SAN DIEGO (CNS) - A group of senators, including California's Dianne Feinstein and Kamala Harris, introduced a bill Thursday to address health, safety and quality-of-life concerns at private military housing around the county, including Marine Corps Base Camp Pendleton.Feinstein and Harris joined Virginia senators Mark Warner and Tim Kaine to introduce the bill. The senators began drafting the legislation after a November 2018 Reuters report detailing substandard and even dangerous living conditions at Lincoln Military Housing's privately owned complexes, including mold spores, water leaks and infestations of rodents and insects.The report also detailed multiple instances of Lincoln's slow and lack of a response to tenants complaining about living conditions. Lincoln Military Housing runs most of Camp Pendleton's 7,900 housing units.``Service members shouldn't have to worry about the health and safety of their families while protecting our country,'' Feinstein said.``Unfortunately, many living in private military housing are dealing with hazardous conditions with little or no recourse."In addition to Lincoln Military Housing's large presence in the military housing market, military members and their families living on a military base like Camp Pendleton lack the same tenant rights as civilians living on private land. Reuters found that tenant rights are generally set by contracts between the military and private housing companies or landlords.Because of this, military base residents can't press local governments to enforce health codes or withhold rent payments until repairs are made.The senators' bill would enable base commanders to withhold housing payments until officials with a housing company inspect a safety or health hazard. Housing companies would also be required to pay to relocate tenants if a hazard requires them to leave.In addition to consequences for private housing companies, the U.S. Department of Defense would be required to launch an online work order system, allowing tenants the ability to view the progress of their work order requests.``I was extraordinarily troubled by reports last year of inadequate housing conditions at Camp Pendleton and visited with families living there in order to learn more about their housing needs,'' Harris said. ``This legislation is an important step forward ensuring that we're doing everything we can to provide quality housing for our service members and their families across the country.'' 2491

Senate Bill 914, introduced by Democratic Sen. Anthony Portantino, would require gun stores and the state Department of Justice to both check the validity of hunting licenses during a waiting period after gun buyers purchase a weapon and before they pick it up. SAN DIEGO (CNS) - A former investigator with the Department of Homeland Security was sentenced today to more than a decade in federal prison for taking drug money seized during his work as a federal agent, then laundering the funds that he used for personal expenses.Tyrone Cedric Duren, 50, who pleaded guilty to nearly 20 federal counts last year, was sentenced to 130 months in custody, plus three years of supervised release.U.S. District Judge John Houston also ordered the forfeiture of Duren's Bonsall home, a 5,000 money judgment and restitution to the Internal Revenue Service, according to the U.S. Attorney's Office.Duren was assigned to a bulk cash smuggling task force and, as part of his work, would investigate suspected drug traffickers transporting cash.After seizing money during those investigations, he would deliberately fail to report the cash and used the money for his and his families' own personal expenditures, including real estate and international travel, according to the U.S. Attorney's Office.Over the course of several years, Duren also placed GPS trackers on vehicles used to move drug proceeds, prosecutors said.Prosecutors cited an example from 2014, in which Duren tracked a vehicle heading toward Mexico, which was stopped at a Border Patrol checkpoint.After Duren seized cash found hidden in laundry detergent boxes in the vehicle, he took more than 0,000 for himself, which was later deposited into business and personal accounts to conceal those thefts,'' the U.S. Attorney's Office said.In addition, prosecutors say he didn't file taxes in 2013 to hide stolen funds and lied ``numerous times'' to investigating agents. 1675

She's aiming to increase her personal safety during these uncertain times.“It’s just been scary with police brutality that we are looking at, even the protesting sometimes, you see it’s gotten a little out of hand,” she said.The National Shooting Sports Foundation reports background checks for firearms purchases saw record highs in April and May.And that millions of those people are new gun owners.DeShields' father was a military veteran and a police officer. SAN DIEGO — SAN DIEGO (KGTV) -- A life science development firm has unveiled plans to transform eight acres along San Diego's waterfront into a mixed-use hub that could attract numerous leading edge companies to the city.Development firm IQHQ announced Monday that it closed on the site along Harbor Drive and will break ground on the project's first phase this week. The firm says it has entitlements and key permits for new office, lab and support retail space for the complex, called the San Diego Research and Development District, or RaDD. In a news release, the firm said this would be the largest urban commercial waterfront site along the Pacific Coast. The development is sure to bolster an already vibrant life sciences industry in San Diego, with biotechs clustered mostly in the Torrey Pines area. This could attract more to relocate downtown. The project would be the third major commercial development in downtown, along with the Padres plan to build office space at Tailgate Park, and the redevelopment of Horton Plaza into a tech hub."This is probably, in terms of the commercial sector, the most important pivotal moment in San Diego's modern redevelopment history," said Gary London, of commercial real estate consulting firm London Moeder Advisors.IQHQ chief executive Stephen Rosetta told ABC-10News this was the premier site to build on the west coast, if not the entire USA. "This project is really special to us because we're headquartered here in San Diego, and the partners live locally and have for most of our lives," he siad. IQHQ bought the property from Manchester Financial Group for undisclosed terms. Manchester Financial recently completed the new U.S. Navy Headquarters, on the north end of the site, with move-ins scheduled for October. Manchester also still holds the part of the property for a 1,035 room hotel and a 1.9 acre plaza. 1879
