Remember when we used to make plans? It was so long ago now you may not remember, but we actually used to start booking our holiday travel in the summer before prices rose to unaffordable levels. That’s right: We could predict what the world would be like months in advance back then.Times have certainly changed; now, some travelers are starting to wonder whether and how to plan for the holidays. Does it make sense to buy plane tickets? What about using points and miles? And what are the chances of a second (or is it third?) wave of the pandemic?I’ve spent the last few months wading through COVID-19 travel policies, spreadsheets full of airfare and hotel data and other boring industry effluvia so you don’t have to. And I’ve got a few nuggets of advice for anyone thinking about booking holiday travel.For starters: Why rush?Should I book now?Years of conditioning have taught us all the perils of waiting until the last minute. But if you haven’t noticed, this year is not like the others, and travel demand is unlikely to reach normal no matter what happens in the next few months.In other words: You shouldn’t feel any rush to book travel until you’re ready.In fact, you might end up paying more if you book in advance rather than closer to your travel dates. Recently, I analyzed a bunch of hotel price data and found that the cost of booking the same room dropped dramatically when booking 15 days in advance, compared to booking four months in advance.That is, the same rooms cost an average of 7 when booked within 15 days compared to 2 when booked four months in advance. And while this trend might not hold into the winter or through the holidays, it’s certainly a good indication that you’re unlikely to save money by booking hotel rooms now.The trend isn’t quite as dramatic for airfare, though it’s possibly more remarkable, since booking within 15 days has historically been a recipe for getting fleeced.Which airline should I fly?This one’s easier: Delta.We performed a big analysis of airline policies in response to COVID-19 and found that Delta had the best overall rating, with Southwest and Alaska hot on its heels.I won’t bore you with all the details here, but some of the factors we took into consideration include:Mask policy enforcement.Blocking seats and limiting capacity.Offering flexible change and cancellation policies.This last bit is especially important when booking holiday travel this year: Make sure the tickets you purchase can be changed or canceled without incurring a fee. This has gotten significantly easier with various COVID-19 waivers and four major airlines, including Delta, all announcing the elimination of most change fees. Be aware of restrictions that remain around basic economy fares.What about points and miles?Hotel points and airline miles can usually offer good workarounds for sky-high holiday prices. Notice that pesky “usually.” Since cash prices are so low, using points and miles is unlikely to offer better than average value this year.That doesn’t mean you shouldn’t use miles, just that you won’t get especially good bang for your buck from them right now.Will it be safe?That’s the trillion-dollar question, isn’t it? I’m no epidemiologist, so I’m reluctant to wade into these waters, but there is something important to keep in mind: Where are you planning to travel in December?The Institute for Health Metrics and Evaluation at the University of Washington offers public projections for the pandemic broken down by country and state. These reveal some pretty startlingly different scenarios for different parts of the country.For example, the daily per capita infection rate in California is projected to rise from 42.6 per 100,000 today to 155 per 100,000 by December. New York state in December is projected at 30 per 100,000, up from the current 4.4. Utah’s rate is expected to skyrocket to 179 per 100,000 from today’s 13.5.Of course, these are only projections, and nobody knows what will actually happen by December, but it’s good to keep in mind when planning travel. Kevin McCarthy was elected House minority leader Wednesday, according to members of Congress in the closed-door meeting where the elections took place, meaning the California Republican will lead House GOP members after Speaker Paul Ryan leaves Capitol Hill at the end of his term in January.The vote was 159-43.With Ryan headed for the exits, McCarthy, the current No. 2 House Republican, was long viewed as the heavy favorite to become minority leader in the new Congress, the highest-ranking GOP leadership post with Republicans in the minority after losing control of the House of Representatives in the 2018 midterms.McCarthy faced a long-shot challenge from Rep. Jim Jordan, the co-founder of the conservative Freedom Caucus, but the California Republican is expected to prevail in his bid to become minority leader. Ryan announced in April that he would not seek re-election and has endorsed McCarthy, the House majority leader for the past four years, to be his successor.Trump and McCarthy have spoken about leadership races recently, territory that Presidents usually avoid so not as to seem like they're alienating members of their own party. In private conversations, Trump has pushed for Jordan and another close conservative ally -- Rep. Mark Meadows of North Carolina -- to have the top Republican positions on key committees, according to a source familiar. McCarthy doesn't dole out those positions-- that's for the House GOP Steering Committee -- but plenty of people on the Steering Committee are loyal to McCarthy and would heed his word. As of Wednesday afternoon it was not clear where Jordan or Meadows would land.A separate source confirmed to CNN that Jordan is interested in ranking member position on Judiciary Committee in order to check Democratic investigations that will be led by Rep. Jerry Nadler of New York. Politico first reported Wednesday that Trump has privately pushed McCarthy to make a deal with Jordan.McCarthy has also positioned himself as a close ally of Trump and a leader who can help Republicans win back control of Congress. In a letter announcing his bid for minority leader, he wrote, "We need to lay the groundwork to regain the majority so that we can continue working alongside President Trump to fulfill our promise to fundamentally change Washington. I helped build a majority from a deeper hole than this and I have what it takes to do it again."Jordan, meanwhile, has pitched himself as a leader who could help defend the President against what is expected to be aggressive Democratic-led oversight efforts."You stand up for the truth. You stand up and defend the White House and the President," Jordan told CNN in a recent interview after being asked how House Republicans can counter a Democratic majority pursuing oversight of the President and the administration.Rep. Scott Perry of Pennsylvania, a member of the Freedom Caucus, said on Tuesday that he plans to vote for Jordan and argued that House Republicans need a change over the status quo if they want to win back the majority."Unless we want to keep on losing races then we ought to consider doing something different than what we've been doing," Perry said. "I don't want to keep doing the same dumb things that we're doing and lose races."Whoever wins out as minority leader will become the most visible face of opposition to the incoming Democratic majority. The next minority leader will also have to decide whether and when the GOP minority might work to find common ground with Democrats and could also come under increased scrutiny from the President as the administration itself goes under a microscope in the new Democrat-controlled Congress.The leadership election comes as incoming freshmen, fresh off of their election wins last week, are in town for new member orientation. Dan Meuser, a member-elect from Pennsylvania, said he's spoken with both men over the weekend about their plans for the next two years, and he hasn't made a decision."I've gotten close with Kevin McCarthy. I think very highly of him. I think he's a very good conservative, showed up a lot of leadership. He certainly earned the position," Meuser told reporters on Tuesday. "On the same note, I think Jim Jordan is a smart, tough, focused individual. So I respect him as well. We'll see over the next couple of days."Next in line for the GOP leadership hierarchy in the new Congress is Rep. Steve Scalise, the current No. 3 House Republican, who is vying for the position of minority whip in the new Congress. Scalise, as majority whip, gained a higher national profile after he was injured last year in a shooting during a Republican congressional baseball practice. Scalise is not facing a challenge for the position.Rep. RAMONA (KGTV)- Myrtle the coyote is recovering at The Fund for the Animals Wildlife Center in Ramona, after the Rancho Bernardo neighborhood came together to help.Katie Ryan has been watching Myrtle the coyote for years, and sounded the alarm when she first saw the new mother ensnared in a pipe. Katie guessed Myrtle was trying to capture a small animal that hid in the pipe and she got stuck. It took five weeks of constant phone calls, prayers and sleepless nights looking after Myrtle before she could get a trapper to catch the elusive coyote."I can't even describe I was crying and laughing all at the same time," Ryan said, her smile wide. She enlisted neighbors to block off the area, after a failed attempt Monday night due to a man trying to approach Myrtle and scaring her off.Neighbors said they guarded the neighborhood for hours Tuesday evening, going home with no hope. Then, a few minutes later, Myrtle followed a trail of rotisserie chicken and was caught in a trap around 8:30p.m.The Fund for the Animals Wildlife Center picked up the coyote that night and sent this statement. 1118
