SAN DIEGO (KGTV) — Steve Askin tells the story of a tenant who rented from him for a decade.He charged rent below market - but still made out well."Over those ten years they paid me a quarter million dollars. They paid my mortgage, and then some," Askin said.Askin said he realizes he's way better off today because of his tenants.That's one reason he joined a group called The Property Owners for Fair and Affordable Housing. On Thursday, he and 15 other member landlords announced support of a bill that protects financially struggling tenants from eviction during the Coronavirus era."We as landlords aren't happy if someone can't pay the rent, but we have many more resources than our tenants," said Askin.Assembly Bill 1463, carried by Democrat David Chiu, would ban evictions of tenants who cannot pay rent through April 1, unless the Coronavirus state of emergency ends earlier. Tenants would then have a year to pay back the missed rent. Only then could a landlord take a tenant to court - and eviction would not be one of their legal remedies."It's trying to mandate something that we're already doing," said Kendra Bork, who heads the San Diego Rental Housing Association, which opposes the bill.Bork, CFO of Cambridge Management Group, said 90 percent of her tenants are paying rent on time - and the others are doing payment plans."We're trying to keep people in their apartments. We don't want a bunch of vacancies," Bork said.She said a better option would be rental assistance - which can also help keep the economy going. Bork also raised concerns about mortgage forbearance being deducted from a landlord's owed rent should it go to court.A spokeswoman for Assemblyman Chiu says the bill is being amended to make sure that won't happen. 1761

SAN DIEGO (KGTV) - Students at the Art Institute of California in San Diego say they feel betrayed by the institution after learning it's likely shutting down. They were notified Wednesday that if the school isn't squired by a buyer it will shut down on Friday, March 8.“We could see the cracks in the walls when a lot of the department heads were let go and they had one person running all the programs," said Tom Aleo, who studies game art and design. Aleo had just one quarter left before graduation. He says despite problems in the last year they were hoping for the best. "The emotions here are all over the place; shocked, confused, depressed," said Aleo. In July the Art Institute in Mission Valley stopped enrolling new students. And this week court documents revealed the company which operates the school, Argosy University, is accused of misusing millions of federal dollars.Students are frustrated they only got two days of warning that the school was closing, and are now scrambling to figure out their options. SAN DIEGO (KGTV) -- Students and teachers from two classes at Sage Canyon School in Carmel Valley will have to return to online distance learning for two weeks after two people tested positive for COVID-19.In a statement to ABC 10News, Jenni Huh, the Del Mar Union School District Director of Student Services, said:“The District has confirmed two positive cases of COVID-19 at Sage Canyon School. All students and staff who were directly exposed have been contacted and will be quarantining for 14 days. The District has been in consultation with the San Diego County Department of Public Health.”Parent Amy Berkley said she was notified of the two positive cases on Sunday. She has two sons who attend the school and said her third-grader was in the same class as one of the people who tested positive.“They had two students in the school test positive, one was in first grade and the other in third grade,” Berkley said. “We got the notification on Sunday, and by Monday morning, all class materials were available for pickup, really easy and convenient.”While the positive cases are alarming for some parents, Berkley, who is also the PTA president, said she was pleased with how the situation was handled. Her son didn’t miss a school day as the classrooms impacted transitioned back to distance learning Monday.“We picked up a Chromebook, learning packet, homework worksheet, whiteboard all the material they’ll need; it was very well thought out.”According to the Del Mar Union School District’s safe reopening plan, if a student or teacher tests positive for COVID-19, the whole class will quarantine for 14 days, and learning will be offered remotely. Substitute teachers will also be trained to give online lessons if they do need to step in.The California Department of Public Health released guidelines and recommendations for schools reopening for in-person learning.According to the department, two-week closures will be put in place if at least 5 percent of the total number of teachers, students, or staff test positive in a classroom or school, or 25 percent of a district’s population tests positive. 2126

SAN DIEGO (KGTV) – San Diego State University resumed some in-person classes Monday, allowing several thousand students to come back to campus.Monday was the first time students were allowed at school since in-person classes were suspended in September due to the rising number of reported positive COVID-19 cases, both on and off campus.SDSU fine arts graduate student Naomi Chicoine has been taking classes almost entirely online this semester because of the outbreaks on and off campus.She said, "The hardest part is not knowing what's going to happen next. Are we going to be able to stay on campus or not?”The school has nearly 1,200 cases since school started in late August. At one point, the case numbers were high enough to put San Diego County at risk of being knocked out of the state of California’s red tier and into the stricter purple tier.Students are now being asked to do self-assessments and stay home if they're feeling sick.Before they go into a class, students get their temperature checked at one of two kiosks on campus. A device scans their temperature, then displays green or red, indicating if they are fever-free.Students get a wristband if they're cleared, which is date-stamped, and it allows them to go to class. The process takes less than a minute and saves professors from having to scan students themselves.Everyone coming onto campus for class -- students and staff -- is also required to get tested at least every 14 days.The school is also promising to strictly enforce mask and social distancing compliance. Classes are limited to mostly those required by students for graduation, around 3,000 students per week who will come to campus.The California State University system has also expanded SDSU's ability to enforce policies. They say they're issuing citations to students and staff who don't comply with the rules.Students could also face additional consequences, such as suspension or expulsion, according to a letter from the university president. 2000

SAN DIEGO (KGTV) — Several changes are being introduced to how Assembly Bill 5 applies to freelance writers and photographers.Assemblywoman Lorena Gonzalez announced the changes Thursday to address feedback from freelance writers and journalists over the effects of AB 5.“Having heard additional feedback from a variety of freelance writers, photographers and journalists, we are making changes to Assembly Bill 5 that accommodate their needs and still provide protections from misclassification,” Assemblywoman Gonzalez said.RELATED: Proposed bill would exempt musicians from AB 5The changes will remove the cap on the number of submissions that a freelancer writer, photographer, or editor can submit to one hiring entity before they must be classified as an employee. Hiring entities must not use a contractor to replace an employee position as well.When contractors provide services, their contract must specify the rate of their pay, when they receive payment, and the individual's intellectual property rights to the work submitted. The changes also say a freelancer can work for more than one hiring entity and cannot primarily perform their work at an entity's location.RELATED: Concerns raised as California's independent contractor law is set to take effectAB 5 was signed into law last year, requiring companies, including tech giants like Uber and Lyft, to classify their independent contractors as employees.
