DAVOS, Switzerland, Jan. 27 (Xinhua) -- A policy of more trade and greater openness to the rest of the world has brought significant benefits to China and greater market opportunities to its trading partners, the head of the World Trade Organization says."I don't think there is any question that China joining the WTO has been a very good thing for China and for the WTO and its members," WTO Director General Pascal Lamy said in an interview with Xinhua.The WTO chief was expected to join the forum "China's Impact on Global Trade and Growth" on the sidelines of the World Economic Forum annual meeting held in this Swiss alpine town."In joining the WTO, China successfully underpinned a policy of what had been 20 years of progressive openness," Lamy said.Adherence to economic reforms through international commitments ensured that China would stay on the path of openness, he noted, adding that the policy has helped the country economically, politically and socially.Lamy stressed that China has done a "remarkable job" in reducing poverty, which is an important task for the country, along with registering double-digit growth, thus becoming the world's largest manufacturer and the second largest economy.Apart from enhanced market access with its trading partners and more equal treatment in global trade, WTO membership also has allowed China to gain access to the organization's dispute settlement system, Lamy said.According to a WTO report issued in December, as the world's biggest exporter, China ranks first in receiving anti-dumping (AD) investigations, with 23 new AD initiations directed at its exports in the first half of 2010.In recent rulings arbitrated by the WTO Dispute Settlement Body (DSB), China has won a poultry dispute against the United States, and a steel fastener case against the European Union.Being a WTO member, "China would have a seat at the table as negotiations commenced on the trade rules for the 21st century," Lamy said, referring to the decade-long Doha round of global trade negotiations aimed at building the next generation trading system.Even more importantly, for China, participation in the global system of rules and discipline greatly boosted investors' confidence and helped facilitate foreign direct investment in China, he said.On the other side of the coin, China's integration into the world trading system has given enormous driving force to the global economy and market opportunity to its trade partners.

BEIJING, Feb. 12 (Xinhua) -- The Chinese government has reiterated a strict ban on hepatitis B tests during pre-employment physical examinations as many companies reportedly violated rules to require hepatitis B tests for job applicants.In a statement released Saturday, the Ministry of Health said that no health institutions are allowed to provide hepatitis B checks as part of pre-employment physical tests regardless of whether the examinees provide consent or not.On Feb. 10, 2010, the Ministry of Health, the Ministry of Education and the Ministry of Human Resources and Social Security jointly issued a circular demanding the cancellation of the hepatitis B tests during the health checks for school enrollment and employment nationwide.However, according to a survey released this week, which was conducted by the non-profit Beijing Yirenping Center, some 61.1 percent of the 180 state-run companies surveyed included hepatitis B checks in their pre-employment physical examinations.More surprisingly, 63 companies said that they would never consider hepatitis B carriers for a job or were reluctant to hire such people.Yu Fangqiang, the principal of the Yirenping Center, said that such violations mainly resulted from light punishment for violations and some health institutions' desire for profits.According to the survey, employers would only be fined between thousands to tens of thousands of yuan if they lose their lawsuits for bias against hepatitis B carriers.Meanwhile, a worker will spend a lot of time, energy and money to file a lawsuit and collect evidence in order to win.Liu Xiaonan, an associate professor with the China University of Political Science and Law, called on the government to hammer out a particular law and set up a special committee to investigate discrimination cases in order to ensure the rights of workers.In the statement released Saturday, the health ministry also ordered a careful investigation of all cases of hepatitis B discrimination, and promised that violators would be exposed and punished in accordance with laws and regulations.Medical tests show that hepatitis B virus can only be transmitted from mother to child during childbirth or by contact with the blood or other body fluids of an infected person.

LOS ANGELES, March 5 (Xinhua) -- Law enforcement agencies are now using smart phones to track and arrest graffiti vandals in Los Angeles, a newspaper report said on Saturday.The graffiti-tracking program, spearheaded by the Tracking and Automated Graffiti Removal System, or TAGRS, allows graffiti- cleaning crews equipped with smart phones to photograph the markings and upload them to a Los Angeles Police Department (LAPD) database, the Los Angeles Times said.The photos are used to gather evidence for prosecution and restitution, the paper quoted city officials as saying.Once the graffiti suspects' identities are discovered, the information is added to the TAGRS database and may eventually uncover incidents involving the same suspects, the paper said.The LAPD launched a pilot project in 2009 in Van Nuys near Los Angeles, modeling its version on one run by the Orange County Sheriff's Department, according to the report.The program is now anchored at four LAPD stations, Van Nuys, Hollenbeck, Central and Harbor, said Mayor Antonio Villaraigosa's spokeswoman Casey Hernandez.Los Angeles spends about 10 million dollars a year cleaning up graffiti, Hernandez said.

SHENYANG, Feb.3, (Xinhua) -- Fire gutted Thursday a five-star hotel in Shenyang, capital of northeast China's Liaoning Province, and no casualties had been found, local officials said.The fire broke out at 0:13 a.m. at Tower B, an apartment building of the Dynasty Wanxin building complex, and the flames quickly spread to the adjacent Tower A, which is largely a five-star hotel.All the 50-odd people in the hotel were evacuated. No casualties are found.The fire was effectively controlled, Shenyang Municipal Public Security Bureau officials told Xinhua at 4:35 a.m..Police said the fire was triggered by fireworks, which accidentally sparked off the external wall of the buildings. Further investigation into the cause and losses of the fire is still underway.Fire engines, whose water guns could jet water only 50 meters high, were helpless at the fire which flamed on the top of Tower A, 219 meters high.Power supply in the hotel was not cut off, which was said to keep the automatic spray facilities in operation in the building.Personnel from adjacent five-star Sheraton Shenyang Lido Hotel were evacuated, and residents around the Dynasty Wanxin building mainly stayed at home.Top leaders of the province and the city, including Chen Haibo, mayor of Shenyang, arrived at the site soon afterwards to direct efforts to quell the fire.The Dynasty Wanxin building complex, located in the bustling Qingnian Street of Heping District, comprises of three towers. WASHINGTON, May 12 (Xinhua) -- Early initiation of antiretroviral treatment in people infected with HIV prevents them from transmitting the virus to their partners, according to findings released Thursday from a large-scale international clinical study.The study, known as HPTN 052, was designed to evaluate whether antiretroviral drugs can prevent sexual transmission of HIV infection among couples in which one partner is HIV-infected and the other is not. The results are the first of their kind from a major randomized clinical trial.Led by Myron Cohen, of the University of North Carolina, the research found that treating HIV-infected individuals with antiretroviral therapy (ART) when their immune systems are still relatively healthy led to a 96 percent reduction in HIV transmission to their partners.This critical new finding convincingly demonstrates that early treatment of infected individuals can have a major impact on the spread of the epidemic.Study investigators enrolled 1,763 couples who were not eligible for ART by WHO standards in nine countries around the world. All couples were at least 18 years of age. The vast majority of the couples (97 percent) were heterosexual, which precludes any definitive conclusions about effectiveness in men who have sex with men.Couples were randomly assigned to one of two study groups. In the first group, the HIV-infected partner initiated antiretroviral therapy (ART) as soon as the couple enrolled in the study (the immediate treatment group); in the second group, infected partners did not begin ART until their CD4+ counts fell to between 200 and 250 cells/mm3 or they developed an AIDS-related illness (the delayed treatment group). Couples in both groups received HIV primary care, counseling and condoms.Results of this research study, which was scheduled to conclude in 2015, are being released early, after the independent data and safety monitoring board (DSMB) determined that the benefits of early treatment were clear.
