ZHENGZHOU, Aug. 16 (Xinhua) -- Chinese authorities began Sunday relocating the first batch of rural residents totaling 10,600 in central Henan Province to make way for one of the three routes of the country's massive South-to-North Water Diversion Project.     The residents in Xichuan County will move to 10 newly-built villages in 10 different counties of Henan, and the project is expected to be finished by Sept. 10, according to the relocation plan designed by the Henan Provincial Office of the South-to-North Water Diversion Project.     They need to move away from the Danjiangkou Reservoir, a water control pivot along the middle route of the diversion project, as the reservoir dam is being heightened to hold more water and ensure water supply for the diversion project, the plan said.     "I am happy to move to a new, larger home," said Zhang Faxiang, whose family was transferred to a new village in Xuchang County Sunday.     He said concrete roads were built in the new village, which are not commonly seen in central and western Chinese villages. The local government has provided tap water, methane gas for them and built primary schools, recreation centers and other public facilities.     According to the relocation plan, more than 320,000 people in Henan and neighboring Hubei Province will move away from the Danjiangkou Reservoir. Hubei authorities plan to relocate 12,000 people this year.     The South-to-North Water Diversion Project, one of the world's largest water project, is an effort to divert water from China's rainy south to its dry north. It has three routes: the eastern, middle and western ones.     The State Council, China's highest governing body, approved the ambitious project in December 2002 after a half century of debate.

Progress has been made on investment cooperation and more joint projects such as lumber processing, resource exploitation and infrastructure construction have been carried out on Russian territories.     In particular, the two countries are pushing forward large-scale oil and gas projects in a steady manner. The launch of the China-Russia oil pipeline project marked a new stage of long-term and strategic cooperation in the oil sector. The two sides will also advance gas cooperation in accordance with a memorandum of understanding on gas cooperation reached in June.     Meanwhile, the two states are fulfilling an outline of regional cooperation between Northeast China and the Russian Far East Area and Eastern Siberia, which envisions prosperous cooperation between border regions.     The economies of China and Russia are mutually complementary and in a critical phase in development. As long as they plan from a long-term perspective, display their strengths and cooperate closely, they will overcome the current difficulties and realize a win-win situation.     BEEFED UP CULTURAL COOPERATION     On Tuesday, Putin and Wen attended an evening gala to mark the 60th anniversary of bilateral diplomatic ties at the Great Hall of the People in Beijing. They also celebrated the success of the Year of Russian Language in China. Putin said that Year of Chinese Language in Russia would see a series of activities that would interest the young, experts and scholars, and fans of the Chinese culture.     During Putin's visit, the two countries also signed a deal on forming culture centers reciprocally, and agreed to further exchanges between students, youth and education circles, as well as stepping up cooperation on tourism, health and care, sports, media and the film industry.     There is reason to believe that, with the efforts by both sides, China-Russia cultural cooperation will yield more fruitful results and lay a solid foundation for the Sino-Russian strategic partnership of coordination.

  

BEIJING, Sept. 8 (Xinhua) -- The Fourth Plenary Session of the 17th Central Committee of the Communist Party of China (CPC) is to be held from Sept. 15 to 18 this year, according to a statement issued Tuesday after a meeting of the Political Bureau of the CPC Central Committee.     The decision was made at Tuesday's meeting, presided over by Hu Jintao, general secretary of the CPC Central Committee.     Participants at Tuesday's meeting discussed a draft document on improving Party building which is to be submitted to the four-day plenary session for deliberation.     The CPC has to improve the Party building to cope with "major development, reform and adjustment in the world" and to better lead all ethnic groups to concentrate on construction and development, the statement said.     To sum up the Party's invaluable experience of strengthening self-building since the founding of the People's Republic of China 60 years ago, and enhance the Party building in the new situation, the CPC should stick to the following principles detailed in the statement:     -- The CPC should be strict with the Party members by conducting strict education, administration, monitoring and self-criticism.     The Party should also make redoubled efforts to improve the Party's work style, build a clean government and fight corruption to maintain its advanced and immaculate nature.     -- The CPC should focus on theological and ideological construction to enable the Party's theory and practice to keep pace with the time and be creative.     -- More efforts will be made to enhance the CPC's creativity, cohesiveness and fighting capacity to guarantee the Party to do a better job in governing and rejuvenating the country, and building socialism with Chinese characteristics.     -- The CPC should stick to scientific and democratic rule and rule by law to make it always a representative of the development requirements of China's advanced social productive forces, the progressive course of China's advanced culture, and the fundamental interests of the overwhelming majority of the Chinese people.     -- The CPC should meet the essential requirements of building the Party to serve the public interests and running the government for the benefit of the people.     -- The CPC should improve itself in an innovative way.
