(KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations.One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders.At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions.The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas.As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835

(KGTV) -- A National City Police Officer has been placed on administrative leave for allegedly using racist and insensitive language during text conversations that surfaced online.The comments were reportedly made during a private text message conversation between the officer and a member of his family. We are extremely disappointed that we have to conduct an investigation into one of our officer’s alleged misconduct. National lab companies are offering antibody tests as part of their return to work offerings, but doctors are warning these tests shouldn't be used yet to determine whether it's safe for you to be back in an office.“There is not a perfect antibody test out there right now to determine an individual’s immunity to COVID-19,” said Dr. Susan Bailey, President of the American Medical Association. “The tests are getting better. We've come a long way in the last few months, but we're certainly not ready to do anything like give someone an immunity certificate or anything like that.Quest Diagnostics and LabCorp are two companies offering the testing to employers.LabCorp does say that antibody testing should not be used as the sole basis to diagnose or exclude COVID-19 infection.Quest Diagnostics also emphasizes it is unknown how long antibodies persist following infection, and if the presence of antibodies gives you immunity.That's something the American Medical Association agrees with.“Everything needs to be taken in context. Have you been exposed to COVID-19? How careful have you been? Have you been in any settings where you might have been inadvertently exposed?” asked Bailey. “The lab values themselves may not mean a whole lot. We still have a lot to learn when it comes to what defines immunity to COVID-19.”Bailey also points to early studies on antibodies that indicate they may not last very long. She says she's not sure antibody testing is ever going to be the way to go to determine when someone is safe to go back to work.If you do get an antibody test, it's important to go over it with your doctor so they can help you understand the significance of it.The American Medical Association says antibody tests can be helpful to try to see how many people in an area have been exposed to COVID-19, and also for determining if someone who had COVID-19 is eligible to donate plasma. 1909

NASHVILLE, Tennessee — Sometimes people suffering with opioid addiction turn to others for help. But sadly professionals listening may need help of their own. After a local addiction treatment consultant died from an overdose, people in his community are asking others who are battling the disease to come forward.Jeremiah Jackson died on Nov. 10. He worked as a treatment consultant at American Addiction Centers in Brentwood helping others with their addictions. People who knew him said he was loved, and called his death a shock. Chris Boutte said Jackson was dedicated to his work."I know that was helping him so much, when we get to help others that helps us so much," Boutte said.  The two first met when Boutte became an Alumni Coordinator and consultant. "We just met and he helped me out with a lot of early struggles. Just dealing with clients who had relapsed and calling me and needing help and people passing away," he said.Boutte spoke to Jackson last month and was surprised to hear of his passing."Jeremiah was just a great example like he is somebody I needed in my life and he was also laughing and joking around and he would freestyle rap and like sing and break dance. He could just...everybody loved the dude," he said.Jackson had been clean for more than four years and shared his heroin addiction story with WTVF TV station in Nashville in December 2017. While working at AAC, Jackson attended a separate recovery program. He was clean for more than four years but last weekend he died from an overdose.Cindy Spelta has worked at Cumberland Heights helping others with their drug and alcohol addictions for more than 15 years. She said people in her field may sometimes need even more help than those they are treating.She said she has been sober from cocaine usage and alcohol for 17 years and also participates in a recovery program. Spelta said Jackson's passing is devastating and is possibly an example of what professionals call "compassion fatigue." "You're dealing with people whose lives have been destroyed and whose families' lives have been destroyed and all that is coming at you every day," she said. She also said each day the tolerance level for people in recovery drops while the chances of a fatal relapse go up. Spelta said anyone with an addiction, no matter how small, needs to talk about it.She said the addiction disease does not discriminate. In a statement, Jeremiah's sister Summer said: 2535
