SAN DIEGO (KGTV) — Fire crews continued mopping up what was left of the Willow Fire in Rancho San Diego Thursday, as they remain on high alert during this Red Flag Warning. One home was destroyed in the brush fire, while six others were damaged when the flames, pushed by wind quickly moved up a hillside to Willow Glen Drive Wednesday. The fire prompted evacuations. Neighbors told ABC 10News they were scrambling to get out in the middle of the night, unsure of what to grab."I happened to be on scene first with our fire chief and it was about five acres when I first got here and quickly grew, and was in the backyards of some of these homes in 5 to 10 minutes," said Andy Lawler, San Miguel Fire & Rescue Battalion Chief.Crews were able to quickly gain control of the flames, making airdrops when safe, and saving homes — despite the wind working against them.Over in San Marcos, the Sycamore Fire grew to three acres Thursday afternoon but firefighters were ready to attack it from all angles.Fire departments across San Diego County have upped their staffing and remain on high alert for the next few days."We have dedicated crews on these brush rigs so they have a quicker response throughout the city of San Diego," San Diego Fire-Rescue Battalion Chief R.J. Hartman said. "We have an additional helicopter that's available."Fire crews are asking the public to have an evacuation plan prepared and belongings ready to go, including any medications, important documents, pictures, or anything important to evacuees. 1533

SAN DIEGO (KGTV) - Following a heated battle over new regulations for short-term vacation rentals Wednesday, the San Diego City Council approved new regulations in a 6-2 vote. The new rules will go into effect July 2019.The rules, which were based on a plan by Mayor Kevin Faulconer, adopt the city’s first license-based system to manage the rentals, charge cost-recoverable fees to administer licenses and enforce code violations, establish a “Good Neighbor” policy to preserve neighborhood quality of life, hire additional staff to respond to complaints about nuisance properties, and implement a per-night fee that would generate funding for affordable housing projects.RELATED: San Diego City Council approves new rules on short-term rentalsAlthough the plan initially called for homeowners to be allowed two licenses for a primary and secondary home, the council later amended the provision before the plan passed its first vote in July.Faulconer’s proposal was changed to allow a host to be issued a license for a primary residence and a dwelling on the same land as the primary residence.Faulconer also had a provision in his plan allowing no limitations on the number of licenses available to hosts within Mission Beach when it was introduced in June. The mayor later amended his plan by allowing only existing operators of short-term rentals in Mission Beach. After the first vote, the revised plan was praised by Council members Lorie Zapf, Barbara Bry, and Chris Ward.RELATED: City Council members to make push for short-term vacation rental regulations in San Diego 1583

SAN DIEGO (KGTV) – Drug maker Moderna announced it had started the process of testing its COVID-19 vaccine on children ages 12 to 17. The company dosed the first adolescents Thursday.“I think all of us are interested in getting control of this pandemic, and I think one of the opportunities here is to be able to immunize children also,” said Dr. Stephen Spector. He leads Moderna’s Phase 3 clinical trial on adults at UC San Diego. “We’re interested in participating; we haven’t heard yet from the sponsor.”Spector is also a pediatrician and said generally, children tolerate viral vaccines better than adults. This study will answer many important questions.“Are there possible adverse effects in children that weren’t seen in adults, and will they be more severe?” he said.“The primary concerns now are whether or not the vaccine will be safe in children, and whether it will provide the same immune response in children as was seen in adults.”Spector said once those factors have been determined, the vaccine can likely be approved to be used on children.“Because we already know the vaccine works in adults, given the immune response will be a determinant of vaccine efficacy, you see that in children, then the vaccine can be approved for them as well,” he explained.Data released by Moderna showed the vaccine efficacy against COVID-19 was 94 percent in adult participants, and the company has requested emergency use authorization from the FDA.“I’m not going to minimize that there have been some side effects, but they’re usually short-lasting, maybe a day or two of three days at most,” he said. “The fact that the vaccine is over 90 percent effective really puts it in the same realm as measles, rubella, and other kinds of vaccines that have been tremendously successful in containing viral infections.”Moderna will split the participants into two separate groups, half getting the placebo and the other half getting two vaccine shots 28 days apart. The company hopes to enroll 3,000 young people in the study, with a goal of generating data in the spring of 2021 and potentially vaccinating kids shortly after, in time for the next school year.“At this point, there are convincing data that the vaccine works, the FDA will review that data next week, and the expectation is there will be an emergency use approval by the end of next week for the vaccine,” said Spector. 2389
