SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. SAN DIEGO, Calif. (KGTV) -- Homeless people in San Diego woke up Tuesday morning to find San Diego Police officers going street by street, offering resources. Police officers lined the streets of the East Village. They were going street by street approaching the homeless in their tents. At one point there were at least eight patrol cars on one block. SDPD says their efforts are a part of their ongoing outreach to let the homeless know about the resources available to them in hopes of ending the cycle of homelessness. Most of the homeless received warnings about their property blocking the street or other violations. A few were detained for previous violations. One person was arrested for an outstanding felony warrant. Two people were transported to county mental health. Officers were also letting people know about the new bathrooms installed by the city in hopes of stopping the spread of Hepatitis A. 965
SAN FRANCISCO (AP) — California’s coronavirus cases are surging and health officials say social gatherings and people not wearing masks or keeping their distance are fueling the rise. Yet it’s businesses that are paying the price in the form of revenue-sapping restrictions. Business owners say that’s not fair and some medical experts say they have a point. Dr. Peter Chin-Hong, a professor who specializes in infectious diseases at the University of California, San Francisco, said restrictions targeting entire classes of businesses aren't very fine-tuned and don't address specific activities that are driving the increase. 635
