SAN DIEGO (KGTV) — More than a million California voters have signed up for a new statewide tool that can track a mail-in ballot through its journey from the post office to the mailbox to the final election tally, said California Secretary of State Alex Padilla.“Where’s My Ballot?” can send voters texts, emails or recorded voice calls updating them on their ballot’s status, including when the ballot has been mailed to a voter, when the elections office has received it, and when the ballot has been counted. Voters must sign up for the service.The system can also alert the voter if election officials have rejected their ballot due to a discrepancy, like if the ballot has been flagged for a missing or mismatched signature.“Vote-by-mail has been popular in California for many, many years. But with a further increase in vote-by-mail participation, the transparency and accountability of those mail-in ballots is even more paramount,” Secretary of State Alex Padilla said in an interview.Because of the pandemic, election officials are sending mail ballots to every active, registered voter in California for the first time in state history. Monday is the deadline for election administrators in California’s 58 counties to get ballots for the more than 21 million registered voters into the mail stream.Where's My Ballot? debuted in 25 California counties in the March presidential primary before election officials decided to expand it statewide.In addition to the features of voters, Where’s My Ballot? offers election administrators the ability to monitor the U.S. Postal Service in real-time to see if there are any delays, Padilla said.California and several other states sued the USPS, seeking to undo changes by the Trump Administration that the plaintiffs claimed were slowing down mail delivery. A judge sided with California, granting a preliminary injunction Sept. 17.“If we identify any bottlenecks or delays, then we can work with regional and local Postal Service representatives to address those and ensure the timely delivery of ballots, both to the voter and back to the county,” Padilla said.Where’s My Ballot? was created by BallotTrax, a Colorado-based software company that originally developed the technology for elections officials in Denver in 2009.Each time an employee scans a barcode on the ballot or envelope, BallotTrax collects the data. The company’s president, Steve Olsen, said the technology can be used to send voters reminders about upcoming deadlines.“We know which voters haven’t returned their ballot yet, so we can carve out that subset of voters and send them a message that says, you need to act on your ballot, you have 10 days to do so,” he said.The system is now in 400 counties in 14 states, Olsen said. 2764

SAN DIEGO (KGTV) - New statistics from San Diego County show the zip codes closest to the border have the most cases of COVID-19.According to the County's Coronavirus Heat Map, the zip codes 92154, 91911, 91910, 92113, and 91950 are the five highest for positive tests. Those zip codes make up the area of the County stretching along the harbor from San Ysidro through Chula Vista and National City.Those five zip codes account for more than 21% of all the positive tests in the County.The zip code that makes up most of San Ysidro, 92173, has the highest number of cases per capita in the County. In that zip code, one out of every 14 people has tested positive."We don't want these numbers to continue going up," says Adriana Bearse, the Research Program Manager for San Ysidro Health."When cases rise, it's not only people's health that gets affected. It's also other aspects of their lives like their job situation and their family situation."Bearse says the Pandemic is taking a disproportionate toll on the South Bay's minority community, especially among Latinx and Hispanic populations."These people are working essential jobs, people who may live in multi-Generational households, and also people who may not necessarily have as much access to other resources as other people in the community," she says.That includes less access to quality health care, food assistance, and financial assistance. The lack of help leads to more cases and more deaths.County records show 50% of San Diego's COVID-19-related deaths are among Hispanic or Latinx people, even though they make up just 34% of the County's total population.It's starting to take a toll on the South Bay healthcare system.At Sharp Chula Vista, the ICU in their brand new tower is 85% full. Of those patients, 38% are either COVID-positive or under investigation for COVID-related illness.Emergency Doctor Karrar Ali says it's overwhelming to think about what could happen in the next few months if cases keep rising."If the prediction is that this is going to be another second or third or fourth wave, I don't know if anyone's going to be prepared," he says.Healthcare workers in the South Bay are finding some solutions.Dr. Ali says sometimes it's as simple as reminding everyone to wear a mask and social distance.Bearse says San Ysidro Health has several outreach, discount, and educational programs available. One, "Testing With Care," offers a free telehealth visit to anyone who gets a COVID-19 test."That way, we can help walk the person through all these follow up items that are needed," she says. "We also make sure they can get follow-up care if they get a positive test."Healthcare workers also remind people in the South Bay to get a flu shot so local clinics and hospitals don't get overwhelmed by a double pandemic this fall. 2817

SAN DIEGO (KGTV) - One of La Jolla's most scenic spots is also the scene of a 20 year battle that has left the community divided.The Coastal Commission voted unanimously Thursday night to approve a measure to renew a 10-year permit to close the Children's Pool to human access during Harbor Seal Pupping season.The Children's Pool was built in 1931 to give kids a safe place to enjoy the beach.In the late 1990's, harbor seals moved in on the area creating conflict.Surveillance cameras captured visitors getting dangerously close to the seals causing the city to take action.In 2014, they decided to close the Children's Pool from December 15th through May 15th. This is typically the time period when mother seals use the beach to birth their calves.The California Coastal Commission agreed to try out this plan for five years.Dr. Jane Reldan, President of the Seal Conservancy, said the beach closure was an "elegant compromise." Reldan added that the closure happens during a time of year when it's cold and people don't want to go swimming anyways.Opponents say there's plenty of coastline for the seals to use and that it's time the Children's pool was given back to the kids. 1190

"Don't generally recommend getting tested if you don't have symptoms, if you do develop symptoms should go see a physician.”If a child is showing symptoms, hydration is the most important step.
