ZHOUQU, Gansu, Aug. 19 (Xinhua)-- More than 1,700 mudslide evacuees presently residing at schools in Zhouqu county of northwest China's Gansu Province are to be relocated as students will start the new semester soon, local authorities said Thursday.More than 400 households, altogether over 1,700 people, will be moved to Shachuan Village, in western of the mudslides-leveled county, said Yang Jianguo, head of the Civil Affairs Bureau of Gannan Tibetan Autonomous Prefecture which administers Zhouqu.The people are now living in dormitories and classrooms of three local schools, namely No.1 High School, No.1 Junior High and No. 3 Junior High. With students coming back from their summer vacation, the schools could no longer be used as settlement areas.More than one thousand tents will be erected at the new settlement zone covering an area of 67 mu (4.5 hectares), with three tents for each family, said Yang."They probably will have to spend the winter there so winter tents will be used," said Yang.The devastating mudslides which hit on Aug. 8 have claimed 1,364 lives with 401 people still missing as of 4 p.m. Thursday.Work crews will level the ground, ensure water and electricity supply and build lavatories from Aug. 21 to 23. They will start setting up tents on Aug. 24, said Yang.The new semester for junior school students and pupils will begin on Aug. 25 and senior high students will be transferred to other cities in the province, and start the new semester in early September.

KHARTOUM, July 4 (Xinhua) -- Chinese Special Envoy to Darfur Liu Guijin on Sunday urged the parties of the Darfur conflict to work to find a peaceful solution for the conflict through the Doha negotiating forum."The only way to resolve the problem in Darfur is through peaceful negotiations, through the political process, any boycotting of the political process, any choice of remaining outside the political process is not acceptable, is not conducive to peace and to the resolution of the problem," Liu Guijin told reporters after meeting with Ghazi Salahuddin, Sudan government official in charge of the Darfur file, Sunday in Khartoum.The Chinese official stressed China's support to Doha peace talks, saying that "we have been consistent in supporting the political process in Doha. All parties should get on board."He further urged the international community to support Sudan to find a peaceful settlement to the Darfur issue, saying that "it is time for the international community to work closely together with the government of Sudan, with all the relevant stakeholders, to have a peaceful resolution."Liu, meanwhile, reiterated China's supportive stance for peace in Sudan, in both its north and south, saying that "we will continue to be the development partner of Sudan, all of Sudan, not only in the north, but also including the south. We are ready to work with all the stakeholders to peace, not only in Darfur, but also to the southern Sudan issue."The Chinese official said his visit to Sudan tended to exchange ideas with the Sudanese authorities and discuss the future strategies regarding south Sudan referendum.

UNITED NATIONS, June 29 (Xinhua) -- A veteran Chinese diplomat and an expert of international law, Xue Hanqin, was elected judge of the International Court of Justice here Tuesday.Xue, a member of the International Law Commission, was elected by the UN General Assembly and the Security Council in separate voting.Xue won all 15 votes in the Security Council on Tuesday morning, Claude Heller, the Mexican UN ambassador who holds the rotating Security Council presidency for June, announced after the 15- nation Council cast the secret ballots.Heller, at the open Council meeting, also read a letter from the president of the General Assembly, Ali Treki, who said that Xue won a majority of votes in the 192-nation UN body.Xue "was elected member of the International Court of Justice," Heller said.The election was conducted under the relevant Security Council resolution to fill the vacancy after Judge Shi Jiuyong, a Chinese, resigned on May 28.She is the only female among the 15 judges of the International Court of Justice, and the third Chinese to serve on the Court.Xue told reporters here that she thanked all those who voted for her and said that she will carry out her duty under the UN Charter and the Statute of the Court.

  

BEIJING, July 13 (Xinhua) - The Chinese education ministry Tuesday ordered education authorities and schools in flood-hit regions to ensure the safety of students against floods and flood triggered disasters.The ministry ordered all necessary measures be taken to guarantee the safety of students, including suspending classes, rescheduling exams, relocating classrooms to safer areas, and other actions.Also, according to the ministry, school buildings in flood-hit regions could only be put back into use after examination and approval by authorities, so that no student is endangered by the possible collapse of flood-soaked school buildings.Rainstorms and the floods that followed left 107 people dead and 59 missing in ten provinces and municipalities -- mostly along the Yangtze River, as of Tuesday afternoon.The education ministry also cautioned against accidents involving students during their summer vacations, such as drowning while swimming and contracting food poisoning.

  

BEIJING, July 29 (Xinhua) -- China's work safety authorities will investigate and crack down on manufacturers operating illegally in the coming three months, the Work Safety Committee Office under the State Council, China's Cabinet, said Wednesday.Accidents in manufacturing plants have dropped this year, but illegal operations still pose a grave threat to workplace safety, accounting for about 55 percent of the accidents above "relatively major" level, said a statement from the office.An accident above "relatively major" level referred to a case in which three or more deaths are involved, ten or more are seriously injured or an economic loss above 10 million yuan (1.48 million U.S. dollars) is caused.The crackdown beginning from Aug. 1 will focus sectors including mines, transportation, construction sites, manufacturers of dangerous chemicals, fireworks plants and smelting sector, said the statement.Illegal operations mainly refer to manufacturers that run without permits or run with insufficient or overdue permits and against safety production laws and codes.
