SAN DIEGO (KGTV) - The Secretary of the Interior stated in no uncertain terms in a letter sent to the San Diego County Board of Supervisors Thursday federal law supersedes state law. This was in reference to an ordinance the San Diego County Board of Supervisors passed in November banning recreational shooting, saying it was unconstitutional.Currently the law states you can shoot at targets on BLM land, "as long as it is done in a safe manner, without damaging natural resources or improvements on public lands." There is a section that states you may not fire any plastic pellets, exploding, tracer or steel core rounds. He also said the board never spoke to the federal government."When he [the Secretary of the Interior] found out the entire department said no this isn’t something we’re going to stand by at all," Schwartz said. "The gun owners consider this a huge win, it shows what activism can do and when people band together and get involved we can stop unconstitutional regulations by elected officials abusing their power," he said, adding he hopes to see the ordinance removed from the books. 2485

SAN DIEGO (KGTV) -- The parents of more than 600 migrant children still haven’t been found, more than two and a half years after thousands of children were separated from their parents at the border.The separations happened from 2017 to 2018, as part of President Trump’s zero tolerance policy.According to a tweet from the ACLU, the parents of 666 migrant children have not been found, that number is over 100 more than what was reported during a court hearing in late October.The zero tolerance policy started in 2017, when over 2,700 children were separated from their parents after crossing the U.S. - Mexico border. The policy was ended by San Diego federal Judge Dana Sabraw in 2018.Last month, the same judge asked the Trump administration to do more to help find the children’s parents.Richard Villasana is the founder of Forever Homes for Foster Kids, a San Diego charity that helps locate families of children in the U.S. foster care system, often times working in Latin American countries.“Some of these children will never be reunited with their parents because there was just not enough information to work with,” says Villasana.The ACLU says the children’s parents are believed to be in their home countries. Villasana says the process of finding relatives in other countries is very complicated, often times only having a last name or a city to work with. Other times, Villasana says, volunteers have to depend on the child’s memory for information, which can be challenging if they are too young.“Depending upon their age, they’re probably not going to be of any help to help the attorneys with ACLU and those non-profits to connect them to their parents,” explains Villasana.As reunification efforts continue, Villasana expects that it will be years before these children’s parents are found and he says it’s likely some will never be located.Another court hearing is scheduled in San Diego on December 4th. 1932

SAN DIEGO (KGTV) -- The plaques at the Hillcrest pride monument have been restores after being vandalized in February. According to the Hillcrest Business Association, the repairs cost roughly ,500. All the money came through donations from local businesses, the association said. The plaques were vandalized in early February. Pictures show faces and the pride flag scratched out. SAN DIEGO (KGTV) -- The woman who stole a car with two children inside before driving to the U.S-Mexico border in 2018 has been sentenced to 13 years in prison. Police say Leslie Esparanza Saenz, 27, stole a car with an 8-year-old and 3-year-old inside outside a Cricket Wireless store on the 200 block of Euclid Avenue April 9, 2018. According to police, the children’s father parked the gold Hyundai Excel outside the store and went into the business by himself, leaving the vehicle unlocked. Moments later, Saenz got into the car and drove off on Imperial Avenue. RELATED: Not guilty plea from woman accused of stealing car with children insideThe vehicle was spotted later that afternoon when the Hyundai arrived at the San Ysidro Port of Entry. There, federal agents who had gotten a be-on-the-lookout bulletin regarding the auto theft and kidnapping took the driver - who was later identified as Saenz -- into custody without incident. Authorities then reunited the children, who had suffered no injuries during the ordeal, with their father and returned his car to him, Roman said. 1096

SAN DIEGO (KGTV) -- The San Diego Tunnel Task Force have released images showing what they say is a sophisticated drug smuggling tunnel that leads from Tijuana to a warehouse in Otay Mesa.Federal agents made the discovery Thursday, March 19, as part of an investigation into a transnational crime ring suspected of smuggling narcotics into the U.S. via a cross-border tunnel. The U.S. exit point was discovered subsequent to the execution of the warrant, the task force said.Agencies from the U.S. and Mexico located a 2,000-foot underground from a warehouse in Tijuana, Mexico to a warehouse in the Otay Mesa area of San Diego, according to the task force. The tunnel has an average depth of 31 feet and is three-feet wide through most of the passageway, according to authorities. Authorities estimate the tunnel to have been in existence for several months.The task force described it as having advanced construction including reinforced walls, ventilation, lighting, and an underground rail system. Authorities seized an estimated .6 million in mixed drugs including 1,300 pounds of cocaine, 86 pounds of methamphetamine, 17 pounds of heroin, 3,000 pounds of marijuana and more than two pounds of fentanyl.According to the task force, the seizure is the first time "in San Diego’s history where five different types of drugs were found inside a tunnel."The tunnel has an average depth of 31 feet and is three-feet wide through most of the passageway.“I’m proud of the excellent work performed by Homeland Security Investigations (HSI) agents, as well as U.S. Border Patrol and Drug Enforcement Administration agents as integrated partners of the San Diego Tunnel Task Force.
