HAIKOU, Dec. 16 (Xinhua) -- China will actively push forward maritime cooperation with the 10 members of the Association of Southeast Asian Nations (ASEAN) in light of the guidelines on conduct in the South China Sea, a Foreign Ministry official has said.Assistant Foreign Minister Liu Zhenmin made the remarks during an international seminar on implementing the Declaration on Conduct of Parties in the South China Sea (DOC) and maintaining the navigational freedom and security of the waterway.Early next year, China will hold a senior officials' meeting and working group meeting with ASEAN countries on the implementation of the 2002 Declaration on the Conduct of Parties in the South China Sea (DOC), Liu said in an interview with Xinhua on the sideliens of the seminar held in Haikou, Hainan Province, from Dec. 14-15..The senior officials' meeting is a guiding mechanism for implementing the DOC at governmental level. WASHINGTON, Oct. 18 (Xinhua) -- Heart failure (HF) hospitalizations dropped 29.5 percent nationally over the past decade, according to a study by Yale physicians to be published Wednesday in the Journal of the American Medical Association.The risk-adjusted rate of heart failure hospitalization fell from 2,845 to 2,007 per 100,000 person-years from 1998 to 2008 in a fee-for-service Medicare claims analysis by Dr. Jersey Chen of Yale University and colleagues.The team also found that the rate of hospitalization for black men dropped at a lower rate, and that one-year mortality rates declined slightly during that period, but remained high.HF imposes one of the highest disease burdens of any medical condition in the United States and the risk increases with age. As a result, HF ranks as the most frequent cause of hospitalization and re-hospitalization among senior Americans. HF is also one of the most resource-intensive conditions, with direct and indirect costs in the United States estimated at 39.2 billion U.S. dollars in 2010.The study showed that the HF hospitalization rates varied significantly from state to state. The decline in the hospitalization rate from 1998 to 2008 was significantly higher than the national average in 16 states and significantly lower in three states (Wyoming, Rhode Island and Connecticut).Chen and his team also found that risk-adjusted one-year mortality decreased from 31.7 percent to 29.6 percent between 1999 and 2008, a relative decline of 6.6 percent, with substantial variation in different states."Because of the substantial decline in HF hospitalizations, compared to the rate of 1998, there were an estimated 229,000 fewer HF hospitalizations in 2008," said Chen in a statement, adding that with a mean HF hospitalization cost of 18,000 dollars in 2008, this decline represents a savings of 4.1 billion dollars in fee-for-service Medicare."The overall decline in the heart failure hospitalization rate was mainly due to fewer individual patients being hospitalized with heart failure rather than a reduction in the frequency of repeat hospitalizations," said Chen.

WELLINGTON, Oct. 17 (Xinhua) -- Parents wanting to help their children avoid asthma and other allergies are being told to give their toys a frosty reception by sticking them in the freezer.Medical scientists in New Zealand and Taiwan have discovered that freezing children's soft toys can kill almost all house dust mites (HDMs), the microscopic bugs associated with a range of allergies, including asthma.Other effective remedies for killing HDMs, commonly found in children's soft toys, were tumble drying and washing with eucalyptus oil and detergent, the scientists from New Zealand's University of Otago and Taiwan's Changhua Christian Hospital found.HDMs were strongly associated with the development of asthma in children, and the severity of asthma was in proportion to the number of house dust mites a child was exposed to when sleeping with soft toys, said a statement from the university Monday."Children frequently sleep with their favorite toys close to their airways and this may be important for HDM-sensitized asthmatic children," said University of Otago Associate Professor Rob Siebers.The scientists tested the three different cleaning methods on 36 toys divided into three groups of 12.Freezing toys for at least 16 hours at minus 15 degrees centigrade resulted in a 95-percent reduction of HDMs, as did soaking in an emulsion of eucalyptus oil and liquid detergent for one hour before rinsing and drying.Hot tumble drying for one hour reduced mites by 89 percent, the study found."Washing and soaking with eucalyptus oil and detergent is very effective in not only reducing live mites, but also reducing house dust mite allergens, compared to freezing and tumble drying," said Siebers.Ten of the 12 toys cleaned this way showed no live mites at all.Siebers said all three methods were more effective than just washing toys, because water needed to be above 55 degrees centigrade to kill HDMs, but this usually damaged the toys."My advice for parents is to either tumble dry for one hour, or freeze the soft toy overnight, and then wash it in a cold wash to remove any allergens."Siebers said the thickness of the material used in making the toys could alter the effectiveness of the three methods.The scientists would conduct further research to determine how quickly HDMs recolonized soft toys and how often toys should be treated.The study has been published in the European journal, Paediatric Allergy and Immunology.
