#MeToo is changing American culture and putting weight behind a call for change.The concept built to a movement in 2017 when the New York Times published major allegations against producer Harvey Weinstein. The movement gained steam as more women came forward.Dr. Stefanie K. Johnson is an associate professor of management at the University of Colorado Boulder. She studies workplace sexual harassment against women, among other things, and says #MeToo was a case of strength in numbers.“So the first accuser is always doubted and blamed right?” Johnson explains. “'What was she wearing? What did she do? She has a history of bad behavior.' But when the tenth accuser comes forward with the exact same story, you don't doubt."Johnson and her team started a workplace sexual harassment study in 2016 before the #MeToo movement caught on.The team asked women about their experiences in 2016 and followed up in 2018.They found women reported experiencing fewer sexually harassing encounters at work during those years when compared to earlier studies.The study also found that workplace sexual harassment had less of an impact on womens’ self-esteem and self-worth during that time.Johnson says it could be because the victims knew they weren’t alone."I think most women started to feel like, 'well this isn't really something about me’ or it's something about all women, right?” Johnson says.She adds, “If so many people are experiencing sexual harassment then it can't be something that I did. Unless we all as a gender are doing the same behaviors to deserve it."Despite progress, Johnson says there’s a long way to go.Her study found an increase in gender-based harassment during the study period.“(In) men and women who might have previously sexually harassed ... instead, they know 'I’m not supposed to sexually harass people, this is a big topic' but they're still engaging in the same negative treatment of women,” Johnson says.The #MeToo movement is shifting American culture in other ways, too.A third of workers say it made them change their behavior at work, according to a recent Associated Press poll. The movement is also sparking legal changes to things like non-disclosure agreements.Movement leaders say they aren’t done sparking change. The government shutdown is flying into dangerous territory, according to several aviation leaders. The largest pilot union says the shutdown "is adversely affecting the safety, security and efficiency of our national airspace system." The National Air Traffic Controllers Association is also warning the shutdown is rapidly eliminating safety layers "in a system that has no room for error." “We're always worried about any kind of hiccup in the system,” says James Marinitti, with the association. “We're doing this interview. We can do a second take. We can do a third take. But for air traffic controllers, you only get one take. They work in a mistake-free environment, where we are expected to be right 100 percent of the time.” Right now, 3,000 support staff have been told not to come to work, which means fewer safety inspectors. That could lead to delay in repairing equipment, like a broken light on the runway that helps guide pilots and other equipment repairs.“Radar, preventative maintenance, these types of things that will get delayed as the shutdown continues, because the workers are not there to keep the system healthy,” Marinitti says. The shutdown is hitting air traffic controllers especially hard because of a 30-year low staffing shortage. They're not only understaffed, but they’re also currently working without pay and it's unknown when they'll get their next check. “The bills haven't come, yet, to be a problem, but we know that's there in the back of our heads,” says air traffic controller Alex Navarro. “And as the day goes on and the shutdown, it's getting more pronounced, so we're worried about it. A British family has filed a complaint with the Department of Homeland Security over their detention by US immigration authorities, after saying they accidentally crossed the US border while vacationing in Canada, an account that has been strongly disputed by US officials.The family of seven, which includes a three-month-old baby, were detained earlier this month. They said that they ended up in the US after taking a wrong turn from British Columbia into Washington.A senior US Customs and Border Protection (CBP) official, however, told CNN that by all appearances on the ground, the family was trying to get into the US undetected.In the complaint, the family said they have been "traumatized" by the experience. In a sworn statement, the family described the baby being forced to sleep on a "filthy concrete floor" in "frigid temperatures" during their first night in custody.The family said they crossed the border on October 3, after making a "very brief detour on an unmarked road to avoid an animal on the road" that landed them in the United States.Immigration officials tell a different version of the story. CBP released a statement on Tuesday evening further explaining the incident:"A vehicle was observed via remote video surveillance system turning west onto Avenue 0 in British Columbia, Canada, at approximately 9 p.m., Oct. 2. The vehicle then turned south and entered the U.S. illegally, by slowly and deliberately driving through a ditch onto Boundary Road in Blaine, Washington. The vehicle traveled west on Boundary Road continuing on the United States' side, and was pulled over by a Border Patrol agent a short time later. The seven occupants of the vehicle, who are citizens of the United Kingdom, were arrested at approximately 9:13 p.m., in accordance with law as established by the Immigration and Nationality Act for illegally entering the United States without inspection."The CBP senior official told CNN that the group had ,000 in cash on them when they were arrested.A second CBP official told CNN that the two adult men in the group had previously applied to enter the US under the ESTA Visa Waiver Program, but had their applications refused in March 2018. They added they had not intended to cross the border, and asked if they could simply turn around. According to the statement, the officer said "no."A UK Foreign Office spokesperson told CNN it was in contact with the family."We are providing assistance to a British family after they were taken into custody in the USA and are in close contact with US Immigration and Customs Enforcement," the spokesperson said.The family is being held at the Berks Family Residential Center in Pennsylvania, according to the ICE. That is one of three family residential centers in the United States.In a statement, ICE said the center provides "a safe and humane environment for families as they go through the immigration process."
