(KGTV) - A woman was stabbed in the parking lot of the Carlsbad Costco Friday evening, police said. Officers arrived at the store at 951 Palomar Airport Road east of Interstate 5 just before 3 p.m. They found the victim in serious condition with several stab wounds.The suspect, 62-year-old Charles Higgins, left the scene before police arrived. He was arrested later in Temecula with the help of Murrieta Police, the U.S. Border Patrol, and the Riverside County Sheriff's Department.Police say the victim and suspect knew each other and this was not a random act. Calico Critters and a VTech Drill & Learn Toolbox are among several toys a Florida consumer advocacy group has deemed dangerous in its annual toy safety report ahead of the busy holiday shopping season.On Monday, the U.S. Public Interest Research Group Education Fund (PIRG) released its "Trouble in Toyland," a guide to help keep children safe from dangerous toys.The report warns about several toys being sold across the U.S. are choking hazards, recalled toys being resold on eBay, magnets being swallowed, noisy toys, and in-app purchases.When it comes to toys with small parts, the report recommends parents inspecting the toys thoroughly "regardless of what the label does or doesn't say."For noisy toys, the report says they can hurt your child's hearing, so an adult should lower the volume or place tape over the speakers to "muffle the sound."Several toys mentioned in the report include:Neutronball building sets and magnets made by Zen Magnets LLC are considered choking hazards, according to PRIG."Never allow young children to play with high-powered magnets, and talk with older children about the dangers of being careless and leaving them within reach of their siblings," the report stated.Toys that have been recalled - 6" Promotional Aflac Doctor Duck, the Step2 Little Helper's Children's Grocery Shopping Cart, and the Fisher-Price Barbie Dream Camper — were recently found for sale on eBay."When shopping for toys, especially at garage sales and second-hand stores or sites, check saferproducts.gov to confirm the toy hasn't already been recalled," the report said.The report is there to inform the public as well as suggest guidelines for lawmakers. 1683

She brings extras because often passersby find inspiration and ask to join her, a collaboration she welcomes.The connections she has made through her sand art, she says have added meaning to her creations.People also send her their photos of her artwork, asking to use them in their holiday cards.Each mandala has an inscription, such as: "You Are Loved," or "Only Love."One that resonated particularly was "Grateful for ____.""People were shouting their words from the bridge," says Belknap.Sometimes friends join her.Heather Nelson is a regular, and a longtime friend. The day we shot the story, Kari Prevost was joining for her first collaboration with Sharon."The sounds of the ocean, the beauty of the water," she says, "it's restorative. CHICAGO, Ill. – The City of Chicago will soon implement under another stay-at-home advisory as it seeks to slow the spread of the coronavirus.The city’s mayor, Lori Lightfoot, announced Thursday that the advisory will go into effect on Monday, Nov. 16 at 6 a.m.Lightfoot says the advisory will call on the people of Chicago to stay at home unless for essential reasons, stop having guests over – including relatives they don’t live with, avoid non-essential travel, and cancel “traditional” Thanksgiving plans."Residents are advised to only leave home to go to work or school, or for essential needs such as seeking medical care, going to the grocery store or pharmacy, picking up food, or receiving deliveries," the city wrote.The city says the advisory will remain in place for 30 days or until the commissioner of health, Dr. Allison Arwady, determines a change in the guidance is appropriate.The new advisory comes as the city and many parts of the country experience the highest coronavirus case rates since the pandemic began. Lightfoot says data shows the city is seeing an average of at least 1,900 cases per day."If we continue on the path we’re on and don’t step up to do the things we know work, we estimate we will lose 1,000 more Chicagoans to this virus by the end of the year," said the mayor.Lightfoot says the stay-at-home advisory is part of a new strategy called “Protect Chicago,” which she describes as a comprehensive effort that includes new regulatory actions, neighborhood street-level activations and citywide public awareness.Watch the mayor's announcement below: 1598

  

CARLSBAD, Calif. (KGTV) — Many business owners are paying big bucks to move outdoors and comply with state and county health orders. One business owner in Carlsbad said she had to fork up more than ,500 to provide outdoor dining."They said your option is to pay this or you don't get to go outside," said Annie Rammel, owner of Oak + Elixir in the Carlsbad Village.The City of Carlsbad charges 1 for businesses to move onto sidewalks, but it wasn't that simple for Rammel."We were told that the fee would be 1. That's doable for us; we were willing to spend the money to build a beautiful patio where people felt safe."Rammel said she needed to expand into public street parking spaces to make outdoor dining work because there wasn't enough space on the sidewalk. She saw other cities across the county moving quickly to offer low cost or no cost permits for businesses to do the same. She was hoping Carlsbad would follow suit.The Carlsbad City Council voted to approve moving into public spaces on July 28, and Rammel got a permit days later. That came after four weeks of being shut down and working with the city to find a solution."We didn’t want to just put tables on the concrete that are in parking spots next to cars driving by," she said. "We wanted to create a safe space for customers to feel like they could come in relax."Then, the unexpected happened."We got a phone call from the city saying that we actually needed to pay ,500," she said.The city is charging ,200 per parking space plus extra fees. Rammel requested to utilize four spaces."The fee for a curb café is 1 but also includes ,200 per parking space into a fund that is used to create new parking to compensate for the loss of the parking that is converted into a dining area," said David Graham, the Director of Economic Development and Innovation for the City of Carlsbad. "Allowing one business to remove parking means the loss of convenient parking that the nearby shops, restaurants, offices, and personal care services rely upon to draw customers."Despite the circumstances, Rammel got the permit to use four parking spots and built a deck."I begged and pleaded, 'please can we get a prorated amount, can we do month to month, is there any way you can work with us because you are depleting our cash flow at a time where we desperately need cash flow to survive this,'" she said.She paid the fees in full and spent an additional ,000 to have the temporary deck built."When Governor Newsom tells us we can go back inside, we have to tear it down," she said. "We don't get to keep it."The painful costs during an already difficult time were the only solution to keeping way Rammel's business running."We had to pull that ,500 from our savings," she said. "If we're not serving customers, we're not making profits, and we cannot pay our bills."She said leaders from other cities in the county that have waived permitting costs have personally reached out to her to show support.There may be some hope left."We understand that these are not normal times. So, when Oak + Elixer raised the issue of the total cost of the fee due to the ,200 per stall payment into the parking fund, we started working on options. Whether or not that would include retroactivity for those who have already paid will be evaluated," said Graham."On Monday, August 10, we will bring a discussion of any fees associated with an outdoor business operation on public property like sidewalks and streetlights to the city's subcommittee on COVID-19 economic revitalization.""I'm in a big hole, and I've gotta dig myself out of that hole, and I'm not giving up," said Rammel.
