BEIJING, June 12 (Xinhua) -- Chinese Vice Premier Li Keqiang has said that low-rent and affordable housing construction should be sped up to meet people's basic demands for living.The construction of public low-rent housing seeks to offer middle and low-income urban residents with adequate housing and affordable rents. BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday.The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority.The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations.The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year.The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years.The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns.To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage.The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.

TONGHUA, Jilin, Aug. 10 (Xinhua) -- Rescuers are racing to save 18 miners trapped in a coal mine that flooded due to a deluge that hit the area in northeast China's Jilin Province shortly after midnight Tuesday.More than 2,000 rescuers are pumping water out of the mine through an auxiliary shaft after the entrance of the main shaft collapsed amid rain-triggered floods.Chinese Premier Wen Jiabao has instructed the local government and other related departments to spare no effort in saving the miners' lives.The accident happened at 12:10 a.m. at Hongyuan Coal Mine in the Erdaojiang District of Tonghua, the third largest city in Jilin, said Zhang Dejun, a spokesman for the city government.He said the miners were working below ground to pull out machinery that had been soaked after days of torrential rain, when the flooding occurred.The mine was near the lower reaches of Daluoquangou River, which is swollen after the catchment received 116.2 millimeters of rain Monday."Time is very pressing," Zhang said.Wang Rulin, governor of Jilin Province, arrived at the scene at noon Tuesday to oversee the rescue. Wang visited the families of the trapped miners to hear rescuers' and experts' reports.The Hongyuan Coal Mine has an annual production capacity of 60,000 tonnes and is a township-owned mine. The cause of the accident was not immediately known.Jilin Province has been battered by heavy rain and floods this summer. At least 85 people have died and 66 are missing after floods over the past two months, according to the provincial government.
