As long as they are postmarked by Election Day and arrive at county elections offices by Friday -- three days after the election -- they're counted.California also requires counties to give voters time to fix any issues with their ballots -- such as a missing signature -- and requires counties to contact those voters to inform them of any problems.When voters mail ballots to the wrong county, those counties are required to send them to the right one.The state allows same-day voter registration. It also allows those whose names do not appear on voter rolls due to clerical errors -- as Los Angeles County had in June, when a printing error left 118,000 names of registered voters off the rolls for the primary -- to cast provisional ballots that must then be checked out.Then, there's the reality that the state with the nation's largest population and 58 counties, with varying staffing levels, simply have more ballots to count.About 7.4 million ballots were counted on election night. But as of the end of election week, there were still 4.8 million mailed-in ballots left to count, the secretary of state's office said after surveying the counties.Padilla said there is a "sequencing" to the count -- with ballots mailed into the correct counties with no errors tallied quickly, and elections officials now "on the more time-consuming manual ballots to be processed."An end is coming, though. Two key deadlines loom: December 7, when counties must certify their election results, and December 14, when the secretary of state certifies the election.Any voter in California can request a recount but must foot the bill for it. The state doesn't have automatic recounts for close races.Padilla says he hears occasional frustration from voters that it takes so long to tally the results in California's closest races. CARLSBAD, Calif. — A North County company says it's closing in on the technology to keep lithium-ion batteries from igniting.In the last year, the rechargeable batteries have caught fire in Teslas, E-cigarettes, and smartphones. The incidents led to an emergency ban by the Federal Aviation Administration prohibiting shipping the batteries on passenger planes. "The issue has always been there, but now I think because lithium is so prevalent, we're seeing increased cases," said Jenna King, chief executive of Carlsbad-based Amionix.Kings said the industry has largely focused on protecting the battery from the outside, such as through cooling systems and protective layers. She said the batteries ignite due to an overcharge situation or internal short-circuit. Amionix instead is developing what it's calling SafeCore, essentially a circuit breaker on the inside to keep the battery from igniting. "If your battery management fails, or it's never even active because it's an internal short within the cell, our technology is going to protect you," King said. King said Amionix is now working with companies across industries to make sure their product works with their technologies. She declined to specify the companies but said they are well-known. (AP) — A Colorado woman suspected of trying to sell three human fetuses from the 1920s and a fetal skeleton online has been indicted in California on charges of violating a U.S. law prohibiting the transfer of human fetal tissue.Emily Suzanne Cain, 38, pleaded not guilty to charges Tuesday, KUSA-TV reported .The case has been delayed until Nov. 20 in U.S. District Court in San Francisco, according to court records.The fetuses are believed to be from stillborn infants from the 1920s, court records said.Cain attempted in October 2018 to mail a package from Canon City in central Colorado to an address in the United Kingdom, according to a criminal complaint.The package, labeled "school teaching aids and T-shirts," caught the attention of U.S. Postal Service workers who noticed there was no signature on a customs form certifying the package did not contain dangerous contents, authorities said in the complaint.An X-ray of the package revealed a human-like shape, according to U.S. customs agents at the San Francisco International Airport cited in the complaint.Cain posted on Facebook that she acquired the fetuses from a university lab collection and was selling them for ,000, the complaint said.The specimens were traced to Creighton University in Omaha, Nebraska, the complaint said.University policy calls for specimens that are no longer needed to be cremated and not sold, university officials told investigators.
