SAN FRANCISCO (AP) — After successive years of devastating wildfires, California's fire agency announced a plan Tuesday that would dramatically increase logging and other forest management efforts with the help of the National Guard.The California Department of Forestry and Fire Protection released a list of 35 priority fuel-reduction projects it wants to start immediately across the state over roughly 90,000 acres. That's double the acreage the agency aimed to cover in the current fiscal year, CalFire Deputy Chief Scott McLean said.The agency is also seeking National Guard assistance to coordinate the work. McLean said it was the first time he could recall turning to the National Guard for help with clearing trees and vegetation.RELATED: San Diego County areas on Cal Fire list of high-priority fire projects"It just goes to show you how committed everybody is," he said.The deadliest U.S. fire in a century destroyed much of Paradise — a city of 27,000 people in Northern California — in November 2018 and killed 86 people. California also experienced devastating wildfires in 2017, including a blaze that killed 22 people and destroyed more than 5,500 structures around the wine country city of Santa Rosa.Republican President Donald Trump has repeatedly criticized California's Democratic officials for not doing a good enough job managing its forests and has threatened to cut off California's federal disaster funding.RELATED: Southern California wildfire burn zones on alert during stormThe 35 projects are based on input from local Calfire units and would reduce wildfire risk to more than 200 communities, according to Calfire. They include removing dead trees, clearing vegetation, and creating fuel breaks, defensible spaces and ingress and egress corridors.The projects prioritize communities at high risk from wildfires but also with significant numbers of vulnerable groups such as the elderly or poor. They include work around the city of Redding, which was also devastated by wildfire last year, and in Butte County, where Paradise is located.An estimated 15 million acres of forest land in California are in need of thinning or other restoration work, so the 35 projects are just a start, Calfire officials said. The agency wants to establish incident bases with the National Guard close to vulnerable communities to coordinate fuel-reduction projects.RELATED: PG&E: Company's equipment may have ignited Camp FireKathryn Phillips, director of Sierra Club California, said many of the recent fires were driven by high winds, so clearing trees and vegetation is not the solution. Calfire should focus more on clearing brush around homes and ensuring their roofs and attics are safe from flying embers, she said."We need to make sure we're doing the things that we know will protect homes," she said.Calfire does call on officials to identify options for retrofitting homes as part of its recommendations released Tuesday. 2954

Margot Schein and Julian Parris told 10News they made the decision to get married at Costco because, after meeting on a dating app, they decided to have their first date at the store. According to Schein, the couple decided to wed at Costco on their three-year anniversary. The wedding included a custom-made cake from the store, an archway and pallets to hold up bouquets of flowers. SAN FRANCISCO (AP) — Anglers and biologists believe California is likely to experience an increase of chinook salmon during the fall run resulting from the coronavirus and fewer fish caught during the summer. The San Francisco Chronicle reported state and federal scientists earlier this year forecast more than 473,000 adult salmon off the San Francisco Bay Area coast from the Sacramento River system. The forecast is a big jump from 380,000 last year and 224,000 in 2018. SAN DIEGO (KGTV)— In the wake of two serious e-scooter accidents over the weekend, San Diego city leaders are working to update e-scooter regulations. While the scooters are off-limits on all city sidewalks, they are allowed on beach boardwalks. While some believe they are instrumental in freeing up car traffic and parking, others believe scooters just bring the congestion straight onto the boardwalks.Chase McKenna enjoys riding e-scooters at Pacific Beach. He says it is the best way to enjoy the boardwalk."Cruise around the strip right here and that's fun,” McKenna said. “They're convenient because down here, they're everywhere."But what is fun and convenient for McKenna, is a total nightmare for Paul Thackery."PB's great. The scooters are out of control,” Thackery said. He says some areas along the boardwalk are beginning to look like a scooter graveyard. He has also been hit by several intoxicated scooterists in the last several months. "I can't stand them. I ride my bike down here every day, and scooters are in the way, it's dangerous,” Thackery said. “I think they should get rid of them all together. "This weekend alone, at least two e-scooterists in San Diego were sent to the hospital for severe injuries. San Diego Police said a 39-year-old man fell off a scooter just before 10 pm Saturday in Mission Beach. He suffered life-threatening head injuries. Then at 12:30 am Sunday, just a mile away, a 62-year-old man lost control of his scooter, and crashed into a sidewalk. He suffered a neck fracture and facial abrasions.Since February 2018, two people in San Diego County have even died in scooter crashes. The city of San Diego is now defending against four e-scooter lawsuits that claim the city needed to enforce stronger regulations to prevent collisions and accidents.But in a crowded place like a boardwalk, McKenna says scooters are not the only issue."A person on their bicycle can be just as inconsiderate,” McKenna said. That is why McKenna says it is vital that each rider regulates themselves. We met Tracy Grimmett, a visitor from Modesto, doing a few practice laps before taking off for the first time. “Yes, without running into all the people around here. Yes, trying!” she laughed. She hopes to have fun while being considerate, as they share the busy boardwalk with thousands of weekenders."Be courteous around people, go slow,” McKenna said. “If there's a lot of people, you have to slow down, and you have to give other people the right of way."The city of San Diego is now considering making companies install “geo-fencing” on the scooters. That would automatically slow down the maximum speed of the scooters to 8mph in designated zones, including Mission Beach and Pacific Beach boardwalks. 2750

  

SAN DIEGO (KGTV)- When the pandemic hit city leaders opened the San Diego Convention Center doors to house those living on the streets. But as that time will soon come to an end, the San Diego Rescue Mission is working to give those in need a safe place to stay.The transition during the pandemic was not easy.“For people experiencing homelessness, the rates of COVID have been very low, but it was absolutely a struggle,” says Paul Armstrong with the San Diego Rescue Mission.The City of San Diego recently announced its plan to close the convention center by December. The state has reserved funds to help the city buy at least one hotel to house the homeless. Unfortunately, the hotel’s 340 units won’t be enough space for everyone.“As they ramp down their operations there, we have to be mindful to make sure we’re giving as many opportunities to the people in the convention center,” says Armstrong.The San Diego Rescue Mission is stepping in to help. Team members visit the convention center a few times during the week to notify the people of their programs.Their emergency shelter is available for women and children.They also have a year-long “Mission Academy.” It’s a three-semester program. Semester one focuses on wellness. Semester two is center around education and training.“Semester three is really preparing them, letting them focus on housing and building up,” says Armstrong. “Working and building up that savings so that they can transfer into a successful, sustainable life.”The Rescue Mission says they have seen a large success rate from the students who have completed Mission Academy. 1617
