SAN DIEGO (KGTV) -- It's a problem on the rise in communities across San Diego; drivers racing down side streets to avoid rush hour traffic. When Doug Doyen saw speeding on his street, he tried to stop it. "It was almost like the Indy 500 I couldn't believe the speed, the amount of traffic and speed up and down this street," said Doyen.He put up his own signs to get drivers to slow down. "Hold the sign out, wave at them, people would be like, 'what the? Oh okay."' said Doyen. "And they'd look at me like, 'who is this guy?'" But the speeding is still a problem. He thinks GPS apps are directing drivers to his side street to avoid freeway traffic. "I couldn't believe the traffic and the speeds I was seeing out here," he said. Neighbors joined San Diego Police to form a Pace Car Program. The citizen-based campaign adds more signs and traffic patrols in the neighborhood.  937

SAN DIEGO (KGTV) — La Mesa-Spring Valley School District officials have postponed the district's planned reopening date, citing concerns that San Diego County will soon be placed in the state's most restrictive reopening tier. The district's reopening has been moved from Oct. 12 for hybrid learning to the week of Nov. 30, according to the district. The hybrid learning plan will bring small groups of students to in-person classes two days a week.LMSV said the decision was based on the county's potential rollback into California's purple reopening tier and the district's proximity to the College Area, where cases linked to San Diego State have steadily increased since school resumed on Aug. 24.RELATED: Supervisors to discuss reopening options if San Diego moves into more restrictive tierThe district called SDSU's case increase "particularly concerning.""We decided to postpone our reopening date after learning the county would likely be downgraded to tier 1 on the state COVID-19 tier system. We felt it was best to err on the side of caution and postpone our reopening date in the hopes that the outbreaks subside," the district said in a statement to ABC 10News."We want nothing more than to welcome students back on campus, but we must ensure that it is safe to do so. SAN DIEGO (KGTV) -- Like most people who’ve worked decades towards retirement, Danielle Schulte has some ideas on how she’ll spend it."Initially I’m going to sleep in late, read the newspaper, yes, I still read paper!”Schulte is an Employee Relation Specialist for UC San Diego and hopes to retire in about six years.While she's been saving since graduating college, Schulte wishes she'd saved more, especially watching the market plunge in recent days.“Because I am getting close to retirement, I don’t have as much comfort in giving it time to even out,” said Schulte.She hired a financial advisor 13 years ago and continues to fine-tune her plan, currently looking into annuities."He has been really good in helping me not to panic, helping me invest my money in stable securities as best you can, given the market," said Schulte.Dennis Brewster is a financial advisor for SagePoint Financial. He too says it's not the time to panic.“Right now we’re down about 10 percent, that’s normal, it’s just that we haven’t had anything for so long, I think that's what makes it a little tougher, we haven’t had any declines," said Brewster. SAN DIEGO (KGTV) - If San Diego County has a case rate higher than 7.0 next week, it could be moved into the state’s purple tier which is the most restrictive tier for area businesses.Wednesday, county health officials said San Diego County was at a 4.5% testing positivity rate and 7.9 cases per 100,000 people. The current case rate it over the state's threshold of 7.0 cases per 100,000 residents reserved for the purple tier, the state's most restrictive.According to a breakdown from the California Department of Public Health, retail stores will have to lower to 25% capacity indoors, from 50% capacity.Restaurants must move to outdoor dining only, after operating at 25% capacity indoors or 100 people, whichever is fewer.Shopping centers will move to 25% capacity with closed common areas and a closed food court. SAN DIEGO (KGTV) — Local activists are accusing the city of San Diego of slow-playing their proposal to create an independent commission on police practices - to the point that it died.The measure would have created a board with subpoena power. And the ability to launch its own investigations.The board, which would have been called the Independent Commission Police Practices, would have addressed several of the concerns raised by the County Grand Jury about the city's Community Review Board.Those concerns include a lack of subpoena power, access to only some complaints, and an appearance some find too closely linked to the San Diego Police Department. Women Occupy San Diego's proposed an independent board that would have subpoena power."We would have independent investigators who would talk to the witnesses, who would look at all the documents, who would do the same things that (Internal Affairs) does," said Kate Yavenditti, a local attorney and one of the group's members.Women Occupy San Diego filed the measure in March, but earlier this month the City Attorney's said the San Diego Police Officers Association and the Municipal Employees Association needed to be consulted before it could go to the November ballot, due to a law called the Meyers Milias Brown Act.A city attorney memo said the the organizations needed to be conferred with because the measure could impact their working conditions.Yavenditti said she learned of this at a rules committee meeting on July 11, and the City Council didn't docket the issue until Monday, just less than two weeks before the Registrar of Voters deadline for the November ballot.It was too close, so the council voted not to move it forward."At this point, there's nothing we can do about it except talk about what we believe was a deliberate delay," Yavenditti said. A city spokeswoman said this measure was treated the same as all the others that were vying for the November ballot. Jack Schaeffer, president of the San Diego Police Officers Association, said he stood by the current Community Review Board. He noted it has trained experts doing investigations, they pick apart all the evidence and come to appropriate conclusions."It's almost like a big audit of what we’ve done as investigators," he said. "If you look nationwide, a few different ways to do police oversight and not one of them is really any better the other."Yavenditti said her group is now eyeing the proposal for the 2020 ballot. 2489
