The Palm Beach County Supervisor of Elections Susan Bucher says she expects to begin the manual recount process at 11 a.m. ET Friday.This comes after a Thursday order from the Secretary of State to complete a manual recount statewide for the Senate race and Agriculture Commissioner's race.Palm Beach County also must complete a manual recount for a State House race.Manual recounts are required when a candidate’s margin of victory is less than .25 percent.However, Bucher said first, they need to complete the machine recount for the Senate race before they can begin the manual recount.She said they have not completed the tabulation process to come up with vote totals for the Senate race to find all the over and under votes.“We just want to get to a place where we should start a manual recount. Right now we’re incomplete and we’re incomplete for various reasons, mostly because there were requirements that we show some duplicated, damaged ballots, and haven’t run those and requirements that we canvass ballots for over and under votes that were duplicated by staff," Bucher said.  "So, we’ve completed that process, but now we have to go run them through our tabulators to get the rest of our over unders.”  They do not have to manually recount every single ballot, only ones considered overvotes or undervotes.An overvote is a ballot in which the voter appeared to vote for more than one candidate in a race, and an undervote is a ballot in which the voter appeared to vote for no candidate in a race.An election worker, along with a representative from each political party, will review the ballots in question. The organization that runs the Bronx Zoo in New York has apologized for the racist history in the zoo's past.In a news release, the Wildlife Conservation Society apologized for two incidents of "unconscionable racial intolerance" that occurred in the past. The first incident the zoo is "condemning" is the treatment Ota Benga, a young central African man from the Mbuti people of the present-day Democratic Republic of Congo, experienced.For several days in September 1906, the zoo put Benga on display in its Monkey House. Outrage from local Black ministers "brought the disgraceful incident to an end.""In the name of equality, transparency, and accountability, we must confront our organization’s historic role in promoting racial injustice as we advance our mission to save wildlife and wild places," officials said.After leaving the zoo, officials say Benga stayed at an orphanage in Brooklyn. He died by suicide a decade later, the organization said.The second incident officials condemned was the "eugenics-based, pseudoscientific racism, writings, and philosophies" by founders Madison Grant and Henry Fairfield Osborn Sr.Zoo officials said an excerpt from Grant’s book “The Passing of the Great Race” was included in a defense exhibit for one of the defendants in the Nuremberg trials."We deeply regret that many people and generations have been hurt by these actions or by our failure previously to publicly condemn and denounce them," officials said in the statement. The Pentagon is preparing to send about 5,000 additional active duty troops to support border authorities' efforts to stop Central American migrants bound for the US, according to a defense official and an official familiar with the current plan.The announcement comes days before midterm elections in which President Donald Trump has repeatedly warned of dangers related to immigration and of specific but unsubstantiated threats posed by the migrants, who are still weeks away from the US border.Trump tweeted Monday that the group of Central Americans includes "gang members and some very bad people."The tweet to the President's 55.5 million followers came just two days after a man with virulently anti-immigrant views, who referred to immigrant "invasions," killed 11 people in a Pittsburgh synagogue."Please go back," Trump tweeted Monday to the migrants, who are some 900 miles away from the border and moving at a pace of 20 to 30 miles a day. "You will not be admitted into the United States unless you go through the legal process. This is an invasion of our Country and our Military is waiting for you!"The migrants are seeking asylum, which can be applied for only once someone seeking protection from persecution or fleeing violence in their home country is inside another country or is at the border."Operation Faithful Patriot" is expected to start on November 5 and last until December 15, the defense official said.
