SAN DIEGO (KGTV) People across California will soon be able to use an app to notify or find out if they have been exposed to COVID-19.The CA Notify system was launched on the campus of UC San Diego in September. Monday, Governor Gavin Newsom announced the tool would be available on Google and Apple devices statewide beginning on December 10th.Dr. Christopher Longhurst, Chief Information Officer for UC San Diego Health, says the tool helps stop the spread of the virus on campus."While San Diego case rates have surged from 3 to 6 percent, our campus has fortunately remained a safer place with our students and employees testing positive at less than 1 percent," said Dr. Longhurst.Philip Tajanko is a freshman at UCSD. He signed up for the app shortly after arriving on campus in September."I figured that I might as well download the app just in case," said Tajanko.Tajanko tested positive for the virus in October."Outside of the people I directly informed by giving them a phone call or text, it did give me some peace of mind knowing that I could just send out this blanket alert that would notify anyone that I had been in contact with but don't have their phone number," said Tajanko.The system uses smartphone technology when a users' phone is within close proximity to another user for an extended period."You're not going to get an exposure unless your phone is within 6 feet of someone else's device for greater than 15 minutes cumulatively," said Dr. Longhurst.The governor stressed the app is opt-in, 100% private, secure, and does not track location.It has been effective. Even if we don't have tens of millions of people participating in this program, the more people who opt-in, the more effective it can be," said Governor Newsom. 1759

SAN DIEGO (KGTV) --More homeless camps are popping up near a dog park in normal heights. Frustrated neighbors say they're leaving trash, dirt, and causing trouble."They frequent this little corner right here," said Bernie Polanco, who lives in the neighborhood.It's likely one of the first things you'll notice at the corner of 40th and Madison Avenue.  Trash, tarps, and blankets--all signs of homeless camps in the area."I really feel like it's hurting our community, hurting our little neighborhood," Polanco said.A neighborhood just down the street from the dog park at Ward Canyon Park.  There are mounting frustrations about more homeless popping up at this dead end street and bringing crime."They were trying to find unlocked cars," Polanco said.  The problem seems to be getting worse."One possible reason, neighbors say, is construction equipment from a city contractor and vehicles parked in the street that the homeless convert into living spaces."They would attach tenting and tarp(s) to the semi-trucks or the equipment, the tractors to make temporary shelters at night and before the workers would get here in the morning, they would tear them off," Polanco explained.The combination of so many young families and people walking their dogs add more concerns for neighbors."My radar is a little more attuned," said Jeremy Dawsey-Richardson, who lives in a white house on the corner.His house may be closest to the problem, but his attitude is far different. He has a unique perspective to this complex issue because he happens to work at the San Diego Rescue Mission downtown."I've spoken with the owner of those belongings and we've talked about it," Dawsey-Richardson explained. "He's working on finding another place to place them." He says he's seen it all in his nine years living here from public urination to fights, but has also seen the homeless sweep the streets and feed his dog when it got out."Once you begin to engage and get in conversation, the stereotypes come down," he said."I think people historically ask the question, 'What's wrong with you rather than like, 'What happened to you?'"But Dawsey-Richardson stresses the importance of addressing the real issue...affordable housing."Where are people going to stay that they can make life work?" he said. UPDATE: The city of San Diego reached out to us with the following statement:  "In regards to your story on the equipment at 40th & Madison, it’s from a contractor on a City job. SAN DIEGO (KGTV) --Concertgoers have questions about show refunds with tickets bought from third party vendors.Danny Memeo is one of those people. He went to Kaaboo in Del Mar last year. It was a special time for him and his wife, Kelly.“We got to see Tom Petty right before he died, so we're super thankful,” Memeo said. They had a great time, so decided to go again this year.“So we got the tickets, and then all this stuff happened,” Memeo said.He bought the tickets through Vivid Seats. It cost roughly ,800 for their entire family. “That’s a lot for anybody,” he said.Meanwhile, his family got devastating health news. Kelly’s cancer returned. Danny said her prognosis is not good, with an estimated 12 months left to live.“[We’re] thankful for 12 months, thankful for family,” Danny said. “But wow, what a difficult year for a lot of people.”Back in July, Kaaboo officially announced there would be no event this year. “All pass holders will have the option for a full refund,” said a statement on its website.Because Danny’s family bought tickets through a different site, it’s a different story. As of Monday morning, he did not have any luck getting his money back.“They just said… when it does get rescheduled, you’ll get those tickets and you can sell them if you don’t want them,” Danny said the company told him.Vivid Seat’s website said that if an event is canceled, customers “will receive a Rewards Cash loyalty credit for 110% of the full value of your order total.”For postponements, customers “will need to hold onto [their] tickets for now.”Team 10 contacted Vivid Seats and informed them of the Memeo family’s situation.A spokesperson said they would refund them immediately.“Vivid Seats was happy to refund Kelly. At Vivid Seats we have refunded thousands of orders totaling tens of millions of dollars since the global pandemic shut down all live events in America. We have also provide an over million dollars in extra store credit to customers during this difficult time. As one of the few marketplaces still offering a full cash refund, Vivid Seats is communicating with each consumer once an event is canceled.” 2151

  

SAN DIEGO COUNTY (KGTV)— Many residents in San Diego County woke up to a big mess after yesterday’s storms brought in the steady rain. Many people witnessed an early morning recovery mission in San Diego Bay Sunday. A 30-foot boat was found partially underwater at La Playa Cove near Shelter Island. San Diego Harbor Police believed no one was inside. But, a friend of the boat owner thought last night’s weather and rough waters might be the reasons it sank.“They may have come in last night during the storm and coming in, the boat sank on them,” friend of the boat owner, Jeff Gough said. Meanwhile, in North County, a large pine tree toppled down onto Eldorado Drive in Escondido.“There was room for like one car width for people to go around it,” homeowner Richard Bensinger said. Bensinger remembered when he planted what was a tiny Christmas tree in his front lawn 15 years ago. It has since grown to be more than 30 feet tall. Bensinger was shocked it came down this morning. He knows now, not to underestimate the power of mother nature.“It was angled a bit, but the roots were spread all over the place. So I'm surprised it actually fell over, but it’s just been so wet and muddy out there, and as you can see, all that mud pulled the whole thing over,” Bensinger said. He now has to live with a pile of pine chunks on his front lawn until county crews come to pick them up. Still, he is relieved no one was hurt.“I’m glad it didn’t fall onto somebody as they were falling down the street,” Bensinger said. The next storm is headed to San Diego County on Wednesday. SAN DIEGO (KGTV)- Many Americans say cell phone are their lifelines. But what happens when yours breaks? Whether for convenience or for price, third-party repair shops are the choice for many customers. Unfortunately, some Apple users with the latest phones say they're not able to go to third-party shops. Four years ago, Christopher McQueen said he found the perfect niche business. “People are always breaking their phones, late at night,” McQueen said.He is the owner of Mobile Cell Doctors. Any brand, any phone, any version. He will come to you and fix your phone.“To be able to fix your phone in 10 minutes, versus a 3-hour fiasco at Apple, it was a need that was definitely there,” McQueen said. He said he can fix any hardware problems, except on the most recent iPhone models - iPhone 8, 8 Plus and X.Just recently, iPhone 8 user Lucas Peckham went to McQueen to get his broken screen replaced. His choices were 0 with McQueen or 9 at the Apple Store. He chose the cheaper, more convenient option.Peckham said everything was flawless until one morning, he woke up to a phone with a frozen screen. He could not swipe, touch, type, or do anything with his device. Peckham said it happened after his phone automatically updated overnight, installing the Apple 11.3 Software.McQueen said he was suddenly inundated with calls from all of his previous iPhone 8 customers. “It’s been a nightmare,” McQueen said. He said he had fixed about 100 iPhone 8’s in the last six months. He suggested to his customers, to do what they hoped to avoid by going to him in the first place - go to the Apple Store. But Peckham said, when he showed Apple the problem, he was told, because he previously used a third-party repairman, they could not repair it. Instead, he had to replace it with a brand new screen for 0 - or buy a whole new phone. “I totally felt screwed,” Peckham said. With no other option, Peckham said he gave in, spending six hours at the Apple Store, and paying up the 0. “It was basically a way for Apple to create kind of a monopoly on the iPhone screen,” Peckham said. Last month, California became the 18th state to introduce a “Right to Repair” Bill, which would require electronics manufacturers to make repair information and parts available to owners and third-party repair shops.McQueen hopes this legislation passes, so mom-and-pop business owners like him also get to have a piece of the pie. “I would love to fix those,” McQueen said. “But until they release the software to run the phones that would allow third-parties to work on those devices, we can’t fix them.”10News spoke to Apple, who said they do work with Authorized third-party dealers that are not Apple Stores. Those specific repair shops have all the latest repair equipment and gadgets to fix all hardware and software problems.  2965
