DESCANSO, Calif. (KGTV) - Reports of a positive COVID-19 test at an East County Catholic church are raising concerns about possible exposure.The church is Our Lady of Light Catholic Church in Descanso. On a Facebook post, a board member of the Descanso Town Hall reported a positive case was just revealed to the church pastor by a parishioner. In a statement, a spokesperson for the Catholic Diocese of San Diego says the parishioner is a volunteer who helps prepare the altar for services. She wore a mask and maintained social distance.According to the post, "the person who tested positive was actively involved in all mass and church activities while having symptoms for a week so exposure is possible."The woman remains ill and is now in quarantine at home.The post goes on to explain that exposure was possible for anyone who went to mass in the past two weeks, which includes some 16 different services.It's unclear how many people that totals, but one parishioner tells ABC 10News pre-pandemic attendance for bigger masses numbered in the dozens.The apparent positive test comes amid coronavirus shutdown orders banning indoor church services in the county.The Diocese says the pastor, Father Enrique Fuentes, received a coronavirus test. Any outdoor masses won't take place until the result is known.According to the Diocese, the county has not yet contacted the church about the positive case, but the pastor decided to go ahead and close the church for deep cleaning and inform other volunteers she was in contact with. 1539

Democrats now lead Republicans by 52% to 41% in a nationwide generic Congressional ballot according to a new CNN poll conducted by SSRS and released Tuesday. The blue lead has increased slightly from eight percentage points in June of this year to an 11 percentage point difference in the most recent poll.Despite Democrats' advantage on that measure, a plurality (48%) in the same poll believe Republicans will maintain control of Congress after the election, compared with 40% who believe Democrats will gain control.Among those who favor the Democratic candidate in their district, 64% say they think Democrats will ultimately win control of Congress, while among those backing Republican candidates, 83% think the GOP will maintain control.Compared to previous elections, 68% of registered voters say they're more enthusiastic to vote in this election than in the past. Registered Democrats and Republicans report being more excited to vote at similar levels, with 70% and 68% saying so, respectively.However, Democrats have taken a much higher leap in enthusiasm vs. 2016 than Republicans. DENVER — Sunday was a long day for Kathryn Coogan, who drove around the Highland neighborhood in Denver looking for Rubble, her 4-year old son's therapy dog.Rubble was apparently stolen Saturday night.The Wheat Ridge, Colorado mom had taken the 9-month-old plott hound mix to a restaurant/bar on the 2200 block of West 32nd Avenue, tying his leash to the railing out front, while she went inside to visit with friends."He was wearing a red turtleneck sweater," she said. "He had his little toy and a bone."Coogan said when she came back outside, Rubble was gone."This dog is really, really, really important to my family and my son," she said, while choking back tears. "I have a special needs little boy. He's Rubble's daddy."Coogan said they adopted Rubble when he was three months old."He was found on the side of a road with all his siblings in a box of rocks, which is why his name is Rubble," she said.Coogan said witnesses told her that a man and a woman walked by the restaurant, turned around, came back and asked whose dog that was.  She said they were told that it belonged to someone in the restaurant."They unleashed him," she said, "and started walking toward Tejon Street."Coogan said she can't help but wonder if someone thought the dog shouldn't have been out in the cold."I don't know if he took him, if he dropped him off, if he woke up and realized he stole someone's dog," she said, "or if he's trying to make a point."She said if that's the case, he didn't handle it right."If it's 100 degrees and in the car, hell yeah, break the window," she said, "but we were right here."She's pleading for Rubble's return.Coogan said she spent the day Sunday filing a police report, posting fliers in the neighborhood and searching for Rubble."I just want my dog back," she said. 1837

(KGTV) -- Leaders with SANDAG, North County Transit District, and the chair for California's Transportation Committee met Friday off 7th Street in Del Mar to get a closer look at their bluff stabilization 0 million project, now 20 years in the making. Additions include sea wall improvement and a drainage system that runs parallel to the train tracks.NCTD Executive Director Matt Tucker said "We feel really confident. It'll secure the bluffs to allow continued safe movement on the corridor and it'll give time for the exact project we want to pursue and gain, to allow funding for a permanent solution."Natural disasters like heavy rain are a big concern that would cause tracks and bluffs to crumble down. After countless collapses in the past, beachgoers like Chris Smith, are often worried.Smith told ABC 10News, "I feel comfortable but in the back of my mind you know something could always happen." He also said awareness by leaders is a plus but the tracks should be moved entirely. "With the impact to what the train is providing to the cliff, at some point there's gonna be a negative impact to it," Smith added.Leaders said the new additions will buy them about 30 years, to plan a more permanent solution which could involve moving tracks into a tunnel system.Phase 5 of the project is slated to begin next summer, while plans for phase 6, the final phase, is still in the works. 1419
