The struggling retailer announced plans to close another 46 Sears and Kmart stores.The company has already closed more than 100 stores this year -- including the last remaining Sears in its hometown of Chicago -- as it attempts to stem losses.Employees at 13 Kmart stores and 33 Sears stores were notified that their locations would close by November.When Sears and Kmart merged in 2005, they had about 3,500 US stores between them. Gina Potter has been named the 9th San Ysidro School Superintendent in the last five years.In 2013, Manuel Paul resigned on corruption charges. He pleaded guilty two years later and was sentenced to two months in federal prison.The district hasn’t had a permanent superintendent since September when Julio Fonseca resigned amid allegations of financial wrongdoing.Jose Arturo Sanchez-Macias then stepped in but stepped down two months later following questions regarding payments to himself and his predecessor.Parents and teachers in the district say they want results to create a stronger learning environment they say students deserve. 749

Developers of East County’s Fanita Ranch project will try to win over residents at a meeting Wednesday night. 10News first covered the housing proposal in 1999. Fanita Ranch would bring nearly 3,000 homes, a school, parks, and open space. Councilman Stephen Houlahan says the project would bring more money to Santee. “The city needs to grow; that’s just how it is.” Some residents oppose adding more people and traffic. “The traffic getting to and from work is a major issue.” In 2007, the developer submitted a plan that received fierce opposition. 12 years later, they are presenting a new one at council chambers. Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430

(KGTV) — The City of San Marcos is taking action after 10News highlighted concerns by residents in a senior community who said their homes were at greater risk of a wildfire because of untrimmed brush near a creekbed.The city has cleared brush every year along Discovery Road near Lakeview Mobile Estates, but with an upcoming road-widening project scheduled for the area, the city initially told residents it would delay brush trimming along the San Marcos Creek until crews begin grading work, according to HOA Vice President Jim Woodard.That work is scheduled to begin in December."To save a few dollars and put us in this kind of risk, we're completely vulnerable," he said. "It's just a ticking timebomb."The brush, which is now taller than six feet in some spots, is just a few feet from the mobile home community's entrance."This is the only way in and out of the park, so if there's a fire on this side of the park, we're trapped," Woodard said.Resident Lee Katola said many of her neighbors are disabled and would have difficulty evacuating during a fire."I'm fearful. I'm fearful," she said.Woodard added, "It's perfect fuel for a fire. One spark coming over from that grass hits that fence, and we're toast."San Marcos Communications Manager Robin Rockey said the city was aware of the concerns."The City of San Marcos Fire Department spoke with residents at Lakeview Mobile Estates and is working to address their concerns and clear brush along Discovery Street," said Rockey.
