Sears is swinging the ax again. The struggling retailer announced plans to close another 46 Sears and Kmart stores.The company has already closed more than 100 stores this year -- including the last remaining Sears in its hometown of Chicago -- as it attempts to stem losses.Employees at 13 Kmart stores and 33 Sears stores were notified that their locations would close by November.When Sears and Kmart merged in 2005, they had about 3,500 US stores between them. About 900 US stores remain, and more closings are likely."We continue to evaluate our network of stores, which is a critical component to our integrated retail transformation, and will make further adjustments as needed," the company said in a statement.Liquidation sales at some of the stores will start as soon as August 30.Sears has lost .2 billion since 2010, its last profitable year and sales have plunged 60% in that time.The company has been looking at selling assets as a way to raise money. In August, CEO and majority shareholder Eddie Lampert offered to buy the company's Kenmore appliance brand for 0 million, and its Sears Home Services division for between million and million.Lampert said he also plans to negotiate with lenders to try to extend the repayment schedule for some of Sears' debt.Shares of Sears plunged 35% in the week since Lampert's bid was disclosed, and hit an all-time low of .15 a share Wednesday. Developers of East County’s Fanita Ranch project will try to win over residents at a meeting Wednesday night. 10News first covered the housing proposal in 1999. Fanita Ranch would bring nearly 3,000 homes, a school, parks, and open space. Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430

  

SAN MARCOS, Calif. (KGTV) — The City of San Marcos is taking action after 10News highlighted concerns by residents in a senior community who said their homes were at greater risk of a wildfire because of untrimmed brush near a creekbed.The city has cleared brush every year along Discovery Road near Lakeview Mobile Estates, but with an upcoming road-widening project scheduled for the area, the city initially told residents it would delay brush trimming along the San Marcos Creek until crews begin grading work, according to HOA Vice President Jim Woodard.That work is scheduled to begin in December."To save a few dollars and put us in this kind of risk, we're completely vulnerable," he said. "It's just a ticking timebomb."The brush, which is now taller than six feet in some spots, is just a few feet from the mobile home community's entrance."This is the only way in and out of the park, so if there's a fire on this side of the park, we're trapped," Woodard said.Resident Lee Katola said many of her neighbors are disabled and would have difficulty evacuating during a fire."I'm fearful. I'm fearful," she said.Woodard added, "It's perfect fuel for a fire. One spark coming over from that grass hits that fence, and we're toast."San Marcos Communications Manager Robin Rockey said the city was aware of the concerns."The City of San Marcos Fire Department spoke with residents at Lakeview Mobile Estates and is working to address their concerns and clear brush along Discovery Street," said Rockey. "The fire department is working on setting a time for the next clearing."Late Thursday, Rockey said the city would clear the brush by Wednesday of next week.The 214-acre San Marcos Creek Project will include two new bridges, a park, and will widen Discovery Road to four lanes.
