has long been a breeding ground for misconduct.Aides have reported being sexually harassed by at least two unnamed sitting members of Congress, according to Speier, who recently revealed she was sexually assaulted in the 1970s when she was a Capitol Hill staffer.More than 1,500 former Capitol Hill staffers signed a petition this week urging the House and Senate to update decades-old sexual harassment policies they called “inadequate and in need of reform.”Speier introduced a bill Wednesday that would dramatically overhaul procedures for how sexual harassment claims are handled at the Office of Compliance, which is responsible for carrying out the unique procedures lawmakers established in 1995 to resolve sexual misconduct claims.Unlike most workplaces, employees in Congress who file harassment claims must first go through a months-long process. It includes up to 30 days of counseling, then a month of mediation where workers discuss their complaints with their employers, sometimes the same people accused of wrongdoing. Much of the system is blanketed in secrecy, with victims signing non-disclosure agreements and no reporting of which congressional offices eventually pay out settlements.The Office of Compliance won’t even say how many sexual harassment complaints it receives. The most recent numbers from the office showed only eight claims filed relating to any workplace issue last year out of 15,000 House and Senate employees. Speier said it's a sign employees are not comfortable reporting sexual misconduct."It's really no wonder staffers don't use this system," Speier said.Her bill would shorten how long employees must wait for resolution, allowing them to waive the requirement for counseling and mediation and go straight to court or to an administrative hearing at the Office of Compliance. It also would eliminate the requirement of a non-disclosure agreement up front and identify which lawmaker offices have complaints and settlements.The legislation would set up a victims’ counsel office to represent people who file claims. Right now, lawmakers have their own in-house lawyers able to represent them with staffers left to find their own advocates.Employees who file claims also would be allowed to work remotely, if requested, during the complaint process, rather than having to work in the offices where they allege wrongdoing occurred.It also would require a report every two years looking at sexual harassment on Capitol Hill.The protections would for the first time extend to interns, fellows and congressional pages.Similar legislation is being introduced in the Senate. Republican leaders who control the fate of legislation have not yet commented on Speier’s bill.House Administration Committee Chairman Gregg Harper, R-Miss., held a hearing Tuesday on sexual harassment in Congress. He called it a first step toward making sure staffers are protected from misconduct."We're talking thousands and thousands of staffers that are impacted by this, so we're going to do whatever we've got to do to make sure this doesn't happen," Harper said.On Tuesday, House Speaker Paul Ryan announced that anti-harassment and anti-discrimination training would become mandatory for all House members and staff.The Senate passed its own bill to require similar in-person training last week. 3981
