SAN DIEGO (KGTV) — San Diego County reported 284 new coronavirus cases on Thursday, 69 of those cases connected to San Diego State University.Thursday's reported cases bring the region's total to 41,608 cases.Since the fall semester started on Aug. 24, San Diego State has reported 509 confirmed COVID-19 cases and four probable cases. SDSU has also banned fraternity events and instituted several policies to slow the spread of the virus, including hiring security to patrol the campus after hours, document violations, and report to staff who handle disciplinary action. Greeters, or wellness ambassadors, are also on campus to remind students of COVID-19 policies.Violation of the policies can result in suspension or in extreme cases, expulsion.Thursday, the California State University system, which includes SDSU, announced that course would continue to be held mostly online in Spring 2021, with certain limited instances for in-person classes."We have learned from experience that announcing this decision now will allow faculty and staff to continue or start professional development to be even more effective in the virtual space. We also know that deciding now will allow our students and their families time to plan appropriately. This decision is the only responsible one available to us at this time," says CSU Chancellor Timothy White. SAN DIEGO (KGTV) — San Diego County officials warn we may officially drop into the dreaded, most restrictive, purple tier next week due to the rising COVID-19 case rate.“This is not a rollback, this is a devastation,” said Jon Weber, co-owner of Cowboy Star Restaurant and Butcher Shop in the East Village. “The same metrics that work in smaller counties don’t necessarily work in larger counties.”Under the state’s purple tier, restaurants would have to close indoor dining and move outside. Right now, in the red tier, they’re allowed to operate inside at 25% capacity.“We’re on 10th Avenue, we don’t have any space to put any outdoor seating, we’re on a busy street,” said Weber, who got through the first shutdown with PPP money, which is now gone.“If we close, we may never open again,” he said. “The idea of laying off 50 employees right before the holidays is pretty hard.”Other restaurants able to operate outside worry rain and cold weather will keep customers from dining outdoors.“There’s going to be challenges with cold weather, some of this stuff is just out of our control,” said Cesar Vallin, the managing partner at Cloak & Petal. “If you stay open, now you’re opened illegally, now you open yourself up to lawsuits from staff, ABC can come in and take your liquor license.”Like Weber, Vallin also worries about layoffs when moving from the red to the purple tier.“It’s not a light switch, I have to lay everybody off properly and then bring people back on, and not everybody comes back,” said Vallin. “There’s no support from the government, they’re still asking us for employment taxes, they’re still asking us for sales taxes; It’s a major letdown.”Under the red tier, gyms and fitness centers can operate inside at 10% capacity.Scott Lutwak, the founder and CEO of FIT Athletic Club, said that capacity is already a difficulty at his five locations across the county.“We’re mortified at the concept of moving into that purple tier, which represents us at zero capacity, being closed 100 percent,” said Lutwak.“We’ve been conducting classes outside regardless of weather, but now it gets dark earlier,” he said. “In our facilities, we have millions of dollars’ worth of really extensive equipment that can’t be brought outside because as soon as you bring it outside with saltwater air, you can’t bring it back inside.”He said right now he does not plan on shutting down inside or moving equipment outside.“As long as I feel like I can provide a safe environment for my employees and safe environment for my members, which we have proven we’re able to do so, I think we have every intention on keeping our doors open until we’re forced to do otherwise.”Lutwak said he believes his centers are essential, and therefore should be able to remain open.“We’re providing rehabilitation services, we consider our facilities as essential, and we have sent some letters out to each of the mayors in the cities where we’re conducting business,” he said he has yet to hear back.Besides restaurants and fitness centers, houses of worship, movie theaters, museums, zoos, and aquariums would also have to end indoor operations.San Diego County will find out next week if we have officially moved back into the purple tier. 3240

SAN DIEGO (KGTV) — San Diego Police are warning parents in the Carmel Valley area after a man reportedly exposed himself to students walking to school Tuesday.Police say a man was in the passenger side of a parked car on Carmel Creek Road, and exposed and touched himself inappropriately with the car door open. SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer, Police Chief David Nisleit, and city councilmembers announced Monday that police would stop the use of a hotly criticized use-of-force technique.Nisleit says he will direct officers in a memo Tuesday to end the use of the carotid restraint procedure, following a weekend of nationwide protests against police violence.“It’s the right thing to do for the community and it’s the right thing to do for our officers," Chief Nisleit said. “Some will say it’s taking away a tool, I say it’s adding a layer of protection."According to the City of San Diego, the department joins a growing number of agencies throughout the nation that have halted the use and training of the carotid restraint. And I'm reluctant to take an option like that away because when it's applied properly, it's probably one of the most effective tools we can use out there," Sheriff Gore said. "The alternative would be a use of force impact weapon, like a club, Tazers — which carry with their own danger with them ... I think it's frequently confused when you see incidents like in Minneapolis."Councilmember Monica Montgomery applauded the move as a much-needed first step in action to provide police reforms.“I am thrilled with this tangible action taken by Mayor Faulconer and Chief Nisleit to ban the use of the carotid restraint. The in-custody death of George Floyd, that sparked nationwide outrage and protest, has further underscored the need for accountability and transparency measures," Montgomery said. "Community organizations, such as the Racial Justice Coalition, the NAACP and the Coalition for Police Accountability and Transparency have long advocated for the ban on this — sometimes deadly — use of force."Mayor Kevin Faulconer has also directed three city advisory bodies to hold emergency meetings to discuss the strengthening of community and police relations. The bodies will also discuss de-escalation policies, according to the city. “We are watching the hurt and pain so many people are expressing after the tragic death of George Floyd, and are committed to taking new actions to make sure something like this doesn’t happen in San Diego,” Mayor Faulconer said.“That starts today with the police chief’s decision to immediately stop this particular restraint that has led to so much concern and frustration by many in our minority communities. It also has a staggering number of veterans who don’t have a place to liveAnd, even more alarming is the number every year who take their own lives.As ABC 10News Anchor, Kimberly Hunt explains…a non-profit in San Diego lead by, and staffed by, veterans is looking to change that.There are an estimated 1,100 homeless vets on the streets of San Diego. Statistically they commit suicide at a rate of 1.5 times higher than the general population.Kyle Drake is president of Cammies and Canines Sanctuary… a veteran owned, faith bases non-profit helping veterans by providing, among other things transitional housing, structure, and therapy.On this sprawling ranch in Dulzura, they’re given an opportunity.But Cammies and Canines Sanctuary under the importance of companionship. It pairs each veteran with a rescue dog which has been schooled by their master trainers as a service animal.Kyle’s construction company builds tiny homes on the property for each vet to have a sense of place. Tony’s pest control company, Mosquito Joes trains interested veterans to work in the pest control industry, and everyone is given a sense of responsibility and respect.
