SAN DIEGO (KGTV) -- A man is in custody after a chase ended in a standoff with police at a Mission Bay Motel Sunday morning. Police say the chase started just before 9 a.m. at the A-1 Storage on Garnett Avenue after officers received a citizens' tip. The suspect driving a U-Haul truck led police on a short chase to the 4300 block of Mission Bay Drive near Roadway in San Diego.According to police, the man is wanted on felony weapons charges. After the chase ended, a woman in the passenger seat was detained while the driver ran into the nearby motel. The woman was later released. While searching for the suspect throughout the motel, officers learned that the man broke through several walls to try and escape. “This guy starts forcing himself into apartments, and now we have to deal with a possible hostage situation. That’s the reason why we brought so many resources down here. We wanted to get this guy into custody as fast as we can," Lt. Christian Sharp with the San Diego Police Department said. Eventually, police had to use chemical gas and a K-9 to apprehend the suspect, who has yet to be identified.  1166

SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. The city's independent business analyst said the commission could cost between .1 million and .3 million per year, depending on staffing. SAN DIEGO (KGTV) - A Navy wife battling cancer is looking forward to a good night's sleep, thanks to the help of United Service Organizations (USO) and Jerome's Furniture.Julie Chadek was diagnosed with stage 4 colorectal cancer last year and it has since spread to her spine.“I’ve been home from the hospital for a couple of nights now and have been sleeping on the couch because I was so uncomfortable in our old bed," said Chadek.USO teamed up with Jerome's to get the Chadek's their dream bed."I cried for a while, because you just, you don't see that very often," said Julie. "Knowing that there is still some good is quite amazing."The nearly ,000 bed features an adjustable mattress and therapeutic massage.Julie's doctors have created a new plan of action to target the cancer now in her spine.“There’s still a few more options, we’re not giving up, we’re fighting until there’s no more fight left," said Julie. 930

SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308
