In a heartbreaking Facebook post, a Maryland animal shelter announced they found a puppy with its ears cut off tied to a tree in Baltimore. BARCS say they got a call saying someone had found two dogs tied to a tree and several other puppies in an empty lot. When the officer arrived, they found one of the puppies was bleeding from the head and the other puppies were for sale. The puppies were immediately taken to BARCS where they were seen by a vet. They named the injured dog Claude and determined that his ears were removed using poor instruments, like household objects, leaving him with tissue damage, pain, and infection. Claude is only 10 weeks old and BARCS says he is trying to do normal puppy things, but cannot because of the pain. He received emergency surgery but the veterinarians had to remove untreated infected tissue, so he lost even more of his ear structure. BARCS is now asking for money so they can continue to help Claude so he can find a loving home and recover. Hundreds of flights were canceled and 14 million people were under a blizzard warning Sunday as a storm brought snow, wind and rain to large stretches of the Midwest.Kansas Gov. Hurricane Delta once again became a major hurricane on Thursday, with top winds of 120 mph as of 10 p.m. CT. The hurricane has regained much of the fury it lost crossing the Yucatan Peninsula on Wednesday.In an update Thursday morning, the NHC said that Delta is expected to "grow in size" throughout the day on Thursday before bringing dangerous conditions to the Gulf Coast early Friday morning.Storm surge and hurricane warnings are already in effect for parts of the Gulf Coast, particularly along the Louisiana shoreline.Louisiana cities likely to see damaging winds from the hurricane include Alexandria, Lafayette, New Iberia, and Morgan City, according to the National Hurricane Center. "When you have questions, turn to elections officials as trusted voices as they administer elections.”The statement added that all states that use computerized voting systems also have paper records of each vote, meaning states can further verify results if needed.Ten members of the GCC signed the statement.The press release was issued by the Cybersecurity & Infrastructure Security Agency, an agency within the Department of Homeland Security.
