Harb Sheets, who is registered without party preference, has worked in private practice since 1994 and as a staff psychologist at the consulting firm Workplace Guardians Inc. since 2000.Her position does not require Senate confirmation.Brown appointed Debra Reed, 62, to the California Horse Racing Board of Directors. Reed, who is registered without party preference, held several positions at Sempra Energy from 2010 to 2018, including executive chairman, chairman, president and CEO and executive vice president.Reed held several positions at San Diego Gas and Electric and Southern California Gas Co. from 2000 to 2010, including president and CEO, president and chief operating officer and president and chief financial officer, and is a member of the boards of directors of Rady Children Hospital Health Center; Caterpillar Inc.; Chevron Corp.; and State Farm Mutual.Reed's appointment require confirmation by the state Senate.The compensation for both positions is 0 per diem. 1179

SAN DIEGO (CNS) - A San Diego man was sentenced Thursday to nearly four years in federal prison for his role in a scheme that took millions of dollars from U.S. servicemembers by utilizing stolen identity information.Trorice Crawford, 33, pleaded guilty last December to one count of conspiracy to launder monetary instruments for his part in facilitating the thefts of funds from thousands of military members' bank accounts.U.S. District Judge Orlando Garcia imposed a 46-month sentence and also ordered Crawford to pay 3,700 in restitution. He will also be placed on three years of supervised release after completing his prison term.According to the Department of Justice, the scheme began when co-defendant Frederick Brown, 38, of Las Vegas, was working as a civilian medical records administrator at a U.S. Army installation in South Korea.Prosecutors say that while logged into an Armed Forces database providing the names, social security numbers, DOD ID numbers, dates of birth and contact information of thousands of military members, Brown obtained the servicemembers' personal information and gave that information to one of his co-defendants.Crawford's role involved recruiting at least 30 people who allowed the defendants to funnel the stolen funds into their bank accounts, according to the Department of Justice. He also oversaw transfers of the money to co-defendants overseas.For his part, Crawford took a percentage of the stolen funds. The DOJ said the defendants took between ,000 to ,000 from each victim.Brown has also pleaded guilty and is slated for a September sentencing, while three other defendants are in custody in the Philippines and are awaiting extradition to the United States on charges of conspiracy, wire fraud and aggravated identity theft. 1796

SAN DIEGO (CNS) -- A San Diego man who allegedly had Molotov cocktails in his possession at last month's La Mesa police brutality protest is facing federal charges, the U.S. Attorney's Office announced Tuesday.Zachary Alexander Karas, 28, is charged with possession of an unregistered destructive device for allegedly having two glass bottles containing gasoline and wicks while at the protest, which began May 30 and carried over into the morning of May 31.According to the charging document, officers spotted Karas and his girlfriend sitting on the pavement at the corner of Allison Avenue and Spring Street at around 2 a.m. May 31.Karas was arrested for not leaving the area after dispersal orders were given by law enforcement, following the declaration of an unlawful assembly, according to the complaint.In an interview with law enforcement, Karas allegedly said "he brought the Molotov cocktails to the protest at the police station because he intended to use the Molotov cocktails to set fires, but ultimately did not cause any fires."Fires were set at the Chase and Union Bank branches and Randall Lamb Associates building near the site of the protest, but the complaint does not allege Karas set any of the fires sparked following the protest."The Constitution strongly protects the First Amendment right of all to speak out and peacefully protest," said U.S. Attorney Robert Brewer. "My office is committed to protecting that First Amendment right."Violence, however, by a relatively small number of opportunists who sought to wreak havoc, destroy property, and threaten the safety of peaceful protesters will not be tolerated." 1647

  

SAN DIEGO (CNS) - Assisted by San Diego officers, Los Angeles police Friday morning arrested social media personality Raymundo Diaz on suspicion of sexual assault.Diaz, 33, who is known online as Ray Diaz, was arrested by detectives with the Los Angeles Police Department's Robbery-Homicide Division's Special Assault Section about 5 a.m. in San Diego, according to the LAPD."Proud of our elite RHD who pursued this relentlessly," Chief Michel Moore tweeted Friday evening. "Their work brings a small measure of justice."Moore also thanked the public for their concern regarding the case."We are better when we share the responsibility of making sure every member of our community is safe," Moore tweeted.San Diego police assisted in the arrest of the Hollywood resident, the LAPD reported.Details about the alleged assault were not released, but according to media reports, an investigation was launched after videos surfaced that appeared to show him assaulting an underage teen girl he was reported to have been dating.The 16-year-old alleged victim said in an interview with "DramaAlert" YouTube channel host Daniel "Keemstar" Keem she had been dating the 33-year-old Diaz for the past 18 months while she was underage and was emotionally and physically abused.On July 5, the alleged victim's mother posted a video clip to her daughter's Instagram page that showed Diaz screaming at the teenager, Newsweek reported.Keem posted a longer version of the clip that showed Diaz yelling at the girl and saying she should "kill herself" and "die."The teen and her mother said they have both filed restraining orders with the Los Angeles Police Department, Newsweek said.Diaz, who has claimed the video depicted an acting exercise and not an actual assault, was being held in lieu of 0,000 bail, according to the LAPD.In June of 2018, Diaz was arrested on domestic violence charges for scratching and bruising his girlfriend at the time. SAN DIEGO (CNS) - Circulate San Diego released a report today detailing how cities in southern San Diego County can make progress toward eliminating traffic deaths.The report outlined ways in which Imperial Beach, National City, Chula Vista and Coronado can prevent fatal traffic accidents by making improvements to the cities' most dangerous intersections and roadways.Circulate San Diego suggested the cities should take steps to calm traffic flows like restriping roadways to narrow them and reduce speeds. Circulate also recommended that the highlighted cities should asses driving behaviors that lead to serious injury and fatal car accidents and work with local law enforcement officers to target those behaviors through education and traffic law enforcement."Every city has room for improvement to make streets safe and we look forward to working with each South County city to save lives,'' said Maya Rosas, co-author of the study and the organization's director of policy.The report is part of the organization's participation in the Vision Zero campaign, which aims to eliminate fatal traffic accidents altogether. Circulate San Diego and the city of San Diego have already set a goal of eliminating traffic deaths in the city by 2025.The organization made similar recommendations to the city of San Diego last year and the city subsequently repaired its 15 most dangerous intersections. San Diego Mayor Kevin Faulconer announced plans last month to make safety improvements to 300 more of the city's intersections, with the first 50 expected to be finished by the end of 2020. 1595
