House lawmakers have passed a bill that makes animal cruelty a federal felony.The so- called "PACT Act" specifically bans crushing, burning, drowning and impaling animals, among other things.It would also allow officials to go after suspected animal abusers who cross state lines.But according to its co-sponsor, U.S. Rep. Vern Buchanan, R-Fla., it would also close a big loophole.His office says the bill would specifically ban animal cruelty recorded on video.Previous laws have de-legalized creating and selling those videos, but not the acts of cruelty in them.Another co-sponsor of the bill, U.S. Rep. Ted Deutch, D-Fla., says the legislation sends a clear message that our society does not accept animal cruelty.Violations of the bill could lead to prison for up to seven years. 796

Governor Bill Haslam has granted executive clemency to Cyntoia Brown by commuting her life sentence. The governor's office announced the decision Monday morning. She will be released to parole supervision on August 7, 2019, after serving 15 years in prison.Watch live: Brown's attorneys speak after Governor Haslam grants clemency“This decision comes after careful consideration of what is a tragic and complex case,” Haslam said. “Cyntoia Brown committed, by her own admission, a horrific crime at the age of 16. Yet, imposing a life sentence on a juvenile that would require her to serve at least 51 years before even being eligible for parole consideration is too harsh, especially in light of the extraordinary steps Ms. Brown has taken to rebuild her life. Transformation should be accompanied by hope. So, I am commuting Ms. Brown’s sentence, subject to certain conditions.”As part of her parole, she cannot violate any state or federal laws and will be subject to a release plan approved by the Tennessee Department of Correction and special supervision conditions, including employment, education, counseling, and community engagement requirements. Brown's parole supervision will continue until August 7, 2029, at which point her sentence will expire. In 2006, she was convicted of first-degree murder, felony murder and aggravated robbery in the killing of Antioch realtor Johnny Allen. She was sentenced to life in prison. At the time of the crime, she was 16-years-old.Advocates have said that Brown, now 30, was a victim of sex trafficking and shot the 43-year-old in self-defense. He was running and got over heated, but he didn’t stop because he didn’t want to let his team down,” said Laurie Giordano, Zach’s mother.Zach, who was a student at Riverdale High School in Fort Myers, Florida, suffered a heat stroke on the football field and died days later in the hospital in July 2017.“I not only lost my son in that moment, but I lost whatever future he would have had,” Giordano said.She said Zach would have graduated this weekend with the rest of his class. Instead, she is keeping her son’s legacy alive.“His entire life, he has been a protector, that’s just who he was.
