SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said. He is hoping that the ban gets reversed.The prohibition excludes motorized devices for people with disabilities. 2188

A total of 47 people died in DUI-related crashes in 2018 compared to 27 deaths over the same time period in 2017. DUI arrests also saw a significant rise. More than 1,100 people were arrested for DUI in 2018 compared to 917 in 2017. In San Diego County, three people died due to DUI-related crashes, tying with 2017. DUI arrests rose slightly from 56 to 57 in 2018. The reporting period for the arrests and deaths was Friday, December 21 through Tuesday, December 25. 584

SAN DIEGO (KGTV) -- Several University Heights residents are searching for a parrot they say flew out of their home and hasn’t been seen since. According to the owners, the 18-year-old parrot named Lily flew out of their home on Rhode Island Street on January 7. According to a Lily’s owners, the bird can fly but isn’t used to it. The parrot has a blue chest and head and the rest of her body is green. The search is becoming more and more dire, according to Lily’s owners. "It really feels very impossible,” said Mary Beth Cruden. On top of Lily not having food and water, nights have been cold across the county. "Really devastated about it. I loved the bird, the bird loved me,” William Smith told 10News. Lily’s empty cage now sits at the end of the driveway. Bird experts say if she smells something familiar she may come home. The family is hoping someone spots their beloved pet. "I would expect her to come walking up that street on her little two feet, she's practically a human being,” Smith said. Smith says if you spot Lily on the ground, hold your fingers close to her chest and she should hop on. Then hold on tight. The pair is offering a 0 reward to anyone who returns Lily. 1203

  

SAN DIEGO (KGTV) - Some business owners in downtown San Diego claim a new bike lane on 6th Avenue is hurting their ability to operate.“We’re having a lot of issues with loading,” said Bon Pinak, the general manager of Thosakan, a Thai restaurant on 6th Ave.The new protected bike lane was placed along the curb. All the parking on the east side of the street was removed, as well as most of the loading zone.Only two spots were left for vehicles. Posted signs say they can be used for 20 minutes for commercial loading until 6 p.m. After 6 p.m., it turns into three-minute passenger loading.“I got a ticket three days ago,” said Remzi Kaval, owner of the Coffee and Talk cafe on 6th.He said he was unloading some supplies in one of the spaces, but it was after 6 p.m.“We don’t have any space where we can park.”The new protected bike lanes have been installed in various places across the City recently. Both as an attempt to make biking safer but also to meet the City’s climate action goals.“It’s great. I don’t have to worry about getting hit,” said Jordan Green, who bikes through the area regularly.“Protected bikeways provide a safe, designated space for cyclists, keeping sidewalks clear for pedestrians,” wrote a spokesperson for the City of San Diego.As for the particular block between B Street and C Street, the City did not indicate any interest in changing the layout.“A small number of curbside loading zone spaces were removed from this block on the east side of 6th Avenue, but there are yellow loading zones available farther up and down 6th Avenue and on adjacent streets. Drivers are encouraged to follow posted signage,” wrote the City. 1664
