BEIJING, April 30 --  The nation's stimulus package has benefited energy conservation and emission controls with energy used to generate growth dropping further in the first quarter, the National Bureau of Statistics (NBS) has said.     Energy intensity, or the amount of energy needed to generate per unit of GDP, dropped 2.89 percent year on year from January to March. That compares with a drop of 2.62 percent in the first quarter of 2008.     Overall energy consumption grew only 3.04 percent in the first quarter from a year earlier while the economy expanded 6.1 percent, the bureau said in a statement.     The NBS said the ratio of the services sector in the overall economy rose 1.6 percentage points, while the industrial sector dropped 1.9 percentage points. Also, the output of six energy-intensive industries fell 12.5 percent from the previous year.     The figures show the stimulus measures have aided efforts to increase energy efficiency, cut emissions and promote economic restructuring, it said.     The government announced a 586 billion U.S. dollars stimulus package last November to prop up domestic demand and maintain growth. But the huge spending plan sparked concerns that officials might compromise on environmental protection and energy saving targets, given the emphasis on growth.     Yet, analysts said little of the government's spending has been allocated to high energy-consuming or highly-polluting projects, while spending on environmental issues has been increased.     Capital requirements for projects such as railways, airports and housing will be lowered to raise investment, said a State Council meeting presided by Premier Wen Jiabao Wednesday.     However, capital requirement for investments in high energy-consuming or heavily-polluting sectors, such as aluminum smelting, will be raised to prevent a rebound of production capacity in such industries.     Of the 230 billion yuan the central government has approved on stimulus spending over the past two quarters, 10 percent went toward energy conservation, emission control and environmental protection projects, the National Development and Reform Commission said in a statement Wednesday.     The figures show the central government wants to strike a balance between growth and economic restructuring, said Chi Fuling, president of the China (Hainan) Reform and Development Research Institute.     The government may even increase spending on energy saving and environment protection as it tries to facilitate industrial transformation, Chi said.     According to the NDRC, the government has earmarked 13 billion yuan in the next three years to expand sewage and garbage disposal facilities to most townships. It has also allocated 4 billion yuan for tackling water pollution in major rivers such as the Huaihe and the Songhuajiang. Forest conservation and energy saving projects get a combined 6 billion yuan.     The government has pledged to reduce energy intensity by 20 percent by 2020 from 2005 levels; and chemical oxygen demand (COD), a key index of water pollution, and emissions of sulfur dioxide (SO2), a main air pollutant, by 10 percent between 2006 to 2010.

BEIJING, June 25 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that China and Germany should join hands to combat trade and investment protectionism.     The premier made the remark during a telephone conversation with German Chancellor Angela Merkel in which the two leaders also discussed bilateral ties and other issues of common concern.     Wen said cooperation between China and Germany, both among the world's major economies, is developing smoothly in a variety of fields.     He said the two sides should continue to handle their relations from a strategic and long-term perspective, and keep up high-level exchanges. The two nations, Wen said, also should strengthen communications and coordination to push for a healthy and stable development of their bilateral ties.     China, Wen said, always adheres to a win-win strategy in opening to the outside world and insists on the maintenance of a fair and open market environment. He said China would never discriminate against foreign enterprises or products.     The premier said China's determination to cope with climate change is firm, its operations active, and its measures effective. China, Wen said, is ready to enhance collaboration with Germany in developing new and renewable energy and maximizing energy efficiency.     China also will participate in related negotiations and work with other countries to help bring about positive results at the December UN Conference on Climate Change in Copenhagen, Wen said.     Merkel said Germany is very satisfied with the development of China-Germany relations. She said Germany is ready to work with China to maintain high-level exchanges, strengthen trade and economic cooperation, and oppose trade and investment protectionism.     Germany also is prepared to jointly deal with the challenges brought about by the global financial crisis and advance bilateral ties, she said.     Merkel said she hoped that the two countries would strengthen communications and jointly tackle the issue of climate change.

CHENGDU, Sichuan, May 11 (Xinhua) -- Chinese President Hu Jintao on Monday expressed his appreciation of the world community for their strong support and valuable aid on the wake of last year's devastating earthquake in southwest China and called for further international cooperation in tackling major natural disasters.     "In face of grave natural disasters, the international community could support each other, enhance cooperation, join hands and jointly tackle the difficulties," Hu told some senior foreign diplomats who were invited to the capital of Sichuan Province on the anniversary of the quake. The magnitude-8.0 quake that hit southwest China, including many parts of Sichuan, on May 12, killed more than 69,000 people, left nearly 18,000 missing, more than 374,000 injured and millions homeless.     Facing the grave disaster, Chinese armed forces and Chinese people worked as one and struggled in unity in rescue work and disaster relief, Hu told those diplomats during the half-hour meeting.     The international community extended their helping hands as governments, groups and individuals from more than 160 countries and some international organizations offered a large number of fund and material assistance via different channels.     Some countries, such as Russia and Japan, sent rescue teams and doctors to help the Chinese people in the quake-hit areas.     Foreign rescuers, in total, offered medical care to more than 10, 000 injured people, found 52 bodies of the victims and took out one survivor from the debris, Chinese official statistics show.     "The assistance from the international community strongly supported China's disaster relief and reconstruction efforts, showcased grand humanitarianism and sincere friendship with the Chinese people," Hu said.     Hu briefed China's reconstruction work to the diplomats, saying it has been carried out in a strong, orderly and effective manner and recorded staged success.     "After one year of hard working, the quake-hit areas witnessed the resumption of and development in their social and economic construction," Hu noted.     The production and living conditions in those areas were improving and the people were working hard to build better lives and new homes, said the head of state.     Hu thanked the international community for their support and aid, saying the money and materials have been used in various fields such as rebuilding of homes, roads, schools, hospitals and other important infrastructure.     China has carried out "vigorous overseeing" and "effectively used" the donation from the international community, Hu told the 30 diplomats, including those from the United States, Russia, Japan, Pakistan and representatives from the UN International Children 's Emergency Fund and the International Federation of Red Cross and Red Crescent Societies.     "We will strive to use the international donation in the places most in need," he said, labeling the cooperation between China and the world as "a good example of international cooperation in disaster relief."     "Chinese government and people will step up exchange and cooperation with the world community, jointly tackle various global challenges and push for a harmonious world featuring long-lasting peace and common prosperity," Hu said.     "We came here to show respect to the patriotism and wisdom of the Chinese people," said Nolana Ta Ama, ambassador of the Republic of Togo and dean of the diplomatic corp to China.     The diplomats were also here to show respect to the mechanism Chinese government established in tackling the quake, he said. "China's efforts and success in fighting against the quake and disaster relief were a contribution to the world."     Ama spoke highly of China's "enormous efforts in saving lives and helping the survivors to resume their lives," pledging that the world community will continue support and help the affected regions.     The diplomats will visit some quake-hit spots near Chengdu on Tuesday.

URUMQI, July 12 (Xinhua) -- The violence-torn Xinjiang Uygur Autonomous Region is plodding on the road to recovery amid vigilance one week after the violence in its capital city of Urumqi that left 184 people dead and 1,680 injured.     Police with riot gears were inspecting checkpoints, combing coaches for runaway suspects involved in the deadly violence.     Zhou Yongkang, member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said in his tour to the autonomous region on Sunday that to maintain social stability is the top concern of the livelihood of the people of all ethnic groups in Xinjiang for the time being.     The regional government chairman Nur Berkri said in a televised speech Sunday afternoon that the number of people injured in violence on July 5 had risen to 1,680.     Altogether 216 of the 939 hospitalized are seriously injured and 74 injured fatally, he said.     An oil tank explosion occurred at a chemical plant in Urumqi Sunday morning. Police ruled out the possibility of intentional sabotage after on-the-spot investigation but said the reason of the explosion needs further investigation.     At the suburb of Aksu City, people who flocked into the Uygur bazaar, Toksun, as the local residents called it, said they had felt something different.     "There are much fewer people compared with what it was before the violence," said Tunxunjiang Tuohuniyazi, a local Uygur who were visiting the bazaar with his wife.     "On my way here, I saw a lot of policemen," he said. "But I understand it. The heavy security helps ensure our safety."     The bazaar, which boasts 3,000 stands, only saw a little more than 500 of them in business on Sunday.     Tuniyazi Yiming, a vender busy baking dumplings, said his turnover halved with number of the bazaar visitors on such a sharp decline.     The same bleak business picture could be seen in the border city of Kashgar in southern Xinjiang, where markets and bazaars reported only a few visitors.     Also hurt is the the region's tourism. Sources with the Urumqi Municipal government told Xinhua that because of the riot, 1,184 tour groups had cancelled their plans to visit the city as of Sunday.     They involved 74,218 travelers, including 10,731 tourists from overseas.     Railway authorities said Sunday that situation in the Urumqi's train terminal is normal.     The passenger volume was reported at 21,000 persons at the station on Sunday, 4,000 fewer than Saturday.     "There are no so-called 'waves of refugees' and ticket scalpers reported by some overseas journalists in the train terminal," said Chen Kai, vice chief of the South Train Station of Urumqi.     In Urumqi, thousands of youngsters have expressed their willingness to serve the city by signing up to be volunteers.     "Two days after the hotline was launched, we have received more than 1,600 calls," said Yu Yinglong, head of the Volunteer Association in Urumqi. "They volunteered to serve in hospitals and to give psychological help to those who were traumatized in the violence."     "The Koran teaches us that Muslims should be united. It teaches us to live in harmony with non-Muslims as well.
